OUR VIEW Keep film ordinance simple DailyTidings.com Writer Posted Sep. 24, 2014 @ 12:01 am Posted Sep. 24, 2014 @ 12:01 am » Social News Ashland leaders have good reason to want to clarify the city's Film and Television Production ordinance. The challenge will be to keep the rules as simple and clear as possible. At the same time, the City Council must make sure it isn't infringing on anyone's freedom to film in public as long as it doesn't disrupt traffic or present safety concerns. The issue emerged after "Wild," a major feature film, was shot in Ashland last fall. The production process required closing streets and restricting public movement during filming. City officials realized the city's film ordinance had not been updated since 1984. In those 30 years, of course, personal devices such as hand-held cameras and smartphones, not to mention wearable video cameras, have proliferated. It's now possible for anyone to film anywhere at minimal expense. That doesn't mean the city needs an elaborate regulatory ordinance to restrict private citizens who want to shoot video or college students completing class projects. Shooting video in public is not generally disruptive, as long as the person doing the filming obeys existing city ordinances. Only when a production requires closing streets to vehicle traffic or keeping people off sidewalks or other public property does the city even need to get involved. City Administrator Dave Kanner suggested repealing the old ordinance but not replacing it with a new one, saying filmmakers could decide what existing permits they might need based on their filming requirements. That might be the best course.
