For information of offices having received no prior
ilnformation concerning the matter set forth below, ROBERT M.
SHELTON, Imperial Wizard, United Klans of America, Inc., Knights
of the Ku Klux Klan (:SKA), utilizes a Wide Area Telephone Service
(WATS), to contact Klan subordinates, etc., throughout the
United States. Information was also received which indicated
SHELTON had conspired to defraud the telephone company', by uti-
lizing his WATS line in a manner to keep Klan expenses down.
There was a question as to whether SHELTON's use of WATS line
was in violation of Title 18, Section 1343, United States Code
(ITSP -FRAUD BY WnRLi.
Miam.::i presented the above 'mentioned facts to United
States Attorney Miami, who advised such was not a violation of
the above section. Miami, with Bureau authority, confidentially
furr,ish"-J the Southern Dell Telephone and Telegraph Company
information indicating SHELTON was defrauding that company,
by the misuse c! his WATS line.

of the invcstigation in Alabana concerning SHELTON's WATS tele-

activities against SHELTON's Wide Area Telephone Service.

regard to this information, other than as specifically re-
quested.

exploit this situation. A suggested letter is as follows:
"Birmingham, Alabama
"Something has been bothering me for several months.
It just isn't right and I think you should know about
it. I have wanted to talk with you about it but
don't feel real safe in doing that. Every time I
see you, there are others close around and I don't
vwant to take a chance.
Y"On at least eit different occasions, since you
er nd after you had
made a talk at some Klan activity I have. heard some
of your so-called friends and brothers make slurring
remarks about the way you had talked and how you had
acted. I know that some of these even profess to be
your friends and yet they talk about you always
prenc.ing and not even doing a good job of that
accor'ing too the!m. Some of them even say that the
only reason you are doing what you are doing is
because you like the publicity and as some of them
say it is an zcasy way for you to make "some quick
bucks." I think you are doing a good job and
ought to have the backing of all of us but I just
want you to know that there are a lot-of members
that .Xoould do anything to hurt you or to make you
a real goat if it would serve their purpose or gain
them anything.

you are but I just will mention that some of them

critical of the Klan, appeared in "The News Tribune," Fort
Pierce, Florida, on 1/29/67. This airtel and copy of the
article are filed as BH 157-835-336.
Birr.inhtan is herewith enclosing a Xerox copy of
the above-described newspaper article for the Bureau's
assistance in mak,.ng a decision concerning Birmingham's
request -n this matter.
Birmingiham feels that the publication of the above
article served a very useful purpose as far as the FBI and

UN'ITED KLANS OF AMERICA, INC.,
KNIGIiTS OF TiHE KU KLUX KL.AN (UKA)
rccords of Superior Court of Fulton County,
Georgia, reflect that this Klan organization was granted
r+' a corporate charter on February 21, 1961, at Atlanta,
Georgia, under the name United Klans, Knights of the Ku
Klux Klan of America, Inc.
A source advised on February 27, 1961, that
United Klans was formed as a result of a split in U. S.
Klans, 'Knights of the Ku Klux Klan, Inc. According to
the source, the split resulted from a leadership dispute
and United Klans has the same aims and objectives as the
parent group. These are the promotion of Americanism,
white supremacy, and segregation of the races.
The first source and a second source advised in
July, 1961, that United Klans, Knights of the Ku Klux Klan
of Amnrica inc., merged with Alabama Knights, Knights of
the Ku Klux Elan. The merged organization established
hendquarters in Suite 401, Alston Building, Tuscaloosa,
Alabama. (The organization is directed by ROBERT SHELTON,
Impeript izard. and is the dominant Klan group in the
South, with units in several southern states.)
Secondi source advised that at a meeting in
Frattville, .3rb;im.n, on October 22, 1961; the U. S. Klans,
Knirhtl of thr Ku Klux Klan, merged with the United Klans
of Aterica, Inc., Knights of the Ku Klux Klan.
Third source advised on May 25, 1966, that the
.UA is currently an active organization, with Klaverns in
several.states:. This source said that ROBERT M. SHELTON
is the i:mpril "Wizard of this organization and was elected
to this posi !ion on September 5, 1964, at a National
Klonvoc.t ion in Birmingham, Alabama. Source stated that
durinug .pril. 396G, the national office was moved from
SuiteGil, .lston Building, Tuscaloosa, Alabama, to the
barport of SA;l:LTON's residence. #18 Lake Sherwood, Star
Route, Northport, Alabama, which space he had converted
into a room.

actually utilized such a recording device in order that a

device" in his possession which allows him to ascertain the

a message not to exceed 30 seconds in duration can be left

At the appropriate time or times in the future, Birmingham
plans further use of such calls in appropriate situations
with Bureau approval and the Bureau will be contacted con-
cerning same in all such cases. .

