6970 Alvarado Road, La Mesa, California. After advising Mohdar M.
Abdullah, hereinafter Mohdar, of the identities of the interviewing
agents and the nature of the interview, Mohdar voluntarily provided the
following information:
Mohdar met and became acquainted with Nawaf Alhazmi and
Khalid Almihdhar in 1999, after an introduction by Omar Ahmed
Al-Bayoumi. Nawaf told Mohdar that they, Nawaf and Khalid, had arrived
in Los Angeles via United Airlines, Los Angeles Airport, LAX. After a
five or six day stay in Los Angeles they came to San Diego. Mohdar was
unaware of the location they stayed in Los Angeles or how they arrived
in San Diego. At that time, Omar was the Manager/Leader of a Kurdish
Mosque, located on Magnolia Street in El Cajon, CA. Omar was residing
in an apartment complex located behind a Burger King restaurant on
Balboa road, San Diego. Mohdar and Omar were acquainted through the
Mosque mentioned above. Mohdar has not had contact with Omar for
approximately six to eight months. Mohdar last knew Omar was currently
located in London, England, working towards a Doctorate degree from an
unknown University. Mohdar knew that Omar was a member of the Aviation
Board for Saudi Arabia while he was the leader of the Mosque in San
Diego.
Omar brought Nawaf and Khalid to an Islam Mosque located on
Saranac Street, Lemon Grove, CA, to make the introduction to Mohdar.
Omar asked Mohdar to become acquainted with Nawaf and Khalid, acclimate
them to the area and assist in any way in their affairs.

Three days after meeting them, Nawaf and Khalid came to
Mohdar's apartment to ask a favor of him. Mohdar was living at
Apartment number Lemon Grove, CA, with several
roommates. The favor was to take them to the United Airlines ticket
station and ask if the two airline tickets they had could be exchanged
for a different flight. Nawaf and Khalid had two round trip United
hard tickets in their possession from Bangkok to LAX with a set return
date of approximately three months later. They had already used one
trip each on the round trip tickets from Bangkok to LAX.
Nawaf needed Mohdar to translate to the ticket agent that
they wanted to trade in the two remaining flights to Bangkok for a
credit towards two one way tickets to Jiddah, Saudi Arabia. Mohdar
drove them to the United Airlines ticket center located in a shopping
center on Genessee road in La Jolla, CA, next to a Starbuck's coffee
shop. The ticket agent advised them that the request could not be
granted due to the special rate they received on the original flight
from Bangkok. Nawaf became verbally abusive towards the ticket agent,
(identity unknown), as they departed. Mohdar noted that Nawaf told him
not to tell anyone that they had taken an excursion trip to Malaysia
after arriving in Bangkok.
Mohdar considered his relationship with Nawaf and Khalid as
close on a social and religious basis. However, Mohdar had to make
several inquiries into their personal business because Nawaf was very
secretive. At times Nawaf would refuse to answer personal questions
asked by Mohdar stating seek Allah's help and finish your private
matters secretly. Nawaf told this quote to Mohdar in Arabic. Nawaf
and Khalid were always together when associating with Mohdar.
As they became acquainted, Nawaf inquired as to how to obtain
a social security card and a drivers license. Mohdar was requested to
make telephone calls for them to attend flight lessons with a company,
(identity and city unknown), using an 800 number in Florida. Nawaf had
the name of the company and telephone number written on a small piece
of scratch paper and handed it to Mohdar. Mohdar made the call using a
public pay telephone located outside his employment and made the
inquiry for Nawaf. Mohdar spoke to an unidentified male individual
working for the flight school of Nawaf's interest in flight lessons.

The male stated that Nawaf had to have legal status with the
Immigration and Naturalization Service in order to enroll in the class.
Since Nawaf and Khalid had visitors visas', the instructor advised them
to change the visas to a student visa which would qualify them to
enroll. The cost of the flight class was approximately $12,000.00 to
$15,000.00 dollars. Mohdar made telephone calls, at the request of
Nawaf, to Coleman College in reference to enrollment in a computer
class. He also made telephone calls using calling cards at public
telephones to English language schools in San Diego to enroll Nawaf.
Khalid was not interested in enrolling in any schools.
Nawaf was also interested in getting married to an American
citizen. Mohdar used his computer to obtain information through
several matrimonial website for Nawaf. Khalid was married and his wife
gave birth to their first and only child in Saudi Arabia while he was
in San Diego. Khalids' family was in Saudi Arabia. Nawaf and Khalid
were childhood friends and were raised in the holy city of Mecca.
Nawaf said his father or family back home was funding his
classes and living expenses. Khalid told Mohdar that he owned a
business that rented boats and was spending the profits here. Nawaf
and Khalid always paid for daily expenses in cash. Mohdar was unaware
of their financial affairs in reference to checking and savings
accounts, banks, investment companies. Mohdar never witness Nawaf and
Khalid enter a business that receives or sends wire transfers of money.
Mohdar never witnessed Omar pay any of their expenses. Mohdar only
recalls Nawaf and Khalid traveling outside San Diego once. He knew
they traveled in the Toyota to Los Angeles, however, he did not know
the purpose of the trip or the date.
Nawaf purchase a blue, Toyota, Corolla, for $2,500.00 dollars
while in San Diego from an unknown individual. Nawaf stated he had
received a good deal on the car. Mohdar only witnessed Nawaf and
Khalid driving this vehicle. Nawaf and Khalid would regularly attend
Islam services at several mosques in the San Diego area. The primary
mosque in which they attended was the one off of Balboa Avenue. Their
apartment was closest to this mosque. Mohdar never visited them at
their apartment, however, he knew the apartment complex because Omar
lived in the same complex.

In approximately the summer on 2000, Mohdar traveled with
Nawaf in the Toyota to take Khalid to the LAX Airport in Los Angeles,
CA. Khalid was returning to Saudi Arabia to be with his wife and
newborn female child. Khalid traveled commercial airlines from LAX on
Luthansa Airline. After dropping off Khalid at the airport, Mohdar and
Nawaf visited the Fahad Mosque in Culver City, CA. They returned to
San Diego the same day.
After Khalid departed, Nawaf moved from the apartment on
Balboa into a room at the residence of Abdussattar Shaikh,
Lemon Grove, CA. Nawaf, Mohdar and Shaikh, prayed
together at the residence in a room devoted to prayer. Nawaf had a
gifted voice for leading the prayer at the residence and at the Mosque.
Mohdar did not reside at the residence but he visited
often.
At the time, Mohdar resided with several roommates at the
apartment on Both Nawaf and Khalid visited that apartment, on
a regular basis and often ate dinner and entered in prayer. Mohdar ate
out with Nawaf and Khalid on numerous occasions. Nawaf favored eating
at the Little Caesars pizza restaurant in Lemon Grove, CA. The
roommates with Mohdar where and
who currently reside at the address. Mohdar
stated that and were friends of Nawaf and Khalid. At no
time did Nawaf and Khalid live at the address.
Nawaf and Khalid did not have legitimate employment while in
San Diego. Nawaf attempted to work at the Texaco gas station at
, La Mesa, CA. During the three week period Nawaf worked
at the Texaco as a car wash detailer, Mohdar was employed at the
station and still is currently employed at the Texaco. Mohdar believed
Nawaf was paid cash because he did not have a permit to work. Mohdar
could not recall the dates of Nawaf's employment but believed it was
after Khalid departed.

to Nawaf's employment. Nawaf would regularly make long visits at the
Texaco.
In December 2000, or January 2001, Nawaf made a visit to
Mohdar at the Texaco station with Hani Hanjour. Nawaf introduced Hani
to Mohdar as his long time friend from Saudi Arabia, however, Hani
currently lived in Mesa, Arizona. Nawaf also told Mohdar that Hani was
a pilot and that he, Nawaf, was going with Hani to Arizona and attend
the same flight school Hani attended. Nawaf told Mohdar he was making
the visit to inform him it would be the last visit because he was
leaving San Diego. Nawaf and Hani departed together in Nawaf's Toyota,
Corolla.
Shortly thereafter, Nawaf telephonically contacted Mohdar at
the Texaco and stated he was in San Francisco, CA, and would be
attending flight school. Mohdar asked Nawaf if he knew how expensive
it was to live in San Francisco and to pay for flight school. Nawaf
replied that he was actually going to attend flight school in Oakland,
CA. Approximately, two weeks later, Nawaf again telephonically
contacted Mohdar at the Texaco and advised that he was in Arizona
attending flight school. Nawaf did not provide Mohdar with any further
details, nor did Nawaf provide Mohdar with a telephone number or e-mail
address for future contact.
Mohdar heard a rumor that Khalid had telephonically
contacted a news station in Aljazeerah and stated that he was still
alive. This took place after his name was announced as one of the
terrorists.
Mohdar is in the United States under Somalia Asylum awaiting
resident alien status. He currently is earning $7.00 dollars an hour
working as a service station attendant at the Texaco mentioned above.
He attended Grossmont College and is currently enrolled at San Diego
State University working towards a bachelors degree in IDS.
Mohdar denied any participation or knowledge of any terrorist
attacks which have taken place in the United States. Mohdar denied
participation or knowledge of any future terrorist attacks towards the
United States. Mohdar denied knowledge of terrorist activities
particularly in reference to Nawaf and Khalid or any other members of
his mosque.

