James was born April 3, 1919 in Tonopah, Nevada to James Walter and Lucy Wilkins Starkey. When both died, he was raised by his aunt, Malvina Starkey, of Montrose, California. During WWII, he was a flight instructor for the Army Air Corps. His aviation career spanned five decades as a pilot flying in the areas of commercial, Alaska bush, and general aviation. Before his retirement, he was employed by KOGAP Plywood Co. of Medford. Besides his love of flying, Jim enjoyed building homes and finish carpentry. He was an active member of the Medford hangar of the Quiet Birdmen, and a third degree Mason. Survivors include his wife of 59 years, Mabel Harriet Hodge Starkey; children, Paul Starkey and wife Patty of Bedford, Texas, Peter and wife Julie of Seattle, John and wife Cheryl of Burien; sister, Esther Lee Loyola Lindskog of Oregon; and grandchildren, Austin and Laura.
