One week after planning-commission approval of site plans for a 103,000-square-foot Home Depot store along North Phoenix Road, City Council members approved an agreement between the retailer, the city and the state for a joint effort to rebuild the failing Fern Valley interchange. The agreement essentially ensures that Oregon Department of Transportation officials will recommend rescinding an Oregon Transportation Commission appeal of the project to the Land Use Board of Appeals last December. First proposed in March 2004, the project was challenged by residents concerned about traffic and safety and ODOT officials concerned with how to fund increase traffic capacity.