Some of them were sleeping on the floor of the apartment. I saw one
adult female wearing the traditional gown outfit with a scarf or veil
over her face. There were three kids and they stayed upstairs. One
was a seven or eight year old boy, the girl was probably in middle
school and there was a toddler. The kids were friendly."
The family conversed in their traditional Middle Eastern
language which is unfamiliar with. The little boy appeared to
attend the local elementary school in the area. The young girl arrived
home later in the day from another school in the area.
described the children's father as follows:

In addition, stated that the father wore American-
style clothing instead of traditional Middle Eastern clothing.
explained, "The father would be inside the little workout
room next to the pool. I worked out a lot and since the workout station
is small, we all had to share it. I remember what he looked like
because I saw him working out. It was usually in the evening. I also
used the pool a couple of times."
said that the father appeared to be the working
member of the family because "he would be the one coming from work at
the end of the day or going somewhere in the morning. The other males
living with him were also about his age. They all parked on the other
side of the complex."

has similar features to the father of the children. This photo may
show him as being 10 years younger though. The eyes, hairline, and

coverage concerning his association with HANI HANJOUR. He indicated
that people at the I.C.C. have stated that the FBI is looking for him.
These people do not know that he has already been talked to by the FBI.

I.C.C.. believes that he told this on either
09/19/2001 or 09/20/2001. did not tell any of the
details of the interview. claimed that he told about
the interview because seemed to be concerned about

Interviewing Agents asked if he had any photographs
of himself with HANI HANJOUR and/or . stated
that he does not have any photographs. He claimed that he does not take
or keep photographs of family and friends. stated that he does
this for religious reasons. Some Islamic scholars say it is permissible
to keep photos while others say it is not permissible. stated
that he has not seen in about two and one half years.
stated that he did not tell the FBI about his
brother in Detroit, Michigan because his brother was not in Detroit at
the same time he was there. brother, ,

about $40.00 to go towards the rent. stated that they have
only been meeting for about five to six months. They have only used
this apartment to meet at.
indicated that they contacted the Saudi Arabian
Embassy several months ago in an effort to get funding for the
apartment. The Government of Saudi Arabia regularly provides funds to
Saudi Arabian students to form "Saudi Houses" on or near college
campuses around the United States. The Government of Saudi Arabia never
returned their telephone calls so they decided to chip in themselves
for the rental of the apartment.

opened here in . When asked if he ever met a man by the name of
"Omar" in San Diego, he said he did not. When SA showed him a

roommate from .
When asked about the terrorist attacks of two weeks ago, he
said he thought they were awful and that they were not the actions of
true Muslims. He is opposed to extremist Muslim beliefs and terrorist
acts. He pledged his assistance to the Federal Bureau of Investigation
in this investigation in any way he could.
At about 4:30 pm. SAs returned to 's
apartment and met with him. SA asked him he recognized the names
of Khalid Al-Midhar or Nawaf Al-Hazmi; he said the names were not
familiar to him. SA asked him if he had a personal address and
phone number book. He had one and SA asked him if he could look
at it. He handed the book to SA to look at. The writing was in
Arabic.

television of the alleged hijackers from the terrorist attacks that
occurred on September 11, 2001 as customers in the restaurant of the
Olympic Resort and Spa from January 2001 until June 27, 2001.

Special Agent (SA) showed a
photographic spread of 29 individuals, 19 of which were identified as
the hijackers associated with the terrorist attacks on September 11,
2001, and 10 who were identified as associates in San Diego,
California. The photographic spread is included in the FD 340, 1a
envelope, with the original notes from the interview. A copy of the
photographic spread is attached as part of this report.

Olympic Resort and Spa, but he ate in the restaurant frequently between
January, 2001 and June, 2001. The individual depicted in photograph #1
spoke English when he ordered. In May 2001, on a Tuesday, the
individual depicted in photograph #1 ate in the restaurant with the
individual depicted in photograph #9. On that day, one of the busboys
commented to that the individual depicted in photograph #9
"looked like a terrorist."
The individual depicted in photograph #2 also ate in the
restaurant of the Olympic Resort and Spa with the individuals depicted
in photographs #1 and #9. The individual depicted in photograph #2 was
quiet.
The individual depicted in photograph #3 ate in the

stated that it "looked like they were having a meeting." The

stayed at the Olympic Resort and Spa, but later clarified that
the individual depicted in photograph #28 was the person who stayed at
the Olympic Resort and Spa for approximately one month with the
individuals depicted in photographs #12, #15 and #16. stated
that she knew him as MOHAMED Last Name Unknown (LNU). MOHAMED LNU was
very friendly with . MOHAMED LNU told that he was a
"pilot" for a private charter company and that he was receiving
specialized flight training. MOHAMED LNU told that he was from
Afghanistan. stated that the individual depicted in photograph
#28 also interacted with a male from London, not depicted in the
photographic spread. stated that they drank dark beer together.
stated that MOHAMED LNU signed his restaurant expenses to his
room. stated that the individuals depicted in photograph #28
and #16 were brothers.

subsequently took similar classes at San Diego State University and
then returned to the downtown classes.
While in San Diego, Bugshan went to the movies a lot and
primarily socialized with friends whom he preferred because
they were more "gentlemanly". One such friend was
who is approximately 21 years old. Bugshan also had friends
from the United Arab Emirates. All of these individuals with whom
Bugshan was associating were in the U. S. to learn English.
is aware that Bugshan attended two Holy Land
Foundation meetings which met at the Holiday Inn in downtown San Diego.
attended one such meeting with Bugshan. During these meetings
speakers talk about Palestinian oppression and show videos. is
aware that Bugshan gave money to this foundation (amount unknown but
probably at least $100) and Bugshan also gave a lot of money to the
mosque.
Bugshan was not a close friend of hijacker Nawaf Alhazmi nor
is aware of any money that Bugshan may have given to Alhazmi.
Bugshan was also not a close friend of Omar Al Bayoumi.
At no time did ever discuss politics with Bugshan and
Bugshan never expressed any militant, anti-American views. In August
2001, Bugshan left San Diego and moved to New York. After Bugshan
left, moved into his current residence on .
After the attacks on 9/11/2001, called Bugshan in
Stamford, Connecticut reaching him through his above cellular telephone
number. The call occurred on either 9/18 or 9/19, 2001. According to
, Bugshan is currently in Saudi Arabia.
was shown photographs of the nineteen individuals who
hijacked airplanes on 9/11/2001. recognized the photograph of
Nawaf Alhazmi. met Alhazmi at the mosque on Balboa Avenue
during the summer of 2000 and probably saw him at the mosque an
additional four or five times a week while was the
there. also watched Alhazmi play soccer at a field near
the mosque on a number of occasions. described Alhazmi as being
very polite. Alhazmi was from Mecca, Saudi Arabia, and was in the U.
S. to learn English.
recalls seeing Alhazmi and Yazeed Al Salmi at the
mosque in Lemon Grove, California. He also recalls that Alhazmi and Al

Mosque in San Diego. The Mosque is near the intersection of Interstate
805 and Balboa.

BAYOUMI had told he worked for the Saudi Department of Civil

was notified about one year later that he would be
granted a scholarship and was allowed to finish his degree at

permit) sponsored by the University. The Igama allows individuals to
reside and work or study in The Kingdom of Saudi Arabia.
passport, Igama and Saudi driver’s license were
copied at the time of the interview. only brought a color
photo copy of his passport (photo page) with him so his travel stamps
were not available for inspection. explained that the
University maintained control of his passport while he was in Saudi
Arabia and he was only provided with a copy of it.
stated he had been expecting the FBI to contact him
because his mother had told him she had been interviewed and that the
FBI was going to send someone to talk to him. had also
reviewed a few newspaper articles his mother had sent him from the San
Diego Union which stated AL-BAYOUMI had been detained in Britain and
that AL-BAYOUMI had assisted hijacking suspects in getting an
apartment. stated it would not be unusual to assist a fellow
Muslim in finding a home when he comes to a new country.
has not seen AL-BAYOUMI since July of 2001 when he
received a phone call from AL-BAYOUMI advising him that AL-BAYOUMI was
in Jeddah, Saudi Arabia and wanted to visit him.
used an old plane ticket he had and flew to Jeddah and spent one day
with AL-BAYOUMI. explained he and AL-BAYOUMI are still
friends and AL-BAYOUMI was visiting Jeddah before moving to Britain to
work on his PHD.
and AL-BAYOUMI went to AL-BAYOUMI's apartment in
Jeddah and talked about AL-BAYOUMI's thesis he was preparing to work
on. returned to Riyadh after one day.
was aware that AL-BAYOUMI has a bachelor’s degree
in finance from a Saudi University and was employed by the Saudi
Department of Civil Aviation.

advised, he uses different spelling of his name because of his problems
with converting from Arabic to English.
AL-ZHARNI was then asked about his August 2001 phone bill and
the numerous calls to Saudi Arabia, Colombia and Lebanon. Al-ZHARNI
advised, the phone was used by himself and several of the other Saudi
students. Al-ZHARNI and his friends ran up a high bill and AL-ZHARNI
worked out a payment plan with the phone company. When AL-ZHARNI would
get a bill he would make his friends pay him for their calls. The
calls to Lebanon were made by ABDUL RAHMAN AL GHAMDI. AL-GHAMDI has a
girlfriend who lives in Lebanon. The calls to Colombia were made by
. has a girlfriend who lives in . AL-GHAMDI
recently completed his flight training and returned to Saudi Arabia.
, who is also a flight student and has
, is currently in Saudi Arabia and is going to return to the
United States soon to finish his training. AL-ZHARNI reviewed the
phone bill and identified most of the numbers as those of his parents
or girl friends.
AL-ZHARNI was then asked if he knew anyone in Florida. He
advised, he has a cousin who moved there about one month ago. He was
then asked about two August 2001 calls to Kissimmee, Florida which
appeared on his bill. AL-ZHARNI stated, his cousin was visiting in
late summer; however, he could not recall the exact dates. He did know
it was before the events of September 11, 2001. His cousin spent about
seven days in Oklahoma City with AL-ZHARNI and then went to Florida for
a few days. While in Florida, his cousin called him collect. AL-
ZHARNI attempted to spell his cousin's name in English; however, he had
difficulty. He thought it would translate as He also
wrote the name in Arabic.
Upon completion of his flight training, AL-ZHARNI will go
back to work as a flight attendant for SAUDIA AIRLINES. He believes it
will take one and one half to two years for him to become a pilot with
the airlines. AL-ZHARNI did not know any of the individuals associated
with the attacks of September 11, 2001. He has never seen any of the
individuals other than on the television. Al-ZHARNI was calm and
cordial throughout the interview and could not provide any additional
information.

