At approximately 3 a.m., AugustBL§, 1969,
OTIS BLACKHON, Negro male, who is the owner and operator
" of the Chicken-NRibs DriveIn, 1100 Beatties Ford
Road, Charlotte, North Carolina, and his son, OTIS 8_L
JAMES BQACKHON who works with his father, noticed JAMESEICHASD%Q§g:K, Negro male, age 31, and JAMES EDWARD92§LERATHER} ro male, age 17, prowling around the _ -iki
restaurant delivery truck. OTIS JAMES BLACKHGN
ordered-them to leave and an argument ensued between
PRATHER and BLACKMON. Conflicting stories were&#39; furnished eearding the argument
with BLACKMON stating PRATHER called him an obscene
name. PRATHER stated that BLACKMON choked him and
cut hi on the arm with a hnife.

Charlotte, N0§th_Qar0I1na3 which is attempting to affiliate
with the Black Panther Party oi Oakland, California. .BL&CK
ind FEATHER were wearing lieutenant bars on their black berets.

started shooting. During the shootout, the BLACKMONS recovered
a .22 Caliber model 120 rifle with the trade name of Reyelation,
no serial number. The BLACKMONS were in possession oi a .38
Caliber pistol and returned the fire of the Panther group
and called the police. VERONICA HAGENS attempted to enter the
kitchen door of the restaurant end was stabbed by GT1? Bhik
in the stomach with a butcher knite. HAGENS sis trnnsperted. ~~
to Charlotte Memorial Hospital for treatment for the stab
wound. No charges have been filed against HAGENS or the
&#39;BLACKMONS in connection with the incident.&#39;1&#39;-4&#39;
During the shoot-out, OTIS JAMES was shatin_the uiier arm with a .45 Caliber weapon
JAMES MICHAEL BLACK received a minor gunshot sound
in the hand and was arrested by the Charlotte Police Depart-
nent and charged with Assault With a Deadly Weapon With
Intent to Kill.

  Reference is made to memorandum captioned as
above, prepared at Charlotte, North Carolina, on August 23,
1969. - "
On August 23, 1969, a source who has furnished
__ reliable information in the past advised that the demonstration
- &#39; which had been scheduled for that date to begin at approxi-
&#39; nately 11:00 A. M. had been postponed and tentatively
rescheduled for Saturday, August 30, 1969.
According to the information received by thesource, the postoghement was occasioned by the fact that
. Doctor REGINALD-A..HAWKINS, a Charlotte, North Carolina,
Negro dentist, desired that the demonstration be held in
close proximity to the scheduled date of school openings in. .Charlotte, which would he September 2, 1959. HAWhINS preferred
to have the demonstration on Tuesday, September 1, 1969, it
being his idea that the demonstration would draw Negro
teachers out of the classrooms and Negro students out of the
classrooms and thereby emphasize to a greater degree the
unity prevalent in the Negro citizens concerning the School
Board&#39;s decision to bus Negro students to integrated schools.

Reverend Zgrnnnason, who has been directing the
affairs of the Blac Solidarity Organization, overruled
HAWKINS on the September 2 date; and the August 30 date has
new been agreed open, The demonstration, according to present
plans, will probably move from the Second Ward School area -&#39;
on East Independence Boulevard to the Centennial Building in
downtown Charlotte, a distance estimated at approximately two
and one-half miles. Due to the distance involved, a motorcade
may"e used to transport the demonstrators from the school to
the Centennial Building.1&#39;u
Source advised that members of the Black Solidarity
Qrganieation also suggested that attempts be made to secure
t nationally known Negro personalities to appear at the
demonstration. Two of such Negroes suggested were the wife
of MARTIN LUTHER KING, JR., and possibly JESSIE JACKSON of
Operation Breadbasket. Source advised that plans in regard
to the demonstration are still indefinite because of internal
bickering and that tirm plans will be made during the coming
week. "
Appropriate representatives of Secret Service,
military intelligence, and Charlotte, North Carolina, Police

