OUR VIEW Our View: Time to move on Comment DailyTidings.com Writer Posted Aug. 5, 2015 at 12:01 AM Posted Aug. 5, 2015 at 12:01 AM » Social News Neighbors of a luxury residential treatment facility planned for an existing mansion in the hills northeast of Ashland suffered a setback when the Jackson County Hearings Officer rejected their appeal of the proposed use. The neighbors might want to consider that the treatment center will have less effect on their lives than if the mansion had been sold as a private residence. The unique property, built in 2000, was designated as a church known as the Circle of Teran in 2008, but was put on the market about the same time. The 11,000-square-foot property is gated and situated on nearly 100 acres up a mile-long road. Neighbors argued the proposed use would create problems with traffic, road maintenance, wildfire safety and security risks from patients.  In his ruling denying the appeal, Hearings Officer Donald Rubenstein noted the rehabilitation facility would be marketed to wealthy clients who could afford the $40,000-a-month fees. Clients would not be allowed to bring their own cars to the nonsmoking property, would be monitored by closed-circuit television cameras and would be unlikely to wander off. Rubenstein also noted the traffic to and from the center would likely be less than if the property were used as a private residence. A family with teenage children, with their own vehicles, could easily generate more daily trips — and wildfire danger — than a residential treatment facility, and neighbors would have no grounds to challenge that use.
