She said while she will be "among the first to publicly stand up with"
Jackson, she feels the Democrats will deny him their nomination and instead turn
to "a white moderate. conservative or pseudoliberal."
Fulani received 25,000 votes when she ran for governor.
She was defeated by Gov. Hario Cuomo, a Democrat who received 65 percent of
the vote. Andrew O'Rourke was the Republican alldidate and Denis Dillon ran on
the Rightto-Life ticket.

ra y marking the rs anniversary of the American bombing of his barracks, but
he left the talking to his 16-year-old son.
The colonel suddenly materialized at 1:45 A.h. in a white suit through a gate
beside a speaker's platform set up next to his damaged house. He reached but to
shake hands, raised his arms in the air and then abruptly disappeared.
The commemoration of what the Libyan leader calls his victory against the
"barbaric, aborted American aggressions" was more haphazard and subdued than
was expected here.
There was no show of military power, as some diplomats had heard, and no
fireworks. Instead, about 1,000 people gathered in a courtyard at the back of
the colonel's bombed house from 11:30 P.H. to 2:30 A.N.
In an atmosphere of a country fair, a Libyan master of ceremonies introduced
a parade of speakers ranging from an American Indian, Vernon Bellacourt, to an
American Black huslim, Nohammed Akhbar, to a British Labor member of Parliament,
Ron Brown.
The crowd included 200 Americans visiting at the invitation and expense of
the Libyan Government as guests to a "peace ¢onference." The Americans said
they were proudly defying a travel ban to Libya imposed last year by the Reagan
Administration. Hany foreign journalists were also present.
The colonel's low profile during the day was interpreted by some foreigners
here as reflecting a realization that the turnout of foreign dignitaries was not
as impressive as expected.
The peace conference," the centerpiece of the anniversary activities, was
addressed Tuesday by Aleksandr Shakirov, described in the Libyan press as a

At 2 A.h., the hour last year that American jets hit targets in Tripoli and
Benghazi, the co1onels eldest son, Saif el-Eslan, took the microphone dressed
in a red sweater, a white jacket and blue pants. It was not clear whether the
colors were intended as a parody.
Already an assured public speaker, the teenager promised that if the
Anerican planes cane again, "we will destroy then."

Before gathering to hear the speeches, the conference delegates and foreign
reporters were ushered through the colonel's unrepaired house.
The house, still strewn with damaged furniture, showed touches of organized

touring a museum.

The Tripoli press tday said the Canadian had coaaitted suicide after seeing ea

Lenora Fulani, one of the national leaders of the New Alliance Party,
began on Monday the Southern leg of a national tour to promote independent black
candidate for president of the U.S. in 1988.
Uhen the Democratic Party talks about choosing a Southerner as its
presidential candidate, you know they're not talking about Rev. Jesse Jackson,"
she said. "They're talking about a white Democrat, a moderate Democrat,
perhaps, a neo-reactionary Democrat."
Fulani said the New Alliance will back Jackson as a Democratic candidate,_but
if he fails to get the nomination would like him to run as an independent.
"If we can end with a million votes or two million votes for a black
candidate, then we can sit down with the Democratic Party and ask for the kinds
of concessions that we did not get in i984," she said.
But Fulani insisted that the Alliance campaign, and the Rainbow Coalition
that it belongs to, are not merely bargaining positions from which to re-enter
the Democratic Party, but valid campaigns in themselves.

