The newly exposed rubbish has brought out the beachcombers and one of them, Jack Tally of Phoenix, a paddleboarder, is organizing a mass cleanup, rain or shine, from 8 a.m. to noon, Saturday, Oct. 11. He has contacted the Ashland Rowing Club and other organizations and says people are generally enthusiastic about joining the cleanup. He has contacted Jackson County, which administers the park around the lake and was told they would dispose of collected trash in the landfill, he says. “The water table is incredibly low, more than it has been in a long time,” says Tally, “but rain is on the way, so time is of the essence." Tally suggests volunteers bring boots, latex gloves, raincoats and trash bags — possibly even snow shoes, because the cracked clay gets soft near the shoreline of the now-tiny lake. He suggests people could bring boats and cruise around in the afternoon, when they’re done.  On a lovely afternoon Wednesday, there were no boats on the lake and only one fisherman, Richard, who declined to give his last name but observed, as he pulled black garbage bags from the water, “It’s symptomatic of human nature to do what’s in your own best interest (tossing litter in the water), if you can get away with it.” Tally, a new emigrant from Vermont, said he is concerned that the plentiful trash might float to the surface when the rains come and wash up on shore. John Vial, director of Jackson County Roads and Parks departments, said county staff will be at Emigrant Lake, providing trash bags and hauling full bags out with ATVs. No one will be allowed to drive on the lake bed, he adds. Participants will have to separate tires from the rest of the trash. Participants will be asked to sign wavers of liability. “If someone wants to help us clean up up the park,” said Vial, “we’re going to help them.” The reservoir may look to be at record lows, but it was actually lower during the droughts of 1994, 1992, 1977 and is on par with 2001, says Talent Irrigation District Manager Jim Pendleton. Of the three reservoirs in the TID chain, two — Emigrant and Hyatt — are at less than 10 percent of capacity, while Howard Prairie is at 26 percent, he says. “It was an extremely dry year and we can do without another one of those,” he said. “If next year is equal to this one, the effect is going to be a lot worse.” There was “manageable storage supply” at the end of the year to get through the winter.
