The agreement makes a commitment to reduce greenhouse gas emissions in the local community to 7 percent below 1990 levels by the year 2012. As of April, 227 mayors across the country had signed the agreement. It also calls on Congress to pass legislation that sets meaningful timelines and limits on emissions. The agreement shoots for the Kyoto Protocol emissions reduction target for the United States that was created in 1997. Vice President Al Gore symbolically signed the protocol in 1998, but the U.S. Senate has refused to ratify it, stating it would create an economic slump. The mayors’ agreement calls on federal and state governments to meet these same standards. A gathering at the mayor’s office at 2:30 p.m. today recognized Morrison’s signature into the climate protection agreement. .