Fulani, a developmental"psychologist, is a member of the national board of
New Alliance and chairs the party's women of Color Caucus. She is leading a
national petition drive to collect a million signatures to convince Jackson to
run as an independent if his Democratic bid fails. y.
"Given that the obvious intent of the Democratic Party is to select not only
a white candidate, but a moderate white candidate, Jesse's chances of getting
the nomination are very sliu," she said. "1 have suggested that Jesse instruct

Two gubernatorial candidates agreed Honday to sit for separate 15-minute
televised interviews instead of a four-way debate because they refuse to Join a
ninorparty candidate in a discussion of campaign issues.
Republican Andrew O'Rourke and Dennis Dillon of the RighttoLife Party both
agreed to the taped interviews as an acceptable way of exchanging their views

She said, however, she hoped Cuono would not "cave in to right wing
reactionaries" and withdraw from the debate, scheduled for Saturday. It would
be aired statewide and be the only televised debate in the campaign.
Several Jewish organizations issued statements opposing Fulanis
participation in any of the gubernatorial debates.
"Extremist groups that spout bigotry and anti-democratic views have entered
the political arena to gain publicity for views that most Americans reject,"
the American Jewish Committee said of the New Alliance Party.
"It would be wise for major party leaders to refrain from structuring their
debates so that greater notoriety or attention cones to groups like the New
Alliance Party, " the group said.
If the UHHTTV debate is changed to the taped interview format, there will be
only one debate in the campaign, sponsored by The New York Tiles. Because of

Andrew P. O'Rourke, the Republican candidate for governor, said yesterday
that he would withdraw fro: a televised debate with Governor Cuooo if the
candidate of the New Alliance Party, which he accused of extremist views,
participates. -
Hr. O'Rourke, who for weeks had pressed the Governor to debate him, was
Joined in his threatened withdrawal by the Right to Life candidate, Denis E.
Dillon. The New Alliance candidate was included in the debate at hr. Cuomo's
behest.
Charges of Racism
The threatened withdrawals raised the prospect that Governor Cuomo, the
Deaocratic candidate, and Dr. Lenora B. Fulani of the slall New Alliance Party er
would e alone on stage for one of the two major debates of the campaign, a pg
90-oinute confrontation to be televised from Albany over nine public i
broadcasting stations at 7 P.h. next Saturday. hr. Cuomo, hr. O'Rourke and hr. 7.Dillon are also scheduled to debate at The New York TIIES Thursday. 35%
Debate over holding debates has been the host prominent feature of a campaign -
notably devoid of issues. Hr. O'Rourke has sooetiles appeared with a cardboard '
cutout of Hr. Cuomo to stress the absence of debate. hr. Cuooo, who has
campaigned little, agreed Hednesday to the two debates after dropping his
insistance that hr. O'Rourke disclose clients he represented while he was a
Uestchester legislator. _ .
Yesterday, however, the campaign abruptly came to life. In a series of
statements and telegraas that were the sharpest exchanges to date, the four
candidates lobbed charges and countercharges, issued objections and denials and
referred repeatedly to racisn, anti-Seoitism and other extreoist views.

Dr. Fulani, a 36-year-old developmental psychologist, acknowledged yesterday
that she supported Hr. Farrakhan and the Nation of Islam, but she denied that
she or the parggpyer had ties to hr. LaRouche or had advocated racist or
anti-Semitic pbsitipns.
"Hhite America must learn once and for all that it cannot tell black
Americans who our leaders are and whom we are to respect, she declared. She
commended Governor Cuomo's decision "to call for my inclusion in the public
television debate."
0Rourke Sends Message
hr. O'Rourke said he would not debate a candidate of a party associated with
g anti-Semitic and racist views and ties to Hr. Farrakhan and Hr. LaRouche, and he
pg urged the Governor to "stand up with me against prejudice and anti-Semitism
" before it's too late."
"1 have decided that to appear on the same program with a representative of
that party would provide a forum for prejudices and tactics which have no place
in politics and no place in government," Hr. O'Rourke, the westchester County
Executive, said in a telegram to the Governor.
"1 have decided that unless you agree to withdraw your demand that the New

