The Jackson County Library System was shut down in 2007 after a levy failure, then reopened with sharply reduced hours and outsourced management. Ashland residents voted to tax themselves to keep their Ashland branch library open 40 hours a week rather than the 24 hours the county was paying for. The local levy authorized up to 21 cents per $1,000 of assessed value. When voters county-wide created the Jackson County Library District in 2014, Ashland property owners were paying 19 cents per thousand. The Library District board set its countywide tax rate at a level that would support 40 hours a week in Ashland and at other branches, and the city stopped collecting the local option levy. But some money — $56,587 to be exact — remained in the account. It was designated in the city's budget for purposes consistent with the 2008 levy, to be determined by the Ashland library and the Library District. The money has now been transferred, and the library will use it appropriately for services to children, teenagers and seniors. Besides the library, Ashland voters have consistently supported school programs through the Youth Activities Levy and parks and sewer system infrastructure through the meals tax. It's part of what makes this community a special place to live.