The following is intended to provide the recipients with
an update on investigation conducted in the U.K. in connection with a
plot to conduct terrorist at tacks against American interests in France.
The investigation in the U.K. was predicated upon
reporting received by NSY from French DST, which indicated that one of
the suspects, KAMEL DAOUDI, in the plot had fled France for the U.K.
using a false Al gerian Passport. DAOUDI's role within the cell was
believed to be the procurement of documents on behalf of other members.
Another suspected member of the cell, TRABELSI, was
arrested on September 13, 2001, in Belgium, along with two other men
and a large quantity of chemicals, the potential core constituents of
Home Made Explosives (HME). Six other individuals were arre sted in Paris
on September 21, 2001.
Investigation in the U.K., traced DAOUDI to an address
in Leicester, England, the residence of a man known as IBRAHIM. On
September 24, 2001, six search warrants were obtained under the U.K.
Terrorism Act 2000 (T ACT 2000).
Searches were conducted at the following locations:
- Leicester, LE5 3RS, - the address
were DAOUDI and IBRAHIM were believed to be staying.
- Leicester LE5 3SA - and address
at which a third, ABU ABDULLAH, resides. He is an associate of DAOUDI.
The warrants were executed at about 07:15 hrs on Thursday,
September 25, 2001.
DAOUDI was formally arrested under the TACT 2000, the
others, initially detained, were subsequently arrested on the same basis
once sufficient evidence emerged to justify the arrests.

photographs of several of the hijackers to review.
On 12/13/2001, stated she recognized the photographs
of Majed Moqed and Khalid Al -Mihdhar as individuals who lived in her
apartment building. She advised the man who resembled Moqed, lived in
apartment for approximately one year beginning in 19 97. stated
the man who resembled Al -Mihdhar moved out of apartment approximately
six months after they became apartment She advised she knew
him as Khalid.
also believes Hani Hanjour stayed with Al -Bayoumi for
a short time in 1997. She stated Hanjour moved out after she told Al -Bayoumi
he could not stay there if he was not on the lease. believed
Al-Bayoumi got Hanjour another apartment elsewhere.
recollection appeared to be somewhat unreliable even
though sh e claimed to be able to positively identify the above -listed

For background information, BENOMRANE was detained on
03/05/2002 by the former Immigration and Naturalization Service (INS)
and interviewed on multiple occasions before being deported to Tunisia
in 07/2002 (reference ). When
interviewed, BENOMRANE stated that he had been introduced to two Saudi
Arabian males at the King Fahad Mosque by AL -THUMAIRY. Because the two
Saudi males could not speak English, AL -THUMAIRY asked BENOMRANE to assist
them during their time in Los Angeles. BENOMRANE agreed and gave his
taxicab business card to the two Saudi males. BENOMRANE advised that
over the next few days after meeting the two Saudi males, he drove them
on two separate occasions around the Los Angeles area and to Sea World
in San Diego. BENOMRANE was not able to provide a specific date or time
period of when he met the two Saudi males, other than advising that it
happened before 09/11/2001. BENOMRANE also advised that the two Saudi
males spent approximately one m onth in Los Angeles.
In order to identify the two Saudi Arabian males that
were known to BENOMRANE, and to confirm or deny if they were in fact
KHALID AL -MIHDHAR and NAWAF AL -HAZMI, further investigation in Los Angeles
is necessary. The PENTTBOM Team therefore requests t hat the following
investigation be conducted in Los Angeles:
1) While living in the Los Angeles area, BENOMRANE was
employed as a taxicab driver. When interviewed, BENOMRANE advised that
he paid insurance fees to , last known addres s
, Los Angeles, California, 90066. Furthermore, investigation
between 11/2001 and 03/2002 determined that BENOMRANE operated taxicab
of the Sunshine Cab Company, Yellow Cab Dispatch Service, California
license plate , vehic le identification number (VIN)
. As of 01/20/2000, the titled owner of this vehicle
was , , Santa Monica, California.
On 12/21/2000, the title of this vehicle was transferred to ,
Los Angeles, California. BENOMRANE
acquired the title to the vehicle on 02/20/2001.
When interviewed, BENOMRANE stated that he had given the
two Saudi males his taxicab business card. It is unknown, howeve r, the
specific time period during which BENOMRANE was employed as a taxicab
driver. Specifically, it is unknown if BENOMRANE was working as a taxicab
driver between 01/15/2000 and approximately 02/04/2000, the time period
during which AL -MIHDHAR and AL -HAZMI were in the Los Angeles area. If
BENOMRANE was not employed as a taxicab driver during this period of
time, the possibility is decreased that the two Saudi males were AL -MIHDHAR
and AL-HAZMI.

In order to determine if BENOMRANE was employed as a
taxicab driver during the time period in which AL -MIHDHAR and AL -HAZMI
were in Los Angeles, the PENTTBOM Team requests that FBI Los Angeles
locate and interview and in regards to their
knowledge of BENOMRANE's employment.
2) BENOMRANE advised that he had heard that the two Saudi
males had arrived at Los Angeles International Airport (LAX) and were
taken to an apartment that already had been rented for them. The apartment
was identified by BENOMRANE as having been at the Avalon Westside Terrace
Apartments, 3636 Sepulveda Boulevard, Los Angeles, California, 90034.
BENOMRANE later stated that the two Saudi males stayed at the Hilton
Hotel on Century Boulevard near LAX upon their arrival into Los Angeles,
prior to moving into the apartment.
In order to determine if KHALID AL -MIHDHAR and NAWAF
AL-HAZMI ever stayed at the Hilton Hotel near LAX during their stay in
the Los Angeles area, the PENTTBOM Team requests that FBI Los Angeles
conduct appropriate investigation at the Los Angeles Airport Hilton,
5771 West Century Boulevard, Los Angeles, California, 90045, telephone
number 310 -410-4000. Such investigation should consist of a search of
hotel records for either of these names for the time period from 01/15/2000
to approximately 02/04/2000.
3) BENOMRANE advised that he had been told by AL -THUMAIRY
that the two Saudi males were in Los Angeles to visit their sick father.
BENOMRANE first advised that their father was in a local hospital;
BENOMRANE later state d that their father stayed in their apartment and
that their father had accompanied them on the day that BENOMRANE drove
the two Saudi males around the Los Angeles area. To date, there is no
evidence or intelligence indicating that the father of either KH ALID
AL-MIHDHAR or NAWAF AL -HAZMI, or another elder male individual,
accompanied AL -MIHDHAR and AL -HAZMI to Los Angeles.
Furthermore, records from the Avalon Westside Terrace
Apartments were obtained for rentals in the name of FAHAD A L-THUMAIRY.
A review of these records determined that AL -THUMAIRY rented two
apartments at approximately the same time during the summer of 2001;
specifically, AL -THUMIARY rented apartment from 07/03/2001 to
08/15/2001 and also rented apartment fr om 07/10/2001 to
08/14/2001. Records also indicated that AL -THUMAIRY rented
apartment from 12/27/2001 to 02/13/2002 and apartment
from 04/18/2002 to 02/01/2003. It is currently unknown why
AL-THUMAIRY held two simultaneous apartment rentals at Av alon
Westside Terrace during the summer of 2001.

