He was born July 10, 1935 in Grandview, Mo. to James Wilson Latty and Kathleen Martina Donnelly Latty. A high school valedictorian, all-around athlete, and Missouri state baton twirling champion in Grandview, he later attended both the University of Southern California and the University of California Los Angeles, graduating cum laude at UCLA. After receiving his master's of social work from the University of California Berkley, he joined the Marin County, Calif. Probation Department as a juvenile probation officer. In 1965, in Phoenix, Ariz. he helped set up the juvenile treatment program at the Arizona State Hospital. He was the first single male foster parent in the state of Arizona, as well as California. Upon returning to the Marin County Probation Department in 1967, he designed the first successful non-lockdown juvenile drug treatment program for the department. While with the probation department he attended the University of Colorado at Boulder, receiving his advanced certificate in organizational consultation. He and Joan married in 1967. Upon retirement in 1978, Fred followed his passions and embarked on a successful singing, community theater, and volunteer career in Santa Rosa, Calif. Relocating to Ashland, Ore. in 1990, he and Joan bred, raised, and showed Connemara ponies at the family's Potiquimi Farm. He also continued his artistic pursuits. An avid reader, writer, and English football (soccer) fan, Fred was also a 20+ year volunteer at the Oregon Shakespeare Festival, and an active member of the local theater scene. He was a very active member of Trinity Episcopal Church as well, and sang in its choir for many years. Fred is survived by his wife of 47 years, Joan; sister, Thelma Ann; daughter, Victoria; son, Derek; granddaughters Kyra and Rhianna; great-granddaughter, Arabella; stepdaughter, Stacy Keas; her children, Seth (Catherine), Jared, Amy, and new great-grandson, Dawson. A memorial service will be held at 2:00 p.m. Wednesday, May 27, 2015 at Trinity Episcopal Church. Donations in Fred's name are requested to be made to Trinity Episcopal Church or to the charity of your choice.
