according to Bureau security regulations at which time hefurnished the following information: " B -
went to the Abraham l LincolnBrigade recruiting office on East Second St., about
193 or 1937. There were many people p how werereceiving physicals and signing papersnwqsigned apaper which he believes was an applicat on or a passport
He was reiected for some technicality and he left this
signed paper at the ALB headquarters. He never again saw
this paper and never received a passport. He did notgoto Spain at that time and has never taken any foreign
travel except for military service. 0 _
refused to furnish anyinformation concerning the technicality for which he H
was refused membership in the ALB. He stated neither
of his brothers followed him to the ALB headquarters.
He stated he does not see how the information about his
failure to beet the standards of the ALB can be of any
value to the FBI. Intensive interview on this point did

and that the new green! passports given to holders of
valid red! passports were issued without regard to passport
number. That is, if a holder had old red! passport number
123456, issued 12/1/39, originally valid to 12/1/41, and he
presented it for renewal on 11/1/41, he would have been
issued a new green! passport, valid for the remainder of the
initial validity period of his old red! passport. At the time
of issuance of this new replacement passport, no regard

numbers of passports are changed every time there is a change
in the Secretary of State. With the succession of a new
appointment to that office, the passport numbers start again

were issued at different dates, under different regimes of
Secretaries of State.

deposited shortly after their issue, The checks from

General of the United States and fined $3,000.00. ABEL was
arrested by Immigration and Naturalization Service INS! in
New York City on June 21, 1957 on a charge of illegally entering
the United States. At the time of this arrest he had in his -
effects $M,OO0.00 in twenty-dollar bills in a brown zipper brief-
case. This money was wrapped in brown wrapping paper and fastened
with scotch tape. A photograph of a man and a woman was tucked
under one flap of this package so that the corner of the photo-
graph just barely showed. 0n the back of the womanis photograph
was the notation "How are Joann's murders?". It was signed
SHIRLEY. On the back of the man's photograph was the notation

He said that though COHEN was always friendly, he
was not known to belong to any political party. He said
that as far as he was concerned, COHEN was always for the
underdog. He said he would always argue on any matter and
arguavigorously but never lost a friend because of the