Details: San Diego Division has identified Mohdar Mohamed Abdullah,
date of birth , (also listed as ), as an associate
of Flight 77 hijacking subjects Nawaf Alhazmi and Khalid Almihdar. He
is currently being held as a Material Witness in New York following his
arrest in San Diego on September 21, 2001. Telephone billing records
obtained during a search of his residence revealed numerous telephone
calls to England, Germany, Canada, and Italy. There were 105 calls to
Italian number between February and August 2001. Abdullah
supposedly has a brother in Italy. On 6/25/01, there were numerous
telephone calls from Abdullah to the Italian telephone
number and then seven calls to an unknown numb er in the United Kingdom,
Investigation determined that on this date, Alhazmi
and Almihdar were in New Jersey.
Abdullah claims to be from Somalia. He filed an asylum claim
with the Immigration and Naturalization Service (INS). His INS number
is . He entered the United States on 12/7/98 through New York.
He applied for Permanent Resident status after hi s asylee status was
about to expire. INS is currently investigating the validity of
Abdullah's immigration status. It is suspected that he is from Yemen

California drivers license. The license listed the following address:

AL WOHAIBI stated is the apartment number. The apartments
in which he stayed he referred to as Barkwood apartments. The street
number for the Barkwood apartments is 6401.
He lived in the apartment during the period October 15, 2000
through April 7, 2001. He was in San Diego for a SWOS (Surface Warfare
Officers School) course. The course finished on April 4, 2001.
AL WOHAIBI was shown a photograph. A copy of which is hereto
attached.
AL WOHAIBI stated he had seen the man in the photograph at
the apartment complex one time. He referred to the man as ABU OMAR. He
did not know the man as OMAR AL-BAYOUMI. AL WOHAIBI stated ABU OMAR had
two sons and . ABU OMAR's wife and kids lived in the
apartment. Their apartment was located near the mail. ABU OMAR's family
was residing at the apartment complex prior to AL WOHAIBI moving in.
They were still residing in the apartments when AL WOHAIBI moved out.
AL WOHAIBI saw ABU OMAR at the Islamic Center of San Diego,
7050 Ecksrtom Avenue, San Diego, CA, telephone number: (858) 278-5240
one time. AL WOHAIBI stated the Islamic center is a school/mosque. The
center is near Balboa Avenue. Everyone at the center knew ABU OMAR.

The time AL WOHAIBI saw ABU OMAR at the apartments, ABU OMAR
was washing his car in a pair of shorts. ABU OMAR's wife drives a
Nissan.
AL WOHAIBI was shown several photographs. These photographs
contain either AMERICAN AIRLINES or UNITED AIRLINES on the top of the
document. A copy of these photographs are hereto attached.
AL WOHAIBI stated he did not recognize any of the
photographs.
AL WOHAIBI provided the following names of other Saudi
officers that were in San Diego around the time he was there:
ALI AL-QAHTANI, AHMAD AL-JOHANI, ABDULAH AL-GORAIBI, GONIM M.
AL-MOTAIRI, and MOHAMAD AL-GORAIBI. FAHAD AL-OBTAIBI took the course
1999-2000. AL-MOTAIRI is the senior officer of the group. While in San
Diego AL-MOTAIRI, AL-JOHANI, and AL-GORAIBI stayed on the base in San
Diego. ABDULAH AL-GORAIBI lived in Imperial Beach. All of these
individuals are back in Saudi Arabia.
AL WOHAIBI stated he is on standby to leave for Saudi Arabia
this Friday (9/28/01) and for Tuesday (10/2/01).

only car that Abdullah owned was a red Geo Metro.

internet and print documents. However, the printer broke and Abdullah
had not used the printer for a long time. prohibited Abdullah
from using the internet after received a very expensive Pac Bell
telephone bill. According to the telephone bill was so
expensive because had used a long distance dial-up access
telephone number in Oceanside, California, to access the internet.
internet service was NetZero. demanded that Abdullah pay
his portion of the telephone bill because Abdullah used the internet a
lot. Abdullah paid his portion of the telephone bill.
considered himself computer illiterate. and
Abdullah were the only ones that ever really used the computer.
Abdullah did not use it after got angry over the expensive
telephone bill. could not remember exactly when he had received
the telephone bill.
Abdullah received some mail at address.
remembered that Abdullah received his Cox telephone bills and
college bills at the address. Abdullah did not receive
foreign mail at the address.
SA presented with several photographs and a list
of names. stated the he did not know any of Abdullah's friends.
interrupted his father and said that had seen several of
Abdullah's friends. expressed his surprise and asked how
he knew Abdullah's friends. told his father that he had driven
around with Abdullah and seen his friends. mentioned the name
but was cut off by his father who told him not to say anything.
SA continued to show the photographs when pointed
to photograph number 1 and stated that he had seen number 1.
handed the photographs and asked him to identify which people he
knew. indicated that he had seen the person in photograph
number 1 which was Nawaf M. Alhazmi. looked at a list of names
that included Nawaf M. Alhazmi and indicated that he knew who Nawaf was
and that he had seen Nawaf at the Mosque of Aribat. would not
give SA's permission to speak to about Nawaf.
Both and indicated that they recognized
photograph number 20 as Omar Albayoumi also known as Abu Imad.

Al Bayoumi, as part of the agreement, was expected to obtain
higher education degree(s) in the U.S. or other English speaking
countries. As an aside from obtaining the degrees, Al Bayoumi was
expected to improve his English reading and writing skills. While
abroad, Al Bayoumi was paid by DA a combination of salary, housing and
family expenses further detailed in pages 24 through 49 out of a total
of 98 documents provided and certified by Karli. Karli explained that
generally the housing allowance equals two months salary,
transportation equals one months salary, and other allowances are
determined by negotiation. Karli mentioned that Al Bayoumi's salary
was intended to include the funds for him to pay for tuition and books
though Al Bayoumi did at times request additional funds for tuition as
documented on pages 95 through 97. Al Bayoumi is required by DA to
submit receipts for his tuition payments.
Al Bayoumi's payments by DA were made via deposits into his
Saudi American Bank account. Karli provided copies of said deposits,
which are detailed in attached pages 61 thorough 92. Al Bayoumi's
salary at the PCA was suspended when DA began their payments. Karli
was not aware if Al Bayoumi made payments from his DA salary to the
General Organization for Social Insurance (GOSI) (like the U.S. Social
Security) while he was abroad. Karli mentioned that when he learned Al
Bayoumi was receiving additional funds for his assistance in
establishing a Mosque in San Diego, he lowered DA's payments by an un-
stated amount. There are no expectations that Al Bayoumi would pay
back the funds paid to him by DA while abroad. While Karli could not
recall any circumstances in particular, he stated that while DA made no
loans to Al Bayoumi they could have given him advances to be applied
against future salary.
Al Bayoumi is expected to complete his education in England
by March 2002 and subsequently return to Saudi Arabia for employment by
the PCA. By the time he returns, Al Bayoumi will have obtained both a
Masters and Doctorate degree. Al Bayoumi is required to show proof of
completion of the two degrees to both DA and the GOSI. The GOSI would
reduce Al Bayoumi's retirement payments if the courses he took abroad
were not completed. Karli noted that Al Bayoumi is hoping to get
Karli's position upon his return to Saudi Arabia though with his level
of education, he is technically over qualified for the job. Karli
continued that it would take him about six months to train Al Bayoumi
for his position.
Karli, upon approval of the PCA employees present, provided
the interviewing agents copies of 98 pertinent documents which detail

On 09/24/2001 Seattle contacted and interviewed
who confirmed he was in fact the who lived with in San Diego.
was shown photos of Al -Bayoumi and the two hijackers. He said he
saw Al-Bayoumi once at his apartment ; that Al -Bayoumi at the time was talking
with another roommate of his who was Jordan and whose name he could not recall.
With regard to the two hijackers, said he never saw them before.
was very friendly and cooperative during his contac t with Seattle
agents.
On 09/25/2001 Seattle contacted and interviewed
at his apartment in Burien, Washington. He and are currently
roommates. is registered as a student at South Seattle Community
College ta king General Education courses. He acknowledged living in San Diego
and attended Grossmont College there enrolled in English as a Second Language
courses. When SA showed him a photo of Al -Bayoumi, he acknowledged
meeting him at a mosque near his ap artment. He knew him as "Omar", but did
not know his last name. He met Omar's wife and children and understands he
is presently in England studying for his doctorate degree. He said Omar was
a very friendly person and visited him at his apartment a coup le of times.
They never talked about politics or any controversial issues in the world.
Omar wanted to learn more about computers from who claimed to be
very computer -literate, especially when using chat -rooms.
did not recognize the hijacker -men depicted in the
photographs shown to him by SA . He was very upset over the attacks that
occurred on 09/11/2001; and felt sorry for the victims and their families.
He pledged whatever support and cooperation he could provide to the FBI in
captioned investigation.
On 09/27/2001 was contacted and
interviewed by Seattle agents. He provided a place to stay for when
moved to Seattle from San Diego in January, 2001. He did not recogniz e
the hijacker -men or Al -Bayoumi depicted in the photographs shown to him by

mosque is an Afghani mosque. said that the members of this
mosque tend to be anti-Taliban.

