The council will continue the appeal hearing on the tree removal permit granted to Lloyd Haines for his multi-floor development at 88 North Main Street. The tree in question is a large alder that sits on the property. Ashlander Randall Hopkins filed the appeal of the planning commission decision. The vote of the commission was 7-1 in favor of the granting of the permit. At the last council meeting, those in favor of the permit were heard and Hopkins began his presentation. Time ran out before the three citizens who were to speak on behalf of Hopkins' appeal were heard. Also continued from the last meeting is approval of the proposed anti-nudity ordinance that would force residents to cover their genitals in public. The ordinance does not prohibit the baring of breasts and buttocks. The council will also hold a public hearing to consider the adoption of the 2004-2005 city budget. The Budget Committee finished its 2004-05 budget process and approved a $93 million budget for the fiscal year, holding the line on property taxes in the process. The council will discuss adopting the findings of the planning commission on Sid and Karen DeBoer's permit to construct a single family dwelling on their property to replace an existing dwelling. The council on April 8 approved a planning and engineering permit for Sid and Karen DeBoer's home construction on their property at 265 Glenview. At the same time, the council approved an amendment instituting 10 recommendations from the Planning Commission Hearing Board to be added into the permit. The meeting begins Tuesday at 7 p.m. in the council chambers in the Ashland Civic Center, 1175 East Main St. The meeting can also be seen live on Cable Channel 9. In other business the council will: - Receive a map of the city by Russ Dale, and it will proclaim June 14 as Flag Day and June 17 as Methamphetamine Awareness Day, - Consider confirmation of Diane Williams, David Bernard and Marilyn Hanna to the Ashland Community Hospital Board. - Consider a liquor license application from Quinn Courtright for as Alex's Plaza Restaurant and Bar; - Consider renewing the ambulance license for Ashland; - Hear a summary of council goals for the fiscal year 2004-2005 and timeline; - Consider first reading by title only of ordinance authorizing the issuing of bonds to finance Ashland Fiber Network; - Consider first reading by title only of an ordinance levying taxes for a period from July 1, 2004 to June 30, 2005 in the sum of $8,483,000; - Consider reading by title only of a resolution declaring the city's election to receive state revenues; - Consider reading by title only of a resolution certifying the city provides sufficient municipal services to qualify for state subventions.
