connection with_his request that he be contacted concerning the
release by Nenator Joseph R. McCarthy of information contained in
the minutes of ~ Loyalty Review Board aeetin on February 13-14, lfl.

of the Loyalty eeuiew Board, telephonically rontacted the Director's iOffice and in the Director's absence advised that he would like to i
leave a message for the Director. Mr. iwjhaa advised that an artiCle ,
appeared in the newspapers on January 6, 1952, concerning a release 7
by Senator hcforthy of a transcript of confidential minutes ojthe
Loialtq Eeview Board. Bingham stated this worried him considerably
as he feared their files may have been rfflei. Farther, that one or
the transcripts of the particular meeting in question was missing.

that a similar incident had occurred once begore and the Bureau had

The results of this press conference appeared in the Washington
newspapers on January 6, l9F2. ur. Vingham related that the quotes
which appeared in this news release, especially those attributed to him
and Poord Member, Garrett Eoag, could only have been obtained from the
confidential transcript of the proceedings of the Loyalty Review Hoard.

Bingham related that he had checked with the building guards and had
ascertained that deaas had-been in the building until lO:30 p.n. on
December 34, 1951, and was also in the building on December 31, l95l,
from 3:32 p.m. to 8:26 p.m. He stated that one word had been changed
in the transcript around December l, 1951, and that according to his i
secretary the changed word appears in the press release as issued by I
Senator McCarthy, thus leading him to believe that the transcript had[bees reviewed sometime after December 1, J95]. r

of the Loyalty Review Board and it certainly would seem that that
organi2ation'should be able to keep its own house clean, in view oj

very co-operative with the Bureau since his aoaointment as Chairman
Review Board, it is believed that the Bureau should
render the requested assistance. lt is felt, however, that we should
limit the fingerprint processing to the two cooies only and that the

The two transcripts covering a Loyalty Review
Board meeting on February l3-l4, 1931, which were secured
from the Lo;alty meview Board by the Loyalty Uhit of the
Bureau for latent fingerprint exuminutio have been
chemically treated and several latent fingerprints were
identified as the fingerprints of Miriam ieaas.
lhe transcripts are being retained in the Single
Fingerprint Section and upon the completion of the
necessary photographic work, they will be delivered to
Hr. C. h. Stanley in order that he may return them to the
Loyalty Review Board.