Of the above mentioned photographs, identified
photograph #20 of Omar Ahmed Albayoumi. did not recall
Albayoumi's name but said that he appeared to have a leadership
position in the al-Bake mosque on Balboa Avenue. Albayoumi's role at
the Mosque was unclear to who felt that Albayoumi was not part
of the administration but had a good deal of influence in the operation
of the mosque.
said he had heard that Albayoumi was either the one
who financed or assisted in obtaining the financing for a mosque that
was built in El Cajon. This mosque was eventually purchased by a Saudi
Arabian, whose name did not know. said he had dealings
with Albayoumi a couple of times a year, usually when had a
group of visitors who he wanted to get into the Al-Baker mosque.
The Mosques that Albayoumi was associated with had
connections to Saudi Arabia, according to . An example of this
connection was the red carpet in the Al-Baker mosque which came form
Saudi Arabia.
said that around June 15th of this year he and three
others went to the Philippines to assist at a festival which he
described a spiritual retreat. and his friends were not allowed
in the country and went to Japan instead. The Philippine authorities
thought that and his colleagues might have some connection to
the Abu-Sayaf group since they were heading for one of the southern
islands in the Philippines; Mindanao. However explained that he
and his colleagues were simply going there for the retreat.
said that he would advise the FBI if he has any
information that might be useful.

happiness when hearing of human suicide bombings by Palestinians
against Israelis.
On at least two separate occasions, Bassnan claimed he
personally knew Bin Laden's uncle and cousin, who are very
wealthy, and who live in Saudi Arabia. When Bassnan lived in
Saudi Arabia, Bassnan associated with and knew Bin Laden's
family in that country. Further, Bassnan claimed to be in
frequent telephonic contact with members of Bin Laden's family
living in the US. The Source believed that Bassnan engaged in
calls to and from members of Bin Laden's family using Bassnan's
mobile telephone. Bassnan has utilized the same mobile
telephone number, for the past years.
Bassnan also claimed that when he lived in Saudi Arabia, Bassnan
frequently traveled to the country of Egypt to meet with a group
espousing extreme actions in support of Islam. This group
promulgated very passionate rhetoric in support of their
beliefs.
Speaking of the US's involvement in the Persian Gulf
War in 1991, Bassnan expressed the opinion that the US's sole
reason for fighting that war was oil. Further, Bassnan stated
that Saddam Hussein must have been working for the US otherwise
he would have been killed or overthrown.
Bassnan also expressed his happiness and approval of
the 2000 bombing of a US Navy ship (USS Cole) in Yemen. Bassnan
expressed the view that the US was getting what it deserved for
"putting its nose" into everything in the Middle East. Bassnan
expressed his admiration at the skill and devotion of the
suicide attackers.
In approximately March, 2001 Bassnan expressed
his disapproval and anger about a Palestinian child who
was killed by Israeli soldiers in the "West Bank." Bassnan
verbally expressed the opinion that the Palestinian people
should engage in suicide bombings in order to fight back against
perceived injustices perpetrated by the Israeli people against
the Palestinians.
In approximately February, 2001,

grandson or great grandson of the Saudi Arabian King Fahd. The
caller instructed Bassnan to make arrangements for a Saudi
Arabian male, first name unknown (FNU), last name unknown (LNU),
in his early twenties, who was living in Santa Monica,
California, to come to San Diego, California, in order to
"study." Soon thereafter Bassnan arranged with a Middle Eastern
taxi driver named LNU to travel to Santa Monica and
transport this FNU LNU to San Diego. Bassnan paid LNU
$300.00 to do this. LNU is from Sudan and obtained
political asylum in the US. FNU LNU from Santa Monica was
further described as a Saudi Arabian male approximately 6'3" in
height, thin with a dark complexion.
Source was shown a photograph of Omar Albayoumi, date
of birth Source stated the photo looked very
much like a person he knew as Omar LNU from Jordan. Omar LNU
(hereinafter referred to as Albayoumi) usually wore eyeglasses
and was not wearing eyeglasses in the photograph.
In approximately September, 2000, Bassnan met
Albayoumi. The Source recalled between approximately January,
2001, and sometime in the Spring of 2001, Albayoumi was living
with the two young Middle Eastern males in or near the La Mesa,
California area. The Source thought one of the males staying
with Albayoumi was Lebanese. Albayoumi and Bassnan were very
close friends and the Source saw Bassnan and Albayoumi together
on at least two separate occasions.
Bassnan looked after Albayoumi who was in need of
financial assistance. Bassnan often invited Albayoumi over to
his house and both Albayoumi and Bassnan professed to be devote
Muslims. Both men spent a lot of time together at a Muslim
Mosque in San Diego, California.
On at least five separate occasions, the Source
observed Bassnan talking telephonically on his mobile telephone
with Albayoumi. These calls were a combination
of incoming and outgoing calls between Bassnan and Albayoumi.
The last time Source observed Bassnan speaking on the phone with
Albayoumi was sometime in the Spring of 2001, the end of the
same time frame when Albayoumi was living with the two young
Middle Eastern males in or near La Mesa, California.
In approximately December, 2000, Bassnan began closely
associating with another person named LNU. LNU was

airport in the Landing Fees office starting on November 6, 1977;
promotion to budget clerk, Planning and Budget Department, in 1982;
promotion to section head, Finance Department, in 1992; promotion to
Chief of International Airports Projects Accounting; promotion to
Airways Engineering Department, Contracts and Finance, in 1994. AL-
BAYOUMI described the Civil Aviation Administration as responsible for
building and creating international airports, territorial airports, and
domestic airports. The Civil Aviation headquarters was in Jeddah. AL-
BAYOUMI continues in the letter to advise USIU that he started his MIBA
program at WCU on November 13, 1995, but was forced to apply elsewhere
because of WCU's financial problems (WCU has since closed).
AL-BAYOUMI'S student file also contain records of him taking
the Graduate Management Aptitude Test (GMAT) in March 1997,
registration number 445055. On the GMAT score form, AL-BAYOUMI listed
a DOB of
An enclosed evidence of financial support form for AL-
BAYOUMI, dated December 28, 1996, reveals that Bank of America, 5851
Balboa Avenue, San Diego, California 92111, provided that AL-BAYOUMI
had been a client since August 1994.
AL-BAYOUMI's statement of charges for USIU showed payments to
USIU of $4,445 for Winter 1997, $5,345 for Spring 1997, and $1,838 for
Summer 1997. A more complete listing is available in the attachments.
AL-BAYOUMI also drafted a memo entitled "Working at the
mosque for my community service hours." This was provided to
The memo generally described performing various tasks, to
include cleaning, filing, library duties, general maintenance, copying,
faxing, typing papers, and recording financial transactions.
Records showed that AL-BAYOUMI interned for
Marathon USA, 1208 Cudahy Place, San Diego, California 92110, telephone
, from April 1, 1997 to June 1, 1997, for a total work time of
five days and four hours. AL-BAYOUMI's duties were listed as marketing
repair materials to the Middle East.
On July 2, 1997, USIU notified AL-BAYOUMI by letter that he
was on academic probation because his grade point average

recalls one Arabic family who lived in the corner
apartment of her same building. This family lived near the mailboxes
and across from the pool. drew a sketch of the location of the
apartment compared to her apartment ( ). A copy of the sketch is
attached hereto. observed a husband, wife and three children who
were approximately 8 years old, 10 years old and 13 years old. The
children all spoke English and another language, possibly Arabic, very
well.
The family had two flags hanging on the outside of their
apartment: an American flag and a flag from another country. did
not know which country this second flag represented.
On at least one occasion, observed approximately 15-20
people gathering in the Arabic family's living room. believed
that they were having was some type of religious gathering because the
group would sit in a circle like a bible study. The women attending
the gathering all wore traditional Arabic dress and their hair was
covered by some type of cloth.
When shown a photograph of Omar Ahmed Albayoumi, stated
that the husband looked similar to Albayoumi. The husband's
complexion, however, was darker. further described the husband
as being in his late 30s; slender or athletic looking; approximately
5'11" to 6'0"; short, dark, curly hair; and having a neat appearance
usually wearing khaki pants with a shirt tucked into his pants. The
husband often carried a book, possibly something like a bible.

Recently, Osama Yousef Bassnan, previously identified,
said he was frustrated why Omar Bakarbashat, previously
identified, had not called BASSNAN recently. BASSNAN was
particularly frustrated as to why BAKARBASHAT had not called
BASSNAN after the September 11, 2001 terrorist attacks. BASSNAN
knew that BAKARBASHAT had been arrested in New York, New York as
a material witness in the September 11, 2001 terrorist attacks.
BASSNAN said that had BAKARBASHAT called him, BASSNAN would have
been able to arrange for BAKARBASHAT to be sent to Mexico in
order to escape United States law enforcement.
On September 2001, Source viewed a small black and
white photograph known to be that of Omar Al-Bayoumi. Source
positively identified the person in the photograph as a person
known to Source as "Omar," who was friends with BASSNAN. During
the interview of September , 2001, Source was shown better
quality color photographs of Omar Bakarbashat and Omar Al-
Bayoumi side by side. Source positively identified BAKARBASHAT
as the person he had previously identified as Al-Bayoumi. With
respect to Al-Bayoumi, Source thought he may have seen AL-
BAYOUMI on a few occasions accompanying BASSNAN. Due to the
above discrepancy, some facts were previously attributed to AL-
BAYOUMI which should have been attributed to BAKARBASHAT.
Several months ago, BASSNAN approached Source
Approximately one
year ago, BAKARBASHAT and BASSNAN traveled together to Virginia
in order to drive BASSNAN's van from Virginia to San Diego,
California. While in Virginia, BASSNAN purchased a large

quantity of Copenhagen brand chewing tobacco to sell in
California. The chewing tobacco was transported in the van from
Virginia to San Diego, California.
During a consensually recorded conversation on
September 2001, BASSNAN referred to the terrorist hijackers
who had lived in San Diego, California as "boys" or "youth,"
according to the English translation of the recorded
conversation. Source informed that the Arabic word used by
BASSNAN was "ayel." According to Source's definition, the
Arabic word "ayel" means a young person who has a close
relationship to the speaker. For example, a person would refer
to their own children or other younger relatives as "ayel" but
would not use "ayel" in reference to a younger person who is a
stranger. In sum, Source indicated that the use of the word
"ayel" by BASSNAN when referring to the hijackers was a term of
endearment.
In an unintelligible portion of the recording BASSNAN
referred to confusion in the United States in two or three
years. More specifically, BASSNAN was telling Source that in
two or three years the United States would cease to exist in its
current form and would be broken up similar to the former Soviet
Union.
For the past eight months, BASSNAN has regularly driven
a car registered to, Majeda Ibrahim Dweikat, previously
identified. DWEIKAT is BASSNAN's wife. In April or May, 2001,
BASSNAN drove this car to Arizona with a , last name
unknown (LNU) to attend what BASSNAN described as a business
conference. LNU has been previously identified as a very
wealthy middle eastern year old male who had some sort
of confidential business with BASSNAN.

