Each year, the mayor and city council recognize an Ashland citizen for his or her volunteer spirit and contribution to the Ashland community. The Volunteer Spirit Community Service Award was established by the mayor and council in 1994 in honor of James M. Ragland. Ragland was a former councilor and planning commissioner who was involved in numerous citizen volunteer efforts. This year, 11 nominations of 12 very qualified persons or groups were received. The mayor and council reviewed the nominations and determined that this year the award will go to three individuals: Charlotte Dorsey and Alice Nagel for their work with St. Vincent de Paul and Tom Foster for his work with the Lithia Park Nature Walks. This year’s Ragland Award winners will be honored during the first ever State of the City celebration starting with appetizers and a social time at 5:30 p.m. Tuesday, Jan. 27, in the Ashland Community Center at 59 Winburn Way. The program begins at 6 p.m. The public is welcome to attend the community event. Previous State of the City addresses and presentation of the Ragland award were included as part of the council meeting agendas.
