Ashland Ski Area expansion. The council meets at 7 p.m. on Tuesday in the Ashland Civic Center Council Chambers, 1175 E. Main St. City of Ashland staff have recommended that the council not appeal the expansion decision, but instead make a formal agreement with the Mt. Ashland Association that a Quality Assurance/Quality Control Team be hired to monitor expansion and protect water quality in the municipal watershed. The Mt. Ashland Association, the group that operates the non-profit ski area, also should agree to allow a review by the city if the association seeks a loan to finance expansion work, according to city staff. Additionally, the association should maintain enough liquid assets to pay for restoration of the mountain if the ski area went out of business, staff recommended. The city, holder of a Special Use Permit for the ski area, has until Nov. 8 to file an administrative appeal of the expansion decision. An administrative appeal is reviewed internally by the Forest Service and precedes any outside court action. In other business, the council will consider a resolution - brought forward by Councilors Kate Jackson and Cate Hartzell - that expresses opposition to Measure 36 and urges residents to vote against the change to the Oregon Constitution that would define marriage as between only one man and one woman. The council also will hear a request from the Rogue Valley Community Development Corporation for $274,000 in Community Development Block Grant funds. RVCDC hopes to buy land at 795 Park St. for the construction of six affordable housing townhomes that would be available to households earning 80 percent or less of median area income.
