This committee by virtue of the power and authority
vest in it as set forth in the KLAN IN ACTION, issued an official
and folial mandate to all Imperial Officers and Grand Dragons of
the United Klans of America, Incorporated, Knights of the Ku Klux
Klan on June 5, 1967.
In this mandate, of the United
Klans o -America, Inc., for the eleim oz :Orth Carolina, was
removed from hi- rosition effective June 7, 1967, and was -divested
of all powers and 1prvileges of his office.
By this same mandate and effective on the same dr-e,
.Imperial Wizard Robert- M-/Shelton was suspended fro!- his position
until further notice by/this committee.
This mandate was issued after this committee had made
extensive inquiry into the -controvervsy existing in the Realm of
North Carolina. and the action was not taken lightly a nd the
: mandate was issued only after 5erious ar.j e.:gthy deliberations.'

funds and moneys received by him to the membership
which has resulted in a loss of confidence in his
leadership abilities and allegactions received concernin
his morals have not improved tre klan imae in
North Carolina.
3. He has failed to obtain co.petent le:;ul counsel
to enforce the klan's rights in the Realm of North
Carolina.
The action set forth in the mrandatc of xthis committee
of June 5, 1967, concerning Imperial Wizard Robert N. Shelton '
was taken after the following allegations concerning Mr. Shelton
,.ere found to have substance:

1. Mr. Shelton was aware of the situation in
North Carolina invol.vin the personal misconduct
and dereliction of and failed to take
action.
2. In addition, Mr. Shelton has failed to provide
the klan with an overall policy which the mass of
American patriots could recognize and applaud.
3. He has failed to provide the Realms with
literL. re and klan material to enable the varius
state organizations to continue to grow and prosper.
For the above stated reasons, bo'h d Mr.
Shelton were the subject of the action take,: by this co.mittee as
previously stated and this present mran3at: i: being issued to
notify all persons within the Klan Empire talt the original
.action of this committee is hereby affirmed and is declared to
be in full force and effect.
It is the considered opinion of the members of' this
committee that if had been permitted to remain in
the position of n North Carolijra he most surely
would iave led our people in North Carolina udo'wn the road
dstruction. This committee cannct undo the actions which
has permitted and condoned, but it can attempt to prevnt
x;.ure reoccurrences by his removal. Some I- his acts of
indiscretion orior to our mandate may still lead some of our
brothers into trouble and disrae. This conmmittee could not
permit, in good conscience, ito continue any longer.,
Friends of this committee have made avai'"r '
the .public statements of Mr. Pobert M. Shelton and
issued on June 13 and June 14, 1967, denying the exiscnc' o tnis
committee and calling upon the FBI -nd the postal authorities to
attack this committee on the basis that our mandate constituted a
m2il fraud.
This committee considers these '? t staterents
anld the statements of Mr. Shelton and on.erning
calling in the FBI and the postal authCr : -to be an atterpt
to intimidate and blackmail this committec: and further, denial
of this committee's existence is merely a ;means of self-preservation
in anieffort to prolong their tenure in office. However, their
dictatorial authority and their attempt at intimidation and
blackmail can never reach the members of this honorable ccmmittee.

every opportunit yto create additional dissension and cause
furtAer disruption within the UKA, particularly in the
leadership in North Carolina...
Results of the Charlotte Division Counterintelligence
Program related to the: National Intelligence Cem.mittee
operation have been most gratifying and rcports are being
received from informants indicating thatthais operation h.s
contributed greatly to a down-surge in attendance at the local
unit level, and interest and attendance at klan rallies have
fallen off appreciably.
Further results have Leen noted in the Eastern
Provinces of the Klan in North Cvarolina with informants reportin

The following is an analysis of the Counterintelligence
Program in the Charlotte Division:
The Bureau has previously been advised conzerning
these various operations under the Counterintelligence Program
and is being kept aware of the program on a continuing basis
by separate communications.

