--> --> 28 petitions given OK to start gathering signatures SALEM (AP) - Of the 168 initiative petitions that have been filed with the Oregon secretary of state's office, 28 have been cleared to begin signature-gathering drives. Those campaigns, along with their petition number and sponsors, are listed below. No. 1: Eliminate Legislature's authority to create and oversee courts other than Supreme Court; Michael Marsh, Pamela Gaston. No. 4: Rent control for mobile home parks; James Olheiser, Dean Pilkington and Walt VanRheen. No. 11: Bar clearcutting, protect old growth forests; Gary Kutcher, Anisa Makhoul. No. 15: Allow patients to choose physicians, including chiropractors, in managed care and workers compensation insurance systems; Michael Megehee. No. 16: Bar schools from teaching about homosexuality in a way that approves, promotes or endorses such behavior; Lon Mabon of Oregon Citizens Alliance, Lou Beres of Oregon Christian Coalition, Jose Solano. No. 18: Require annual employee OK for union dues payroll deductions; Bill Sizemore of Oregon Taxpayers United, Christiana Mayer. No. 19: Bar public sector employers from collecting union dues for political campaigns via payroll deductions; Bill Sizemore of Oregon Taxpayers United, Christiana Mayer. No. 20: Abolish capital punishment; former U.S. Senator Mark Hatfield, former Secretary of State Norma Paulus, William Connor. No. 23: Require labeling of genetically engineered foods; Donna Harris, Katelyn Lord. No. 27: Create universal health coverage, with new state taxes; Ruth Duemler, John Partridge, Phil Dreyer. No. 32: Allow deductions on state taxable income for Social Security and Medicare taxes; Bill Sizemore of Oregon Taxpayers United, Carol Bobo. No. 35: Create instant runoff voting, allows ranking of multiple candidates; Fillard Rhyne, Cletus Moore, Betty Taylor. No. 41: Legalize marijuana; Thomas Wagoner, Sandee Burbank. No. 42: Parents get public money to educate their children; Michael Marsh, Pamela Gaston. No. 43: Limit campaign contributions, bar corporate donations; Lloyd Marbet, former Congressman Jim Weaver, Harry Lonsdale. No. 49: Limit state personal and corporate income tax revenue to 4 percent growth annually; collections exceeding that must be refunded to citizens and businesses, Bill Sizemore of Oregon Taxpayers United. No. 58: Allow petition signature-gathering over the Internet; Lew Marcus, Ted Piccolo, Greg Barton. No. 60: End pension benefits for legislators; Loren Parks, Gregg Clapper. No. 61: Create prescription drug cost reduction plan available to all citizens; Alice Dale of Service Employees International Union, Eugene Pronovost. No. 67: Require election, not governor appointment, of midterm judges for vacancies; requires "none of the above" option for voters; Don McIntire, Gregg Clapper. No. 76: Abolish Oregon Liquor Control Commission and privatize state liquor industry; Don McIntire, Eric Winters. No. 78: Require state to purchase goods from companies meeting child labor and minimum wage laws and occupational safety standards; Tim Nesbitt of Oregon AFL-CIO, and Judy O'Connor. No. 85: Bar use of state funds to sway voters in union recognition drives; Brad Witt of Oregon AFL-CIO and Ken Allen of AFSCME. No. 88: Increase Oregon minimum wage to $6.90 an hour in 2003, plus annual increases to keep up with inflation; state Reps. Diane Rosenbaum, D-Portland and Dan Gardner, D-Portland, and Eugene Pronovost. No. 90: Require regional election of justices on Oregon Supreme Court, Court of Appeals; Steve Doell of Crime Victims United, State Sen. Ted Ferrioli, R-John Day, former Congressman Bob Smith. No. 97: Require health care plans to cover chiropractors, podiatrists, dentists and optometrists; Michael Megehee.