As" thu Bureau is aware, Southern Bell Telephone
and Telegraph Company is aware of a possibility that SHELTON
may now or in the past may have been misusing his Wats tele-
phone service. At present, Birmingham does not have any
informationr to the effect that the Southern Bell Telephone
and Telegraph Company is planning any move against SHELTON
in the form:: of a civil suit; however, Birmingham feels7,that
it is in a position to be apprised of any such contemplated
or specific action taken by the Telephone Company due<to the
fact that above -eribed is an SAC Contact of

In February, 1967, the Miami Office enclosed for
t h .re.u and Sirminghan copies of a newspaper editorial '
critical of the Klan. This article appeared in "The hews:..
Tribu;:e," FL. Pierce, Florida, on 1/29/67. On 2/14/67,
Dirm;inha.: ;-eque sted Bureau authority to contact certain
Sselected f licialj of leading newspapers in the Birmingham
D Divsu, c this situation and this counterintelligence

lIn cbruary, 1967, Birmingham also suggested to

eived Xerox copy of an article derogatory to the Klan
from the Tampa FLI Office. This article appeared in the
"Taa.npa Times" of Xampa, Florida, under date of 2/11/67.
A Xerox copy of this article was furnished to the Bureau
with thc( request that the Birmingham Office be allowed to
contact certain trusted news media in order to get such
sources to either publish the article or write similar: '' '

On two different dates in March, 1967, Birmingham

The Birmingham Office is also definitely of theopinion that the proper use of anonymous telephone callson a selective basis to certain UKA leaders and for activemembers can be, and in the past has been, used successfully ,
by the Eirmingham Office. At the appropriate timeor7 .-

calls in appropriate situations with Bureau approval and
the Bureau will be contacted concerning same in all suchcases.
(2) Pending Counterintelligence Action:
During March, 19G7, Birmingham made availableto various FBI Field Offices having an interest in thismatter inforLation relative to telephone calls reportedly..placed b; ROBERT M. SHELTON, Imperial Wizard, UKA, Inc.,
KYKCK, which telephone calls were reportedly placed duringthe period 12/3-31/66. During the current reporting
period, various field offices have had this information
availa l: for use in regard to captioned matter andother cases pending and/or of interest to their particularSoffices. It is believed that some of the information madeava:Lablc in the LL:! submitted by Birmingham to the Bureau.

.officials of loading newspapers in the Birmingham Office
on a highly confidential basis.
During April, 1967, the Birmingham office alsomade available to certain selected officials of leading
newspapers of the Birmingham Division area copies of
another crticle highly critical of the Klan. Prior
fureau authoritj was also obtained in regard to this
ituation and as the Bureau is aware, the article involved

50 copies each of two cartoons requested by Birmingham.
The Sureau's enclosure letter granted Birminghamauthority to anonymou,ly mail these cartoons to selected
UcA mjmbers. Birmingham, at various times, and from
diff'creut locations within the Birmingham Division has
mAled socme of thtse cartoons to various UKA members
c;id/or r.ficia-. The mailing of these cartoons has
be'n carried out over a period of time and only a very
s: nll number of the cartoons have been mailed from
any one mailing station and only a few cartoons have
been mailed on the same date.
By letter dated 4/20/67, the Bureau authorized
the Birningha office to make a pretext telephone call
to the-residence of ROBERT SHELTON, Kmperial Wizard oftLe U A. Dirminglam, by letter dated 3/29/67, had

Birrsingha;m continues to feel that the mailingof cartoons, anonymous untraceable cards, leaflets andsimilar type literature to known Klansmen can serve asa very imp:ortant disruptive action in the Counterintelli-gence Frogram. The Birmingham Office is also definitelyof the opinion that the proper use of anonymous telephonecalls on a selcctive basis to certain UKA leaders and foractive me:oe1trs can be, and in the pastias been, usedsuccesfully by the Birmingham Office. to publicize SIEL' ON's intention to administer sodiumpentothal to various Klansmen, it is felt that following this.publicity discreet contacts could possibly be made with thestate medical boards in the various areas involved todetermine the possibility of the various.s.tate medical boardspublicly taking tbh position that a physician administeringsodium pentothal under the circumstances and for the purposesadvocated by SHELTON would be guilty of an unethical practiceof medicine. The Birmingham Office has,suggested that we makeavailabie to some syndicated columnipt information indicating
that the United Klans of America, Inc., Knights of the Ku.Klux Klan (UKA), has set up a group known as the; ction By
Citizens Committee to promote George C. Wallace, former
Governor of Alabama, for President. It is recommended that /this suggestion not be approved. ,
The UKA is the foremost klan organization in thecountry. Through the Action By Citizens Committee it ispromoting the cru)aign of former Governor Wallace. To date,
this Action By Citizens Committee is not publicly known asa klan-supported organization. We have developed considerableinformation regarding the klan support of this organization
and have disseminated this data to interested agencies.
The UKA magazine "The Fiery Cross" openly espousesthe campaign of former Governor Wallace and one of the recenteditions of this magazine advertises various items favorableto the Wallace campaign such as bumper plates, stickers,decals, buttons, books, and pamphlets.-, /?/

was published by the Imperial Office of the UKA. This
Neewsletter set forth information as to the steps beings,
taken by the Imperial Office of the UKA to raise funds.::

I) To contact some selected official of the *1North Careoina ljghway Patrol, or other proper North
Crolina nv cinforcement official, on a highly confidential
basis and furnish him a copy of the above described "Fiery
Cross."
2) To point out to this official that SEXTON's
photograph appears on Page 2 of the above described "Fiery
Cross" ani that SEXTON was present and participated in
the incident in North Carolina and that SEXTON's gun was
taken ui on this occasion, but that he had gotten away
without biing identified or arrested. It is believed
probable tat SETO:N's photograph may be identified by
thw North Carolina arresting officers as one of the leaders