told LNU that the FBI had approached and
interviewed him because the was suspected of providing
pilot training to the terrorist hijackers while they were in San

fight with his wife, DWEIKAT, and had to move out of his

residence for three days. BASSNAN went and lived with
BAKARBASHAT for three days at BAKARBASHAT's residence somewhere
near the La Mesa, California area of the San Diego metropolitan
area. At the time BASSNAN went to live with BAKARBASHAT, two
middle eastern males described known to be students were living
with BAKARBASHAT and working at a gas station.
BASSNAN was known to reach out to young people of
Arabic descent who had recently arrived in the San Diego area
and needed to find work or housing. BASSNAN was known to
approach them and remind them of their religious duties as
Muslims and encourage them to be faithful to Muslim beliefs. In
one particular incident LNU was in the United States on a
student visa and was purportedly attending school in the
downtown area of San Diego, California. LNU approached
BASSNAN and informed BASSNAN that he was in danger of being
deported out of the United States because he was not attending
school regularly enough. BASSNAN told LNU not to worry.
BASSNAN said he would talk to someone BASSNAN had a relationship
with at the school in order to convince the school to not deport
LNU despite his lack of the required days of attendance in
order to maintain a student visa.
BASSNAN was known to help several other young persons
or students of Arabic descent as well. BASSNAN would often
invite and encourage these young people to attend the local
mosque.

Al-Bayoumi. It was a going away party for Last Name Unknown
(LNU), who attended the Islamic Center. Invitations went to a lot of
people who attend the mosque including . Al-Bayoumi also invited
later and advised he already had an invitation. Al-Bayoumi
and drove together to the party. The party was held in Mission
Valley on Friars Road in an apartment complex. was unable to
recall the address. Al-Bayoumi knew LNU very well.
believed LNU was returning to Saudi Arabia.
stopped working at the in 1997, and
worked for several other companies. would travel with some of the
companies to New York, and Washington D.C. for two to three days.
was trying to establish an Internet Service Provider (ISP) in the
United States and Saudi Arabia. had the concept, but not the
funding. In 1999, Al-Bayoumi advised he wanted to be partners with

occurred once and nothing has come of the discussion.

knew Al-Bayoumi was involved with the Al Madina mosque
located in El Cajon. Al-Bayoumi started to attend the Al Madina mosque
instead of the Islamic Center on Eckstrom Avenue. does not know
if Al-Bayoumi worked at the Al Madina mosque. believed Al-Bayoumi
could retire at anytime from the Saudi Arabian government because Al-
Bayoumi had enough time invested.
thought it was strange the way Al-Bayoumi raised his
children. They did not wear the proper attire for traditional Muslims.
recalled Al-Bayoumi saying they are young let them be free, when
discussing his children. When and Al-Bayoumi observed a drunk
Muslim, Al-Bayoumi dismissed it as the man was young. A secretary,

picture of as Alattas's girlfriend, but did not know

other members at the mosque, determined he knew him.
recognized the photograph as Bakarbashat. The mosque referred
Bakarbashat to since deals with computers and Bakarbashat
needed a computer job. Bakarbashat was a technician and a nice, shy
guy, but would not assist him since Bakarbashat did not have any
legal papers. advised he would not assist people who were not
here in the United States legally or did not have a work permit or the
proper documents. thought Bakarbashat was in the United States on
a student Visa.

1998 for approximately three months. The company was located on
Clairmont Boulevard, San Diego, California, but has since gone out of
business. also recognized as the Turkish girlfriend

they both knew Omar Al-Bayoumi. is unsure what the relationship
was between and Al-Bayoumi. Two other individuals that worked
at were LNU and LNU.
believed that he recognized Al-Hazmi and Al-Mihdhar from
the mosque. was questioned wether he played soccer with them at
the mosque, he stated no. provided the coaches names for the
mosque soccer team as , first name , and .
believed if Al-Hazmi and Al-Mihdhar played soccer for the mosque the
two coaches would know them. was questioned about Al-Hazmi and
Al-Mihdhar living at the same Mount Ada Road apartment complex.
stated he did not recognize the individuals from the apartment complex
and did not believe they lived there. was previously shown a

said that he had met the imam of the KFM, describing him as
being from West Africa. However did not remember his
name and did not recognize the name of (who is
the imam/director of the KFM). had heard that (
used to give sermons at the KFM but had been asked not to come

believes that they would have met at the KFM. also
recalled hearing the imam at the KFM saying that the KFM had
been targeted as a terrorist mosque after 9/11.
recalled meeting Flight 77 hijackers Nawaf Al-
Hazmi and Khalid Al-Mihdhar with Bayoumi for the first time at
the Mediterranean Café the same day after he met the person in
the photograph ( at the Consulate. However refused
to refer to Hazmi and Mihdhar as hijackers saying he did not
know for sure whether the "brothers" were actually on the
airplane or what they did. felt that the encounter with
Hazmi and Mihdhar was just a chance meeting which Bayoumi had
with them because he overheard them speaking Arabic. Because
Bayoumi later met with them in San Diego, had also seen
Hazmi and Mihdhar there when he was with Bayoumi.
explained that at the time, he was sharing
with his so he was traveling back and forth to San
Diego. had no information as to whether ( would know
the hijackers but he ( would definitely know Bayoumi
because Bayoumi had visited the Consulate previously to get

very strict. After the terrorist attacks, ABDULLAH would tell
not to speak to him when he wasn't feeling well because he needed to
think. ABDULLAH was a very lonely individual. When he was depressed
he always wanted to go back home even though he claimed to love
America, but when things were going well for him, he wanted to stay in
America.
ABDULLAH made it very clear that he wanted to marry an
American Muslim girl. He indicated that his dream girl would be
someone very much like but she would have to be more
traditional, not wear any make-up and definitely cover her face.
currently lives with her mother, sisters and
brothers. is the eldest. father is still residing in
but will be coming to the United States soon.
ABDULLAH normally attended the Apabukar and the Al Ribat
(phonetic) Mosques. Based on the Muslim religion, they must pray five
times a day. For fun, ABDULLAH enjoyed going to the beach and
barbequing. was unaware of ABDULLAH enjoying target shooting.
She felt that ABDULLAH was too much of a nervous person to actually
shoot a gun. She said that he was a very careful driver and did not
like showing off.
ABDULLAH was very lonely here in America because he did not
have any family here. He always indicated that all his brothers were
still back in the country. ABDULLAH had no sisters. After OMAR's
arrest, ABDULLAH's face changed and he started looking very sad.
However, he did not share his feeling with ABDULLAH would not
answer any questions from regarding OMAR.
On 09/10/2001, ABDULLAH drove and picked up at work at
the said they went to the Wal-Mart after
work at approximately 10:30 p.m., to purchase a gift for her sister's
birthday. bought a perfume and she was not dropped off at home
until about 11:30 p.m., the same evening. remembers this day
clearly because she got in a lot of trouble with her mother for being
so late coming home.

(holy war), the Taliban or Osama Bin Laden. However, they always
discussed Palestine because everyone always discusses Palestine because

Muslim religion. ABDULLAH was teaching her about Islam and provided
video tapes to her regarding the religion. will bring the
video tape to school tomorrow (Thursday 10/11/01) and provide it to
agents for their review. The video tape is basically the story of
Mohammed the Prophet.
Upon their marriage, wanted to leave the United
States and go live in a country where there were more Muslims.
knew nothing about ABDULLAH's family but believed he might
have been from Somalia. did not attend any specific mosque
because men and women do not pray together.
denied ever talking about the Jihad, war, Osama Bin
Laden or making sacrifices for Allah with ABDULLAH. denied
being the female at the hotel room with ABDULLAH on the evening of
09/10/2001. said they never discussed the attacks of
09/11/2001 against the World Trade Center. Then she changed her mind
and said they did discuss the events in New York, but they focused on
discussing the potential for discrimination against Muslims now that
this had occurred.
converted to Muslim in August 2001, at the mosque

explained that there were three emails addressed to
Omar Al-Bayoumi, email address in the 'Sent'
folder of his Yahoo! account. The messages were replies to Al-Bayoumi
original communications. When questioned why he didn't have the
original messages in his 'Inbox' folder, stated that because
Omar had attached files to the emails, he had deleted them due to
Yahoo!'s space limitations.
retrieved the three email communications and printed
them. The printed communications are attached to this report and have
been placed in an FD-340 envelope and sent to the case file.
Stating that he could not recall Al-Bayoumi's website
address, did advise that it was an America Online (AOL) member
page. He then attempted to search AOL for Al-Bayoumi's username,
, and was not successful.
Subsequent to the conclusion of his interview,
website, was reviewed. The website contains
photographs of likes and dislikes, and a statement of facts
related to Islamic matters. A printed copy of the website has been

AL YAFAI introduced BAKARBASHAT to OSAMA NOOH, a Saudi
Arabian officer who was training with the United States Navy under an
exchange program. He was stationed at an unknown location in the
United States.
BAKARBASHAT met when he attended a computer
class several months ago at the Mid-City School, Community Education
Center, located on Fairmont Avenue, near El Cajon or University
Boulevard. It was a free class sponsored by the government. His
teacher for the A+ prep class was
BAKARBASHAT also attended a Spanish language class at a
school located on 3249 Fordham Street, San Diego. He attended the
class one day per week for nine weeks. He last attended the class two
months ago. He could not recall the name of the school.
last name unknown (LNU) was a friend he met at the
mosque on Saranac Street. was from or .
BAKARBASHAT was asked if he thought any of the individuals
previously mentioned during this interview would be suspected by the
FBI for providing assistance in the planning or execution of the
September 11, 2001 terrorist attack on the United States. BAKARBASHAT
stated it was possible could be on the FBI suspect
list. He later tempered that statement by informing the interviewing
agents was a common name.

