--> --> Police probe into case of 11-year-old girl's rape By Myles Murphy Ashland Daily Tidings Talent Police continue to investigate a Medford man charged with the rape of an 11-year-old girl. "We're hoping there were no other victims, but at this point we're still investigating," Talent Police officer Hector Cabellero said. Chester Cummins Lowe, 60, remained in jail today following his Thursday arrest on charges of first-degree rape, first-degree unlawful sexual penetration and two counts each of first-degree sex abuse and furnishing obscene material to a minor. Lowe was originally lodged in the Jackson County Jail on $4,008,000 bail, but his bail was lowered to $1 million Friday during his arraignment in Jackson County Circuit Court. Cabellero arrested Lowe Thursday in Talent at the Main Street Grill, 102 Talent Avenue, which is owned by Lowe. "One of the parents came forward and we did our investigation, which lead to the arrest," Cabellero said. While the alleged rape happened in Talent, Cabellero said the victim - who did not require hospitalization - is not a Talent resident. Lowe knew the victim, Cabellero said. Lowe does have a previous criminal record, according to Cabellero. Cabellero said Low has more than 20 incidents of various types on his record, including robbery, but said he was unable to give more details. If convicted, Lowe could face a maximum prison term of 20 years and a $300,000 fine for the first-degree rape and unlawful sexual penetration charges, which are Class A felonies under Oregon law. First-degree sex abuse is a Class B felony with a maximum prison term of 10 years and a $200,000 fine. One of the two charges of furnishing obscene material to a minor was not filed Friday. Deputy District Attorney Beth Heckert, who is handling the case for the Jackson County District Attorney's office, was unable to return telephone calls by press time today. Email your...
