The City Council last week voted to cut off irrigation water to 86 Talent Irrigation District customers if the city needs to supplement the municipal drinking water system later in the the season. TID provides supplemental water to the city when its primary source, Ashland Creek water stored in Reeder Reservoir, runs low. City officials are keeping Reeder full as long as possible. A third source is the city's new connection to the Medford Water Commission system, known as TAP for Talent-Ashland-Phoenix. But that line was extended for emergency use only, and TAP water is more expensive than TID water. Still, TID water is not guaranteed, as Mayor John Stromberg noted. If flows to the irrigation district's agricultural users are threatened by low reservoirs late in the summer, TID can shut off all deliveries to Ashland, leaving the city on its own. That happened in the severe drought year of 1992, when TID shut off water on Aug. 28. With the TAP line available, Ashland has a bit more of a cushion now than it did then. But irrigation for landscaping will always take a back seat to adequate drinking water.