According to its official ncwsnnper, the Black Panther
Party  BPP! was started during December_ 1956. in Oakland;
California, to organize black people so thry can mike control
of the life. politics and the destiny of the black community.
It was organized by BOBBY GEORGE SEALE, B?P Chairman and
HUEY P. NEWTON, BPP Minister of Defense. NEWTOS is presently
serving a sentence of 2 to 15 years on a conviction of man~
slaughter in connection with the killing of an Oakland police
officer.
The official newspaper, "The Black Panther," which
further describes itself as the "Black Community News Service,"
states that the BPP advocates the use of guns and guerrilla
tactics in its revolutionary program to end onpro¢e:on oi the
black people. Residents of the black community are urged to
arm themselves against the police who are consistently referred
to in the publication as "pigs" who should be killed
"The Black Panther" issue of September ?_ 1368,
contains an editorial by BPP Minister of Education, GEORGE
MASON MURRAY, which ends with the following:
Black m¬n= Black people, colored persons oi
America, revolt everywhere! Arm yourselves The
only culture worth keeping is a revolutionary
culture Change. Freedom everywhere. Dynamite?
Black Power. Use the gun. Kill the pigs everywhere."
Included in the introduction to an art-cle appearing
in the October 5, 1968, edition of "The Black Panther" is
the statement, "_..we will not dissent from American Government.
We will overthrow it."
Issues of "The Black Panther" regularly contain
quotations from the writings of Chairman MAO Tse:ung of the
People&#39;s Republic of China and feature MAO&#39;s statement that
"political power grows out of the barrel of a gun."
The national headquarters of the BPP is located at
3106 Shattuck Avenue, Berkeley, California. Branches have been
established at various locations throughout the United States,

California, to organize black people so they can take control

HUEY P. NEWTON, BPP Minister of Defense. NEWTON is presently
serving a sentence of 2 to 15 years on s conviction of

would be governed by an area captain. Each area captain

car told police that when the light changed the truck t
began following the car, at times driving 50 miles per hour

 A source, who has furnished reliable informationin the past, advised on August that a demonstration
which had been scheduled for August 1 , 1969, by
members of the Afro-American Unity Organization, an
organization which is attempting to affiliate with the
Black Panther Party, has been rescheduled for Saturday,
August 23, 1969.
&#39; Source advised that the proposed demonstration
is scheduled to begin at approximately 11:00 a.m. and
will consist of a march of Charlotte, North Carolina, Negro
citizens from the Charlotte Post Office to the Charlotte
Centennial Building on East Trade Street, a distance
of approximately four blocks.
The demonstration will be led by Reverend GEORGE=_9:A1<E, a Negro, who will pose as the acting Black
Mayor of th tCity of Charlotte, North Carolina, and hewill be accgmpanied in the demonstration by Doctor
REGINALD A..HAwKINS, a Charlotte Negro dentist, who will

members of the Black Solidarity Organization, a local
- Charlotte Negro organization whose purposes have been
to present Negro problems in an intelligent manner to
the city authorities. According to HAWKINS, an estimated
8000 persons will appear for the demonstration and Join
ow in the march from the Post Office to the Centennial Building.
=~*l The theme sf this demonstration will be a
"Funeral" for the Queen City of Charlotte, North Carolina,
pointing out that for the black man justice is dead,
freedom is dead, and it is anticipated that speeches,
" which will be given by LEAKE and HAWKINS, will stress
this theme.
Source stated that it is not anticipated that
violence will occu; however, members of the Afro-American

a teletype was submitted to the Bureau pertaining to sheot~
out between members of the Afro-American Unity Organization
and the operators of the Chicken Ribs Drive-In, Beatties Ford
Road, Charlotte, R. C., wherein three members of the AAUO
sustained injuries, two of whom being arrested and the third
was hospitalized with a knife wound, however, not charged.
This may have been the disruptive factor in the demonstration
not taking place. It is also noted that on the morning of
8/l6/69 very heavy rainfall occurred in Charlotte which woul
