DECLASSIFICATION REVIEW PURSUANT TO EXECUTIVE ORDER 14040

Today, in carrying out Executive Order 14040, the Federal Bureau of Investigation (FBI)
released documents from the FBI’s investigation of the September 11, 2001 terrorist attacks and
other investigations that are responsive to sections 2(b) and 2(c) of the Executive Order. Many of
these documents included passages containing analysis of banking, financial, credit, and
communication records that were or may have been obtained pursuant to grand jury subpoena.
This information could not be released prior to receiving court authorization, which was granted
on March 2, 2022.
This release amounts to over 100 declassified documents, totaling over 700 pages. With
today’s release, the U.S. Government has now declassified and released more than 800 documents,
totaling more than 3,400 pages, in furtherance of the Executive Order’s directive to maximize
transparency.
Included in today’s release is the FBI-CIA Joint Assessment, which was responsive to
section 2(b) of the Executive Order, and was released in part in November 2021 (EO14040-
000488–491). This document was subject to further declassification review by other U.S.
government agencies and departments. That process has concluded, and the FBI is able to provide
the results of the declassification review.
