NOTE: in recent days, several communications have been received
at FBIHQ asking for immediate FBI investigation into unspecified
violations of civil rights of minority race members of United Farm
Workers in Coachella Valley, California. Alleged violations are
purportedly as a result of a labor dispute that has been going on
in the area for almost ten years involving organizing efforts of the
teamsters and the United Farm Workers. Our present interesb¥n--1,
this matter is strictly limited to determining the validity of the alleged
Civil Rights violations. We are closely coordinating with the Civil
Rights Division. Offices involved have been responding to FBIHQ initiated inquiries but are expanding the matter beyond the area M4
immediate interest by advising that, "the matter  labor disputehrlil

named defendants in a $32,025,000 lawsuit filed in Superior
4 Court, Indie, by the UFW on April 2?, 1973.
The lawsuit alleged that the defendants "maliciously
and without justification, entered into a conspiracy and
systemized campaign of terrorism, intimidation, threats,
assaults, batteries and coercion to forcefully prevent"
the UFW "from exercising their Constitutional rights of

According to an article on Page 1 of the
Coachella Valley Sun, Coachella, Ca1ifornia,,paptioned
"Senate Investigators BEHVeTNeSEitFi1ed in crane
strike", in its issue dated Hay 3, 1973, a five man
investigating team from the United States Senate Labor
Committee arrived in the Ceachella Valley to leek into
the dispute. They left the valley after about threedays of questioning officials of both unions, workerslk
and growers. According to this article, Gene Hittlenan,
Republican Minority Counsel for the Community, commented
that the investigation was at its beginning, not_the end
and reports of their findings were not appropriate yet.

On June M, 1973, the actual_picking of the
grapes began and the UFM had 50% pickets on the line
while the Teamsters fielded 90 Teamster guards which they
said had been brought in to protect the farm workers from
the UFW pickets. At the height of the strike the UFN
had in excess of 1,000 pickets on the picket line and the
Teamsters had as many as 250 to 350 Guards. By Court order,
the UFU pickets were instructed not to form their picket line
closer than 60 feet from the growers property line and the
Teamsters were to stay behind the property line. RCSO deputies
iyere stationed in between the two factions. uring the
week of June h - 9, 1973, rumors circulated on the picket
line that meetings in progress between George Meaney of
AFL-CIO and Frank Fitzsimmons were being held to mediate
the strike. Other rumors were that the AFL-CIO was .

On June 20, 1973, a UFW force of 950 pickets
moved into the small community of Mecca, California, _
located south of Indie, sealing off the town by blocking
roads and harassing the grape workers in their vehicles
and homes. This activity prevented workers from going
to work for a period of time. &#39;I
In connection with this incident efforts were

fillipino farm workers were the primary target.
92 In 1965, the AWOC conducted a small strike of
92 fillipino workers and some Mexican laborers at Arvin,

In 1966 and 1967 many growers of farm produce
signed labor contracts with the UFWOC, which contracts
are expiring in 1973. The UFWOC had previously concentrated
their organizing activity toward the hand laborers,
grape pickers and like. The teamsters union, for several
years, have already organized farm workers in agricultural
enterprises orientated towards cybernization, the combination
of man and machine utilized in agricultural products,
such as truck drivers, other equipment operators and
produce packing sheds.
The teamsters union previously had supported
the UTWOC with men and money until about three years
ago. During the past two or three years the teamsters
and UTHOC, since changed to the United Farm Workers Union&#39;
 UFUU!, have become involved in jurisdictional disputes
with the teamsters claiming the UFWU have attempted to &#39;
sign contracts with packing shed and cybernetic orientated
agricultural activity, which was already organized under
the teamsters. The UFHU have claimed teamster organizing
activity among field laborers.
The growers claim the UFHU has not been
sufficiently organized with hiring halls, and could not
and did not furnish the necessary labor manpower to the
growers when neded.
The teamsters have begun signing contracts with
growers, claiming they are sufficiently organized to
furnish the necessary labor supply to growers.

August 14, 1968, and as of 2:00 p.m., August 14, approx-
imately 25 pickets including Chavez remained at the
police station.
Chief stated he had learned that Chavez  &_7!©
appeared on an unanown television station in Los Angeles,
California, during the evening of August 13, 1968, at which
time he made the announcement he had requested Attorney
General Ramsey Clark to furnish a sufficient number of United
States Marshals to police the pro osed Labor Day UFFOC Paradeat Delano, California. Chiefhstated Chavez had pre- L!D&#39;JjC!
viously applied for a parade permit through the City of
Delano in connection with the contemplated UFEOC parade, to
consist of 25,000 to 30,000 union members and sympathizers
on September 2, 1968. This permit was denied by the City
of Delano merely because they did not feel his Department
could safely cope with the proposed number of participants
in the parade due to the limited manpower situation on his
forces. He said circumstances indicate that the above men-
tioned picketing was planned in advance in view of Chavez&#39;s
appearance on television in Los Angeles, California.
Chief  stated there has been no violence Llhlo
involved and he expects none at this time.

On August 15, 1958,  seine 0T1!California Police Department zDPD$ advised fhgt the picketing
of the DFD by members of the United Farm Workers Organizing
Committee of Delano continued until night of August 14, 1968,
with union members shouting, playing lend nusic and at times
becoming quite belligerent. The picketing resumed at 7:00 a.m.
on August 15, 1968, with approximately 100 persons participating,
however, shortly before 9:30 a.m. all pickets left to attend
a Congressional hearing_being held at Delano igh school re-
ne the living conditions of th farm workers.qggofz! &said the only violence occurred on the evening o
August 14, 1968, then an elderly woman was struck by a rock
which was thrown from the area of the pieyet line,

Fresno, California, telephonically contacted the Bakersfield,

Kern County Sheriff&#39;s Office, Delano, and the California High-
way Patrol, Bakersfield, Qalifornia, which covers the Delano
area, revealed no information reported concerning the incident
described by Hr. Boulger with he exception that on the nightof August 14, 1968, an * requested of the Delano
Police Department that her resi ence be patrolled because of
some problems with her boy friend and Hr. Boulger was so ed-
vised.

My office has received a request concerning the
ispute between the%ni1eQ_[arm Horkers_ni0n and the
eamsters-Growers in California
Hay I express my opinion that the potential for -
violence inherent in such a situation should be con-
tained with a minimum of disruption to the free exercisof the civil rights of the individuals involved. Yet, 92
by the same token, positive steps should be taken to
assume that the rights of the parties are not being
infringed upon by the other parties.
Ihe picture in this morning&#39;s issue of the E
-Hashington Post indicates that violence is taking _ n
place in the Coachella Valley. Such conduct most gs
certainly has a chilling eifeet upon the exercise of ;; ?*freedom of speech by those involved. sf! .
On behalf of my constituents who have expressed I
their concern, I am requesting that you exercise your