These letters have been detrimental t leadership,
S pointing out his alcoholic excesses, low moral standards and

issuance of a letter prepared by Charlotte on the letterhaad
of the National Intelli e Committee, which letter ousted

assume these positions on a temporary basis. The Bureau has
beer kept-fully advised of the results of this operation
which have been most gratifying with informants reporting a
sharp drop in attendance at meetings of numerous Units and
considerable confusion being created as a result of this
National Intelligence Committee letter.
Charlotte has at the present time submitted to the
Bureau for approval a second letter to be issued under the
National Intelligence Committee letterhead. The Bureau has
advised that this is being held in abeyance pending
clarification of possible action taken by Postal authorities
in connection with a possible technical mail fraud violation.
Charlotte will continue to take every opportunity
_ to disrupt the Klan leadership in North Carolina and further
the dissension presently existing among various Units and
members.
PROGRAM REGARDING POSSIBLE USE
OF MASONIC PUBLICATIONS
During this reporting period Charlotte proposed
by separate communication to the Burezu the possible use of
Masonic publications to point out the inconsistency of
individuals being members of the Klan while holding membership
in such organizations as the Masons and other civic groups.

Following appropriate recommendations to the
Bureau and consideration by the Bureau, the Bureau denied
this proposal and no further efforts have been undertaken
in this regard.
PROGRAM REGARDING POSSIBLE USE
OF AMERICAN LEGION PUBLICATIONS
Similarly, Charlotte considered the possible use of
appropriate American Legion publications along the lines that
would have been used in Masonic publications to hold the Klan
up as an organization of ill repute and pointing out to all
members of the Legion the inconsistency of membership in the
two organizations, and it was felt that this could possibly
lead to a lessening of Klan membership by those individuals
who were already members of the American Legion.
Recomn endations in regard to this program were
withheld in view of the Bureau's denial of the program
utilizing Masonic publications and since the programi to oust
was beginning to have a material affect.
In the event that such program is lelt feasible in
the future Charlotte will make appropriate reconmendations
at that time.

WFO subsequently advised that certified copies of
the copyright application for the Kloran had been found for
a registration in the year 1957, but a copy of the publication
had not been retained.
Subsequently, the Bureau advised that it felt that
an attempt to rove a violation of the Copyright Statute in
order for to sue SHELTON .for infringement of the copyright
was not worth the effort and, therefore, no further action was
taken in this regard.
PROGRMI IN REGARD TO WIDOW'S
BENEVOLENT FUND, UKA
In this connection Charlotte has in its attacks
against stressed his failure to account for monies which
he has received through collections at rallies, through the
sale of Klan books, records, and other paraphernalia, and his
failure to account for the money contributed to the Widow's
Benevolent Fund. Charlotte has also utilized in its attacks
against f his notorious failure to furnish any information
concerning the number of members in the Fund, all of whom are
required to pay an assessment upon the death of a member.
Upon the death of a member the beneficiary is paid $99S.95.
These attacks and the. publication of the turmoil
1\ v in the Klan concerning ) failure to account for monics
have drawn this to the attention of State author ities .ith
such frequency that it has now resulted in the State Insurance
Department making an inquiry into this Klan insurance program.

This development will be utilized by Charlotte in
further Counterintelligence action to ferment the dissension
already existing within the Klan by pointing out that
act of turning over the above books and records will reveai
the identities of Klansmen throughout the State. Charlotte
is following this inquiry by the State and will seize upon
every opport',ity to further Klan disruption.
PROGRAM CONCERNING BELMONT RIFLE AND PISTOL CLUB
BELMONT, N. C., KLAVERN, UKA
By separate communication the Bureau has been
advised of Charlotte's success in this program which evolved
from information indicating that members'of the Belmont, N. C.,
Klavern of UKA were trying to form a chapter of the National
Rifle Association. This information was furnished to the
Bureau by LHM and was subsequently called to the attention of
the Army and the National Rifle Association, and in accordance
with Bureau instructions a letter was forwarded to the President
of the National Rifle Association pointing out this situation.
This action resulted in the National Rifle Association
withdrawing its support from this group and resulted in its
. refusing to grant a charter for a chapter of the National Rifle
Asscmiation to the Belmonc Klavern.
PROGRAM TO PUBLICIZE KLAN ACTS OF VIOLENCE
Charlotte has previously advised the Bureau
concerning friendly Press contacts who have afforded
considerable press coverage to Klan acts of violence and