At the conclusion of the interview, several digital
photographs were taken of BAKARBASHAT. A disk containing the
photographs and a copy of his passport were placed in a 1A envelope and
filed with the case file.
It should be noted that SA provided BAKARBASHAT a
soft drink at the onset of the interview. At approximately 5:00 p.m.,
BAKARBASHAT went to the restroom and was permitted to pray.

pertaining to information revealed from a consensual search of his

recently purchased by . The following objects were
located within the vehicle and, according to , are not owned by

Bayoumi with the idea because he knew that Al-Bayoumi would be
returning to Saudi Arabia. believed that Al-Bayoumi's contacts
could become a client base of customers for these machines that
. provided Al-Bayoumi with a sample to try
at home. Al-Bayoumi's wife did not like the machine. Al-Bayoumi and
did not pursue this idea any further. has not spoken
with Al-Bayoumi since Al-Bayoumi left the Toastmasters Club in August,
2000. Although does not have first-hand knowledge of where Al-
Bayoumi went, he stated that it is common knowledge among the club
members that Omar Al-Bayoumi finished his education in the U.S. and
went back to Saudi Arabia with his family.
recalled that Omar Al-Bayoumi was a soft-spoken, kind
man who was known for being charitable. was aware that Omar Al-
Bayoumi's apartment where the two met and had lunch was near the mosque
where Al-Bayoumi attended. and the other club members were
aware that Al-Bayoumi was active in the mosque and had helped many
people in need. was aware, from the newspaper article
referenced above, that Al-Bayoumi had helped two men find an apartment,
and that these men are now believed to be involved in hijacking an
airplane on September 11, 2001. said that given what he learned
about Omar Al-Bayoumi through the Toastmaster's Club association, it
does not surprise him at all that Omar Al-Bayoumi would have helped
anyone from the mosque who was in need of finding an apartment, even if
he did not know the men personally.
Speeches given by Omar Al-Bayoumi were on the topic of
culture in Saudi Arabia and the differences between that culture and
culture in the U.S. was certain that at no time did Al-Bayoumi
speak against the United States, or in favor of any terrorist group.

DR. JAMEEL ALSHAMI, Academic Consultant, Royal Embassy of
Saudi Arabia, 601 New Hampshire Avenue, Washington, D.C. was contacted
at his place of employment. EMAD MADANI, First Secretary at the
Embassy was also present for the interview. After being advised of the
identity of the interviewing agents and the purpose of the interview,
ALSHAMI provided the following information.
ALSHAMI's role as Academic Advisor at the Embassy is to
assist Middle East students locate and get accepted to U.S
universities.
ALSHAMI has never met OMAR AHMED Al BAYOUMI but has spoken to
him on the telephone a few times. Al BAYOUMI telephonically contacted
ALSHAMI about a year ago seeking help in finding a business school in
the U.S. Al BAYOUMI got ALSHAMI's name from individuals in San Diego
that know ALSHAMI. ALSHAMI suggested Case Western University in Ohio.
ALSHAMI contacted Case Western University by telephone to open the door
for Al BAYOUMI. Al BAYOUMI asked for a personal recommendation from
ALSHAMI but ALSHAMI refused. ALSHAMI did not know Al BAYOUMI and could
not make a recommendation for someone he does not know. Al BAYOUMI was
disappointed and thought ALSHAMI should have made the recommendation.
Al BAYOUMI never mentioned the names of HANI HANJOUR or NAWAF
AlHAZMI.

months. She met him through Mohdhar who she has known for a year and a
half. She thought that she had seen an article in the paper that
reported that he was from Yemen. She met him at the Texaco station
which is near where she works. She indicated that she would go down
the street with other employees and buy things at the Texaco station.
She thought that he had a fiancee who had a French name. She had
called a telephone number that had given her for the apartment
where he lived. That number is and she stated that it was
answered by and on one occasion by another person whose voice
did not recognize. She also did not know whom he was living with and
assumed it was one other person. She stated that had told her
that his roommate had the telephone shut off about a week ago. She
thought roommate was also going to get married. She also had

met NAWAF AL-HAZMI (“NAWAF”) in 06/2000 or
07/2000. advised that this initial meeting most likely
occurred at Texaco, but might have been at the mosque. did
not recall if he was still employed at Texaco when he first met
NAWAF, because he still visited Texaco after he stopped working there
to spend time with MOHDAR, BAKARBASHAT, and . NAWAF was
not working at Texaco when first met him. was
not specifically introduced to NAWAF, stating that “Arabs don’t need
introductions”. Before their first meeting, never had seen
nor heard of NAWAF.
knew that NAWAF was from Saudi Arabia, but did

not talk about himself, and he did not like any questions to be
asked of him about himself. had a general idea that
NAWAF had come to the United States to study English because
he had expressed interest in English as a Second Language
classes, but did not know NAWAF to attend any
classes.
saw NAWAF at Al Rybat on approximately 10
to 15 occasions, and may have seen him once at Abu Baker.
usually saw NAWAF at Friday meetings and at lectures
that were held at the mosque. saw NAWAF between 15
to 25 times at Texaco. NAWAF worked part-time at Texaco for
one month after had left employment there.
did not know any other sources of NAWAF’s income,
stating that it was “not my business”. had believed
that NAWAF’s family may have been rich and sent him money.
did not know NAWAF to hold any bank accounts or to
ever receive wire transfers.

some Arabic websites on the internet. showed NAWAF
four or five different websites, to include msn, google, and
islamway. did not believe NAWAF used the email
system, and never knew of an email address for

who would receive him and help him, and that he was going to

At this point of the interview, was shown
a photograph book in which identified picture #14 of
the “Western” series as NAWAF AL-HAZMI. was not
shown the “Traditional” series of photographs. was
shown and identified pictures of MOHDAR MOHDAR/ABDULLAH and
OMAR AL-BAYOUMI. identified AL-BAYOUMI as also
being known as ABUIMAD, meaning “father of Imad”.
advised that he met AL-BAYOUMI while living off of
with and . knew AL-BAYOUMI
through Abu Baker Islamic Center. advised that he
also saw AL-BAYOUMI one to three times at Al Rybat.
When asked to explain why his telephone number was
found on a paper in NAWAF’s car found at Dulles Airport,
advised that he recalled giving his telephone number
to NAWAF. advised that there was no specific reason
that he gave his number to NAWAF, and that NAWAF never called
him on the telephone. never knew of a telephone
number for NAWAF, and therefore never called NAWAF.
advised that the last time he saw NAWAF, NAWAF still had the
same blue car which was either a Toyota or Nissan.
When asked about the videotapes found during a
search of his own car, advised that he had obtained
them from the house he lived in at and
had watched these videos, which were
about Muslims fighting in the Bosnian War. stated
that the purpose of the videos was to show the situation.
advised that had other videotapes at the
house about religion and the Afghan war against the Russians.

When asked about the pictures of USAMA BIN LADEN
which were found in his apartment, explained that
sometime between 03/2000 and 05/2000, he was looking at the
Federal Bureau of Investigation (FBI) website for no specific
reason. had heard about BIN LADEN, but had never
seen a picture of him. saw BIN LADEN’s picture on
the Most Wanted List on the website and decided to test his
new printer by printing out the picture.

advised that he is of World
Link Travel Network (World Link) and can be contacted at World Link,
advised that World Link is a travel agency which sells
airline tickets wholesale, to other travel agencies, and retail, to the
actual flyer. World Link is able to obtain discounts on airline
tickets by guaranteeing the airlines a certain dollar amount of sales
per year.
advised that World Link advertised in the travel
section of the Los Angeles Times and most ethnic newspapers.
Advertising in the ethnic newspaper gives him coverage throughout the
United States because there is only one ethnic newspaper published for
a certain time period, week or month, that is sent throughout the
United States.
advised that World Link accounting/ticket selling
system is not based on the customer's name. World Link tracked ticket
sales by ticket numbers. If a ticket is purchased by a credit card, he
will send the ticket to the purchaser either by messenger service,
locally, or by United Parcel Service/Federal Express (UPS/FEDEX), if it
is delivered to another city.
advised that if World Link paid the shipping/delivery
charges, he would have a record from the delivery company that he could
use to track the ticket purchase date. If World Link did not pay the
shipping/delivery cost, they would be unable to track the ticket
because they would not know the date to start their manual search
through their records.
advised that based upon the names and dates given to
him, January 11, 2001, June 11, 2001, and June 14, 2001, he was able to

retrieve World Link documents which reflect the purchase of tickets for
the name Albayoumi which may be the same person.
advised that the ticket sent to Albayoumi on January
11, 2001, was purchased for Omar Albayoumi from World Link on January
10, 2001, using a credit card. The ticket purchased was a round trip
ticket departing from San Diego to Birmingham, United Kingdom, on
January 14, 2001, with a connection at Newark airport.
advised that someone also purchased a one way ticket to
Birmingham, United Kingdom for Albayoumi on April 20, 2001. This
flight departed San Diego on April 23, 2001, and had a connecting
flight in Houston, Texas. This ticket was paid for by a credit card.
advised that on June 8, 2001, World Link sold four (4)
tickets for Albayoumi and Manal Bagader. These
tickets were returned due to the lack of a ticket for an infant that
was traveling with the group. These tickets were voided and never
used.
advised that on June 13, 2001, five (5) tickets were
issued for Albayoumi and Manal Bagader.
These tickets were one way tickets departing San Diego on June 23,
2001, to London Heathrow airport.