Moreover, Hr. Fryer said, Hr. O'Rourke agreed on Friday to participate in the
debate knowing that Dr. Fulani was to be included. And he said Hr. O'Rourke had
also agreed to participate in debates this week on wNBCTV in New York and at
the City Club, both'foruns in which Dr. Fulani also had been invited to appear.
Role for Fulani Denied
Hr. Cuomo asked Friday that Dr. Fulani be included in the debates at The
Times and in Albany. David Hepp, producer of the Albany program, agreed, but The
Times declined. Hr. Fryer said the Governor would nonetheless attend both
debates.
Traditionally, The Times invites candidates of major parties that have
perlanent ballot spots by having got at least 50,000 votes in the last election.
Besides the Democratic and Republican Parties, the Conservative, Liberal and
Right to Life Parties all have such ballot positions, but the New Alliance
Party, which had only a small fraction of the necessary votes, does not have a .f¤m
permanent ballot designation.
New Alliance literature calls the party a "blackled, multiracial party" ;
that is part of the Rainbow Coalition, an affilation of minority groups that
supported the 1984 Presidential candidacy of Jesse Jackson. Among the New
Alliance's goals are "full civil rights for lesbians and gays, the scapegoats
If the rapidly growing right wing," and "jobs at livable wages for all."

Cuomo spokesman Gary Fryer said the campaign asked O'Rourke by telegram
Saturday to produce evidence supporting allegations of anti-Semitism, saying
such charges "should not be made recklessly."
Aloise Buckley, an 0Rourke spokeswoman, said three New Alliance Party
campaign leaflets show the party supports Farrahkan, the controversial Chicago
minister, although none of the material contained antiSenitic remarks.
"It's a matter of public record that Hr. Farrahkan has made strong
statements that are antiSemitic," Buckley said. -
Kate Gardner, a Fulani spokeswoman, denied Farrahkan is anti-Semitic.

The Red Conunand first came to e attention of the FBIwhen it claimed credit for three bombings and one attemptedbombing on January 6, 1986, on the island of Puerto Rico. _
The three explosive devices detonated at three U.S.Post Office facilities in Cidra, Guanica, and Santurce, 1- EU" 7q'Puerto Rico, causing minor damages. Later that morning, anundetonated device was found in front of a U.S. Army Recruiting _._-~Center in Toa Baja, Puerto Rico. This device was constructed ofa metal pipe bomb filled with black powder and connected to atiming mechanism which failed to function. The detonated
devices were of similar construction.

The Red Command claimed responsibility for the
bombings in pursuit of liberty for Puerto Rican political
prisoners and for the island of Puerto Rico.
0n March 17, 1986, an explosive device consisting of
~batteries, wires, a clock and a flash bulb was found under the
filling pipe cap of a 5,000 gallon gasoline holding tank at a
gasoline station in Ponce, Puerto Rico. It failed to detonatedue to a malfunction of the time delay mechanism. The Red
Command claimed credit for the placement of the device in orderto further the revolution and achieve liberty.
No subsequent actions have been claimed by the Red
Command.

At a recent meeting of law enforcement and intelligence
officials held in the Washington, DC area, it was mentioned thatthe FBI may be investigating a black militant group known as the"mm ALLIANCE. This group allegedly advocates the violentoverthrow of the U.S. Government and is comprised of members ofthe Black Panther Party and the Weather Underground. It was alsostated that although the main office is in New York, there are anumber of regional offices. Our review of the groups you haveinformed us about does not conclude that there is such a groupunder a full Domestic Securitylrerrorism investigation but thiscould have possibly changed. In light of the discussions thattook place concerning this organization, request that acharacterization be provided this office.
Additionally, this office has been advised by our ArmyCounterintelligence element in Puerto Rico about the emergence ofwhat appears to be a new and separate terrorist group known asthe RED COMMAND. As you know, all the Puerto Rican terrorist
groups have historically targeted Department of Defense elementsand for these acts, they have been declared as threats to DOD.We are concerned that a new group, about which we know verylittle, would add to the threat facing our elements on that
island. Request you provide this office with your assessment ofthis group and any data on its composition and ideology. Uponreceipt, we intend to nominate this group for inclusion on thelist of groups posing a threat to DOD.
