After that process is completed, the Ashland City Council finalize the process of reviewing approving the fiscal year 2015-2017 budget for the city, running from July 1, 2015, to June 30, 2017. It’s the second time the city has used a biennial budget, which allocates funds for a period of two years rather than for each fiscal year. It is the task of the city administrator and staff to identify revenue sources, allocate resources and to identify budget shortfalls. Expenses are divided into 18 individual funds, including water, electric, wastewater, streets and employee health benefits. Primary revenue sources for the city include property tax, transient occupancy taxes, prepared food and beverage taxes, licensing fees, development fees, bonds and loans, utility fees, and carryover from the previous year. The budget document is reviewed by the Budget Committee. Once the Budget Committee has approved the budget, it is forwarded to the Ashland City Council for final approval. The council can alter expenditures within each individual fund within the budget up or down by up to 10 percent of what has been approved by the Budget Committee. The Budget Committee is scheduled to meet at 6 p.m. today, May 7 (budget presentation, public comment, police, and Parks & Recreation budgets); Monday, May 11 (administration, city recorder, fire, electric and internet services); Thursday, May 14 (community development and public works); and Thursday, May 21 (wrap up and setting of tax rate).
