Gusty winds are one of the effects of the cycle, which has now weakened and spun offshore,   Pacific Northwest Bomb Cyclone The departure will provide a break in the rain on Thursday morning. Still, windy and wet conditions will return Thursday night and continue across the Northwest through next week.
