The new ordinance prohibits the exposure of genitalia in public places, the downtown district and in public parks. There was a great deal of discussion from the public and from councilors over the wording and intent of the ordinance. Resident Paul Copeland spoke in opposition of the ordinance. "I prefer that we not be legislating morality," he said. "I have a problem with the proposed language of the ordinance. If your neighbor is mowing his lawn naked or doing objectionable things, I don't believe the police are the right way to resolve your dispute." Language was suggested by Copeland and others that would make it legal to be totally nude if it was a political or artistic expression. But Acting City Attorney Mike Franell shot that down, saying if that language was included in the ordinance, it would become unenforceable.
