Council member Darby Stricker brought up concerns in the wording in regards to establishment of credit. The section, as written, says each applicant for water service must submit $60 in credit before service is rendered. Stricker asked if this section could be worded as a deposit instead of a credit. The council agreed and sent it back to city staff to make the change in the ordinance. Many of the water ordinance rewrites were done to help the city do a better job in collecting payments that are currently more difficult to obtain. The current ordinance does not make the owner of the property responsible for the bill if a tenant leaves without clearing up the account. The new revisions would make the property owner responsible for these expenses if the tenant leaves town and does not pay the bill by a certain date. The new revisions would require both the owner and tenant to sign the application before a new account is set up, City Manager Betty Wheeler said. Wheeler said in the last 8 to 10 years, there has been $13,000 worth of unpaid water bills that have accumulated. She estimated more than $7,000 were from people leaving town without paying their account. The current ordinance was written in 1977, with very few changes since that time. Sections of the ordinance were outdated and not well defined, while some paragraphs that did not read well have been rewritten to be a little more understandable, Wheeler said. If adopted, collection procedures would change and opportunities for making installment payments will become an option.
