Kate Brown was late to the party, but she brought the right attitude. Unlike the governors of more than half the states, Brown said Tuesday that Oregon would welcome refugees from the war in Syria if any end up here. That shows, for a start, that Oregon's governor understands she doesn't have the power to refuse anyone entry into the state if they have been admitted to the country by federal authorities. Beyond that, as Brown tweeted Tuesday, "The words on the Statue of Liberty apply in Oregon just as they do in every other state." It is still not known for sure whether any of the terrorists responsible for the Paris attacks on Friday entered France as refugees from Syria or elsewhere in the Middle East, but that didn't stop some Republican presidential candidates and 27 governors from declaring that President Obama's plan to accept 10,000 refugees from the Syrian conflict posed an unacceptable risk. Terrorists could pose as refugees, the thinking went, and then commit acts of terrorism. The process of applying for refugee status in the U.S. is cumbersome and can take up to two years. Of the millions of refugees the U.S. has admitted since 1980, not one has committed an act of terrorism on American soil. Certainly there is some risk involved, and applicants should be very thoroughly screened. But that is the responsibility of the federal government, not the states. Refusing to accept any refugees would be cowardly and, frankly, un-American.
