The reason, for the delay, was caused by the fact
th¢t the Democrat and Chronicle Information Clerk downstairs
and her Manager informed me that copies of the Democrat and
Chr!n1cle for July 27th " were upstairs on the Second Floor".
Afterwards, the young man, in charge of the back is-
sues of the paper, informed es that July 2?th issues were
"Bold out".
A friend of mine brought a copy of this issue from
his R~chester address, last evening, August ninth, 1945.

matters. The Chief Clerk or said Bureau shall receive all contributions and account for
same to the Director.
Upon the death of any Special Agent, the appointed committee will consider the

Hoover for meritorious service in time of war as well
as in peace as head of the Federal Bureau of Investi-
gation, and I hasten to express
into you what I know is
your own heart,» s sincere and cordial endorsement
of that proposal.
As you know, I have been a stdent of men, and,
as you further know and have known e11_dosn the years,
few men have had more opportunity to or been closer
students of men in public life than have I. And, as
you also know, my one criterion has been, "Have these
men served their trust faithfully?" By these critical,
impersonal and far-reaching studies, I have been able
to arrive st somewhat conclusive Judgments of a large
number of our public and prominent men.
In my mind and in such judgment, no man in
America has served the cam e of this nation more lth-
fully, more ceaselessly, more unselrishly than has J.
Edgar Hoover, nor has any been more forward-looking as
to the dangers confronting this nation or fought more
tirelessly to be prepared to meet and thwart those dangers
when they should come. In a word, J-Edgar Hoover is
the epitome of the whole people&#39;s faith in their govern-
ment, for he hos not let them down, nor verily do I be-
lieve that he ever would.
He therefore deserves that recognition, richly.
And it diould be bestowed in assolemn a pdnlic ceremony
with as many outstanding representaives of all branches
of the government as well as of
the backbone of this nation and