interviewed Faisal Ahmed Al-Hamdan, Social Security Account Number
at his residence,
Riverside, California 92507. After being advised of the identities of
the interviewers and the purpose of the interview, Faisal volunteered
the following information:
Faisal confirmed his date of birth to be
and his place of birth as Jeddah, Saudi Arabia. He verified he
possessed a State of California driver's permit, number , but
not a valid California drivers license. Faisal showed an international
drivers license bearing the number , issued on December 9, 2000.
Faisal provided his Saudi passport bearing number The
passport bore a stamp dated February 4, 1999 which Faisal confirmed as
his date of entry into the United States from Saudi Arabia. His reason
for entering the U.S. was to study English and advance his accounting
aspirations.
Faisal's father is Ahmed Abdulazziz Suleiman Al-Hamdan.
Faisal described his father as a high-ranking Saudi Government official
who works as a director within the Ministry of Finance. Faisal's
father is responsible for the oversight of Government accounting
affairs in Western Saudi Arabia. Faisal reported his father has worked
for the Saudi Government his entire life. Ahmed Al-Hamdan is to retire
from his post with the Saudi Government in October 2001.
Faisal's family is comprised of his father, mother, and six
siblings including himself. Faisal's two brothers, Talal and
Abdulazziz, presently reside with Faisal in Riverside , California and
are college students. Abdulazziz attends Chaffey College near
Riverside, California. Currently, Talal is not taking classes but will
attend Compton Community College in Los Angeles, California.
Khalid, another brother of Faisal, is a part-time student in
Saudi Arabia. Khalid is twenty-seven years of age and is employed
part-time in the marketing field. Abdulalah, Faisal's fourth brother,

is ten years old and attends grade school in Saudi Arabia. Dania is
Faisal's only sister and is a 25 year old college student in Saudi
Arabia. Afaf is Faisal's mother and has spent her life raising her
children. She has never worked outside her home in any capacity.
Upon his entry into the Unites States, Faisal attended the
ELS Language Center (ELS) at 1200 Third Ave., San Diego, California
92101, to study English as a second language. Faisal resided at Lake
Village Apartments, La Mesa,
California, 91942, with his brother Talal while attending ELS. Faisal
confirmed the signing of his lease at Lake Village Apartments coincided
with the initiation of classes at ELS. Talal was in the U.S. prior to
Faisal's arrival. During this time period, Talal stayed at a hotel
located at Hotel Circle in San Diego, but Faisal could not recall the
name of the hotel.
At no time during his stay in the U.S. did Faisal have a
roommate aside from his brother Talal. Faisal may have allowed an
acquaintance from the mosque he attended to stay in his apartment
overnight, but he could not recall a specific time when this occurred.
The Islamic mosque Faisal and Talal attended while residing at Lake
Village Apartments was located in La Mesa, California.
Faisal left the Lake Village Apartments in December 1999 to
return to his home in Jeddah, Saudi Arabia. He stayed in Jeddah for
approximately two months to visit his family and rest before returning
to the U.S. in January 2000. Upon his return, Faisal leased another
apartment at Lake Village Apartments. Talal had signed all lease
documents on behalf of Faisal prior to leaving the U.S. Once at home
in Jeddah, Talal provided the new apartment keys to Faisal. Faisal
took residence in the apartment when he returned to the U.S. to take
English courses at the American Language Institute (ALI) at San Diego
State University (SDSU). After living alone at Lake Village Apartments
for approximately three months, Faisal moved to La Mirage Apartments,
, San Diego, California, 92124 with Talal
as a roommate.
Faisal left San Diego in late December 2000, in order to be
with his family in Jeddah for Ramadan. Faisal returned to the U.S. in
February 2001. He stayed with his brothers Talal and Abdulazziz
approximately one month at Riverside,
California.
Faisal returned to San Diego where he continued his English
courses. During this time period, he was attending Grossmont Community

College. Faisal again resided at La Mirage Apartments, but at Apt.
. Faisal left La Mirage in late May 2001 once he had finished
classes at Grossmont Community College and returned to Riverside,
California to live with his brothers at the Lochmoor address.
Faisal reconfirmed that at no time during his stay in the
U.S. did he or his brother invite or permit any strangers to reside
with them for any period of time. Also, Faisal reconfirmed that
neither he nor his brother ever allowed any acquaintance or friend to
stay overnight for more than one 24-hour period. Faisal could not
recall a specific event when this occurred, but speculated he might
have allowed a friend to stay overnight at some point. Being a rare
event, Faisal could not recall the name of any friend who might have
stayed overnight at his apartment.
Faisal advised he rented only one Post Office Box during his
stay in the U.S. That box address was located at
San Diego, California, 92120 and was opened November 27,
2000. He closed the box in June 2000 upon his return to Riverside,
California.
Faisal is not taking any college courses at the present time.
He intends to sit for the Certified Public Accountant test in the near
future. In the meantime, he will research where he will take
additional accounting courses. Faisal obtained his bachelors degree in
accounting from King Abdulazziz University in Saudi Arabia.
Faisal confirmed he listed Omar Al-Bayoumi as the emergency
point-of-contact on his ELS and ALI applications. Faisal knows of
Al-Bayoumi, but characterized him as a business associate of his
father, Ahmed Al-Hamdan. Faisal had heard his father mention
Al-Bayoumi's name on occasion, but Faisal did not recall Al-Bayoumi
ever visiting the Al-Hamdan family at their residence in Jeddah, Saudi
Arabia. Faisal met Al-Bayoumi for the first time upon arriving in San
Diego in February 1999. He met Al-Bayoumi with his brother, Talal, in
the Abu Bakar mosque in San Diego. Faisal confirmed the mosque was
located on Eckstrom Street when provided with area street names by the
interviewing agent.
Faisal described Al-Bayoumi as a person who was somewhat well
known by his father. Faisal knew that Al-Bayoumi was one of many
subordinates working for his father, but he could not recollect
Al-Bayoumi's specific employment title.

studied at San Diego State University, American Language Institute, or
a school in downtown San Diego.
Omar Al-Bayoumi was in England when Al-Towayan first arrived
in San Diego, California, but met him upon Al-Bayoumi's return. Al-
Towayan and Al-Bayoumi became friends and related to each other since
they were both from Saudi Arabia. found an apartment for Al-
Towayan in the same complex Al-Bayoumi lived in. went with
Al-Towayan when he filled out the rental application. Al-Towayan used
Al-Bayoumi as a reference or referral to the apartment complex. Al-
Bayoumi received $150.00 for the referral and gave the money to Al-
Towayan.
Al-Towayan could not decide wether to buy a vehicle or rent a
vehicle while he was in San Diego. allowed Al-Towayan to
borrow a 1997 Ford Escort until he decided what he wanted to do. Al-
Towayan was to pay for the vehicle as a rental car with the option to
buy. Al-Towayan paid approximately $2,000 on the vehicle. The vehicle
was registered in the name of and not in Al-
Towayan's name. had some furniture and a computer in storage
from an individual that previously lived in San Diego, but had returned
to Saudi Arabia. was advised by that individual to sell the
contents from the storage facility. sold all the furniture
and the computer to Al-Towayan.
Al-Towayan did not usually socialize at the mosque. He would
attend the mosque, pray and then leave. has had coffee with
Al-Towayan, but advised he studied a lot.
Al-Towayan telephoned at approximately 11:00 p.m.,
the night before Al-Towayan was leaving San Diego. was
unsure when Al-Towayan left San Diego, but believed it was
approximately two or three weeks before September 11, 2001.
commented to him that it seemed sudden and wanted to make sure
everything was okay. Al-Towayan claimed he tried to get a hold of
before, but was unable to reach him. Al-Towayan said he was
going to another city in the United States, but could not
recall which one. Al-Towayan wanted to make arrangements for
to pick up the rental car. Al-Towayan offered to leave the car at the
mosque on Eckstrom Avenue or leave it at his apartment complex. Al-
Towayan decided to leave the car at the apartment complex and leave the
keys with an individual that also lived in the apartment complex.
described the individual as a male from Africa that

second time at the United States Embassy in Riyadh, Saudi Arabia.
After he was advised of the identities of Special Agent
and Supervisory Special Agent and the
nature of the interview. then voluntarily furnished the
following information:

photographs of twenty-eight (28) different individuals. The
photographs consisted of the hijackers from AA flight 11, UA flight
93, UA flight 175, AA flight 77 and nine (9) San Diego associates as
provided by the San Diego Division.
While examining the photographs, pointed out