suequent investigation by this office and local authorities
resulted in admissions
concerning two cross burnings in uar or t, a. C., on 12 30/66.
Upon interview these individuals named five others who were
involved.
In April, 1967 :ere tried
in local Charlotte court and found guilty and sentenced to
serve a term of one year. On 6/30/67, the other five individuals
named by them during interview were tried and found guilty by
jury following which they were sentenced to serve a term of
18 months each.
These seven convictions in State court resulted
directly from the information furnished by these two informants
and subsequent investigation by SA As a result of
this activity considerablepress activity and reporting was
I ,developed which worked to the great detrJi.ent of the Klan in
the Charlotte area, as well as the Klan's reputation throughout
the State.

-and requiring that a group qualifying as an insurance company
would have to abide by the rules governing an insurance
company. Under the present setup, if a group pays a bene-I ficiary $500 or more, this group is required to abide by the
I rules as set forth by the insurance commission. As this legis-
la ition was being discussed, one of the legislators brought up
the matter concerning the Widow's Benevolent Fund of the Klan
r ~ and it thereafter became a "hot potato." Probably because of
the Klan's Widow's Benevolent Fund, the Elks' efforts to
I increase the limit from $500 to $1500 has been defeated.

ready and would be there 6/23/67.
On 6/23/67 agreed to let the
Insurance Ccmmission count the nucter cz mrcmbership cards,
see the bank accounts and to check the books. They stated they
would refuse to let the Insurance Commission look at the front-
I -  of the membership cards. They did not havo the cards with
thdm.
On 6/27/61 brought all the records of the
Wido"'s Benevolent Funa to the Insurance Comnission except the

the payments made to the Widow's Benevolent Fund by each unit,
but does not list persons making the paynents, only the total
amount paid by each unit to this fund. The records did reflect
that there were 1,300 to 1,400 members.

CONCERNING ABOVE
In connection with possible counterintelligence
activity relating to the Widow's jEnevolent Fund, Charlotte
requbsts Bureau approval of the following counterintelligence
activity which will be utilized to further the dissension in
the Klan in North Carolina, with the ilti.ate air. being the

Cha n'nte feels it would be advantageous to prepare
a le-ter over signature directed to all units in
:.North Carolina, pointing out tht under North Carolina Law
the Klan will henceforth be able to pay only $500 to thb
beneficiary of a member of the Widow's Benevolent Fund. As
the Bureau is aware, prior to the investigation by the
Insurance Commission. the beneficiary was paid $995.95 and
uponthe death of a member, each member was assessed $1.
Logically, it would seem that if the benefit is to
oe reduced by one-half, the amount of the assessment should
iLiso be reduced by one-half; therefore, since the Insurancet I omnission's rules limit the amount to $500, it would seem
the assessment should be reduced to $.E0.

the State of North Carolin: is forcing him to reduce thebenefit to a naxinum of $500, but he has not as yet made
any ove or indication that he is reducing the amount of the
assessment from S1.
h t te believes that a letter typical of those
put out by .n the past should be sent to all Klansmen in
the State to z c effect that the assessment will not be reduced
and in fact may be increased due to possible increases in the
cost of handling records which may have to be kept to comply
with the State law. It is felt that such a letter properly
prepared would sow further discord by havina the members
believe that even though they would refeive only half of their
original benefit, the assessment will not be reduced and in fact
may be_increased.
If the Bureau approves such coun.-;i telligerce reasurej
Charlotte will prepare such a letter over - signature
and mail it to all units in the State of North Carolina. As
the Bureau is aware, Charlotte has secured complete mailing
list for all units in North Carolina.

