Commentary The fuzzy `agreement' between noun and verb Alan Riding, a travel writer for The New York Times, filed a feature story from Germany in March. He commented that by 2010 Berlin could become a city of museums: "A dazzling array of new and refurbished museums are to offer a wealth of art comparable to that found in New York, London and Paris." In that sentence the Times' man in Berlin chose the plural "are to offer" instead of the singular "is to offer."