Klanspcople and their invited guest. PLACE--Farmers Warehouse No. .1
on Highway #117, north of Goldsboro, beside the Hobbs Stock yard.
TIME-- Thursday night April 13, 1967 at 8:00 P.M. Mr. Shelton will
be at this mc.ting and the three Rallies that week-end, April 14,
Elizabeth City, April 15, Chocowenity, April 16, Boxchel. Lets all
turn out for these Rallies in clean, pressed robes or uniforms and
show Mr. Shelton that we are behind him 1007O.
Any Unit that .would like to have a sign in your town, we have a
Klansman who will paint it for you. If you will erect the sigr and

Ler-me take this opportunity to thank the Klanspeople in the Congressional Dis-
trict for the help and co-operation we have received during the first half of Rally
season. As you know we start back down thur the Congressional District the 21st of
this month. If you are going to have a Rally in your District, please get your lease-
in so we can get your posters out. If you want a Rally and you didn't receive one,
your Titan will see that you get one during the week. If we have to, we can Rally
every night till the first snow. Titan will be available for all Units at the State
Meeting.
The State Office will be closed for about a week as we are taking the books to
Alabama for year-end audit. If you have any trouble get in touch with your Titan as
will stay in contact with them.
Attention all Klansladies: We are going to have a State Meeting for you this
year. Your Unit must be in good standing in this office thru June or you will not be
allowed to attend this meeting. You must have a paid-up card to get in the door.
SThere will be NO EXCEPTIONS. You will receive a letter letting you know how many re-
presentatives from each unit will be allowed.
We have had two Klansmen to pass away since the last letter. Both men were mem-
bers in good standing in the W.B.F. The 24th was Eddie Medlin from Brenn, N. C.,
SUnit #107. Thie 25th was Jesse Milliken from Ramseur, N. C. Unit #121. Both will be
greatly missed by all. Also a great Klansrman passed away from Mt. Airy, Unit #176.
This man was not a member of W.B.F., alot of you will remember him, he made many
j Rallies all over the State and was well thought of by all. He was J. T. Jessup. On
June 25th, we held a Rally for his Unit, beside his home. He had worked and planned
for this Rally for some months. It was a great success. On the 29th of June he came
in off a run on a motor line and had a heart attact and passed away. He leaves a
. wife and six children. Our thoughts and prayers are with these families in their hcj:
of sorrow.
Syble and I would like to thank the Klanspeople for the heartiful gifts and sin-
-.t core good wishes we received at the house warming. Anyone who could not come that d.,
is welcome at anytime. As we have told you many times our door is always open to the
fine Klanspeople and the Coffee Pot is always on.

In --nection with the Klan's Legal Defense Fund,
Charlotte would pizpose for the Bureau's consideration that a
:.letter be prepared unde r signature worded in such amanner that it would appear to be a demand stating that each
S.- member be assessed a certain amount of money in order to defray
i the legal expenses involved in the defense of these 12 Klansmen.
Depending upon the circumstances at the time the letter is
prepared the amount should appear to be exorbitant.
-I Following this request for an exorbitant amount
the letter would set out that those members who failed to
comply with the request would be cut off from any possible
future assistance of a legal nature from the Klan organization.
Such a letter could be worded in such a manner to leaveinferences which would be wholly distaisteful to the average
Klansman.
It is felt that such a letter making such a demand
and worded in an irritating manner would have a considerable
disruptive effect on the Klan membership in general and at the
same time place 4 in an untenable defensive position.
This operation could then be evaluated and subsequentletters on various subjects could fre, time to time be prepared
to the further consternation of cad the Klan leadership
in general.

from all N. C. Units and it is known that some units have notyet selected delegates; they will do so during the current week
It will not be possible to send such a letter directly to thedelegates themselves, even if Charlotte should learn of their
identities, because this is information that would not logically
be available on such short notice to the officials of NIC.
The mailing list available to Charlotte, to which
past NIC letters have been sent, comprises leaders of localunits, and in some cases just the Post Office Box of the units.
For such a letter to come to the attention of the members,
including the delegates, it must be mailed in time for the
Secretary or other official to receive the letter, and bring
it up at the next meeting of the Klnvern. Most such meetings
are held in the early part of the week, .nd arythling received
in their local mail later than August 28 will most probably
S- not come to their attention before the delegates leave on
September 1 for the Tuscaloosa National Klonvccation.

Unit have been to the effect that continued publicity of this
type will play a large part in breakin, up the Klan and
increasing the problems for the Klan attendance wise and
recruiting wise.
This has: had an appreciable effect since the last

abundant information showing W.as primarily responsible
for the demise of many units. Tis report shows that in
recent months in N. C., 29 men's units and 4 ladies' units
have become completely defunct; 5 men's units are now
totally inactive; and 7 men's units and 4 ladies' auxiliaries-
have disaffiliated with UKA. Since preparation of the report
commenced, several additional UKA klaverns and ladies
auxiliaries have become defunct and.inactive.

Many units are no longer sending dues to

have decreased drastical y during 1967 as compared with
precedirn years. In 19i5, an average of 1880 people attended
each rally held and an average of $229 was collected at each
rally. In 1966, an average of 617 people attended each rally
and $129 Was collected. So far in 1967, an average of 307
people attended each rally and $71 has b-en collected on an
average.
The rallies are not being supported by Klan
I: members or the general public as they have been in the past.

in Rowan and Cabarrus Counties, North Carolina, who wore

Salisbury, N. C., beginning on January 8, 1968. This trial

Klansmen are convicted, it will be necessary to raise
additional fund3 for their appeal and if they are convicted,

Funds which will further alienate Klansanen. However, if
the twelve Klansmen are fouhdnbot guilty Pwill
undoubtedly capitalize on this situation by claiming that
it w:as through his efforts that they were acquited and
will thereby gain some support.

Set forth below is current information regarding the
counterintelligence program being directed toward UiA in the
Charlotte Division:

By airtel dated 11/15/67, the Bureau disagreed with
this recor.:nmendation and instructed Charlotte to continue efforts
to removy The Charlotte Office was instructed rnish
elections in February, 1968.
The proposals of the Charlotte Office were submitted
to the Bureau by airtel dated 11/28/67, and the Bureau concurred
with these recommendations by airtel d~tid 12/7/67. In accordance

ese articles were furnished the Bureau by airtel dated
12/49/67. In that airtel, the Bureau was advised that in orderto obtain maximum results from these newspaper articles, efforts
were being made to obtain 100 copies of each issue to be mailed
to units throughout .the state. Only 50 copies of each issuewere available. These have been obtained and are being mailed
on or about 1/3/S6, to 5C units throughout the state. These!,:, units -wo c' oselected on the basis of in:c::ation indicating
those which e not totally opposed o : or totally committed

widows to be paid : 1,000 each. To date, no inforinmation has been
received indicating that any payments have been made.
Information furnished concering apparent
discrepancies in the fund was incluc:U in tihe articles mentioned
above. The lack of accounting for monies collected for the fund
has been the topic of considerable discussion in many klaverns
throughout the state.

This is to advise tha
"The Charlotte Observer," a daily Charlotte, North Carolina, newspaper,
has contacted defendant ttorney in Charlotte, North Carolina, and
requested to interview defendan land his wife the last week of June,
I 1968, in preparation for a feature article concerning the United Klans of
America and ca tioned case. s working in collaboration with
Cor Charlotte Observer, in preparation
or tus arcle or r les. ur Charlotte Office has advised that
t-v: s been extremely cooperative in the past in writing feature
articles concerning the United Klans of America which have been favorable /
to the FBI.
This is the case involving widespread racial violence in
Rowan and Cabarrus Counties, North Carolina. Bureau Agents airesteci
twelve Klansmen on Federal Civil Rights charges on 7/18/67. Trial
commenced 1/8/68 in United States District Court, Salisbury,
North Carolina. One defendant died during tli trial, the court acquitted
another defendant, one defendant Ientered guilty plea, and
on 1/19/68 the jury acquitted eight defendants. The jury was unable to
reach a verdict concerning the twelfth defendant and dhe Department has
dismissed the indictment concering him. On 5/21/68, United States
District Judge placed defendan i ihree years probation as a result
of his previous plea of guilty. All prosecutive action has been completed.

In referenced letter, it was pointed out that as of
2/4/66, there were 150 units of UKA in North Carolina, and as
of 4/1/68, there were only 82 r:en's u:its rtanining.
At the present time, UJKA in ..orth Carolina has only
69 men's units, a decrease of 13 units in the past three months.
as These 69 units have a total gross memr-bership -of 2,611 and a
total paid-up membership of 1,813. An average of 1,011 members
attend weekly meetings. This is compared ;it:> the totil gro;ss
membership of 9,600 two years ago.
Recently, indicated that each rally
held by UKA costs th kian $70 and that collections at these
rallies were not covering even the expense of holding the
rally. In 1965, the klan averaged collecting $229 per rally.
In 1966, the average amount collected at each rally was $129
per rally. In 1967, this amount had declined to naproximately
$70 per rally and at the present time an even smaller amrount
is being collected at each rally. In addition, rallies are not
being held as frequently as in previous years.
ADVERSE PUBLICITY
In May, 1968, following the conclusion of the trial
of the 12 lansmen a Jly, 1967, in Rowan and Cabarrus
Counties, N. C., or the "Salisbury Post",

Som---of the infcrmation furnir ied by various sources
as set forth above and from general information received from
informants throughout the state, there can be no doubt that
UKA is in dire financial straits and the membership iFs ec _iing

of the kian, S is harassed and is no longer receiving*1 sufficient funds to operate the klan as in the past and there
is no reason to believe that this trend will not continue.
Every opportunity will be taken to contribute to the decline
of the UKA.

PUBLICITY
By communications dated 7/2/68 and 7/12/68, the
Bureau was advised of articles being planned by reporters
of the "Charlotte Observer" concerning the Klan. With
Bureau authority, Agents of the Charlotte Office discussed
the plan wit'. these reporters and the articles. appeared in
the 7/21,2223/68 issues of -the "Charlotte Observer". Copies
of the articles were furnished the Bureau by letter dated
7/26/68, and subsequently the Bureau was advised of the
beneficial results .of these articles.
GENERAL INFORMATION
In July 1968, To UKA in
North Carolina, met on txo occasions wifh members of the
State Board of UKA and on both occasions advised that the
state organization owed approximately $15,000. He claimed
that UKA owed him $12,000 for one year's salary which he
had not received. Also, that the Klan attorney who represented
the Klansmen at the trial in Salisbury in January 1968, is
owed S1,000.and that the Klan still owes for printing work done.

within a 90 day period. Recently, it was learned that only
11 men's Units and 7 or 8 ladies auxiliaries had paid the
assessment.
The Charlotte Office feels that this is a very
desirable situation. Pressure will be applied by n
those Units which do not contribute the $100. Many Units
do not have $100 to contribute. Undoubtedly a great nui-m.)er
will not pay the assessment. Undoubtedly a number of these
Units will be dropped -from UKA or will voluntarily discontinue
affiliation with UKA.
The current estimated active membership of UKA in
North Carolina is 949, which would mean that the state office
is receivine less than $500 per month fro::: dues. The salary
oll l is $1,200 per month; the telephone

$300 per month. Obviously 1 cannot continue to operate
the Klan as he has in the pas.t with the limited amount of
