LEE FAYE MACK, self described as advisor to the Winston-
Salem, North Carolina, BPP Chapter, is employed as Neighborhood
Coordinator in the Planned Variations Section of Winston-Salem,I North Carolina, Model Cities Program. MACK was appointed to this
position by the mayor of Winston-Salem. The Node Cities
Program is Federally funded; however, the exact amount of
Federal funds available in the Winston-Salem, N.C., area is I
unknown at the present time. Mrs. MACK does not hold a decision-
making position regarding how funds are spent within the program,
and there is no indication at this time of BPP efforts to subver
I the activities of the Model Cities Program or to control its
funds. I

The following is a summary of BPP activities in the
Charlotte Division:
The Survival Day Rally sponsored by the Winston-SalemBPP held on l2/l7/72, was the principal activity of the party @
during the month of December, 972. The rally was held at Winston-
Salem, N.C. and was attended by approximately 700 persons, a ;turn out well above the anticipated figure. As a result, the
rally was very disorganized. Various items of clothing were given
away free, approximately 250 sickle cell anemia shots were given
and almost 100 persons were registered to vote. Sources reported!
how the party gave away almost everything it had at the rally and
is now broke again and in dire need of_funds. At the conclusion
of the rally, a brief slide show was presented by the Panthersduring which numerous photographs of the Winston-Salem area compading
the downtown renewal program of a new Federal Bilding, new city
hall, new bank building, etc., against the background of the
decaying ghetto. The Panthers attempted to dramatize the point -
that the ruling class is spending all of the mone for the ruling?class and nothing for the people who really need help.
As previously indicated, JULIUS WHITE CORNELL, JR.,returned to Winston-Sa em, N.C., from Oakland, California, some- 7
time during the middle of December, 1972. CORNELL, who has
the title of Captain of Defense with the Winston-Salem Panthers, 1
was assisting the BPP in Oakland with the political campaign
in that city. 92
BPP member RANDOLPH JENNINGS remains in North Carolina ,
State Prison, Raleigh, North Carolina, following his convictionon assault charges. JENNINGS is a member of the "High Point 3",
three BPP members from High Point, North Carolina, w o were 92
convicted on this same charge. The other two Panthers have been
released on appeal bond. The Winst0nSalem Chapter is continuing
in its efforts to raise enough money to cover JENNINGS bond.

the trial of BPP members LARRY LITTLE, GKADY FULLER, and JULLUS92 WHLTE CORNELL, JR. has been Eostponed until the next term of
court in Winston~Salem, Nort Carolina, comencing in January,
92 1973. FULLER is charged with larceny and two counts of assault
on an officer and LITTLE and CORNELL are charged with being
accessories after the fact of a felony.
On l/3/73, Solicitor FRANK J. YEAGER, Forsyth County
Prosecutor's Office, Winston-Salem, North Carolina, advised
that the trial of thezbove three BPP members has again been
postponed until 3/19/73. Reason for the postponement is the _short term of court in January, 1973, and the anticipated lengthy

throw of the United States Government.

WinstonSalem, N. C., continued to pperate principally
from their headquarters at 1333 North Patterson Avenue,
Winston-Salem, N. C. The BPP also rents two apartments
in Winston-Salem, N. C., which are used as pads by BPP
members. These apartments are located at 411 Fourteenth
St., WinstonSa1em, N. C., which is one block from BPP
Headquarters.

EXTREMIST MATTERS
By teletype dated November 17, l972, to which an
informative note was attached, the Charlotte Division advised
of the fact that the WinstonSalem, North Carolina, Chapter
°f the EFF
This Chapter has a history of violence and confrontation
with police. The leaders are currently awaiting trial on local
charges and have indicated that violence will occur prior to
the local trial scheduled for December 4 1972 Local author-
ities have been advised of these threats.
Additional information has been developed by our
informants indicating that leaders of this BPP Chapter have
surveilled our Agents for the purpose of determining their
activities and recently visited the Federal Building for the
purpose of pinpointing our office and a Federal Courtroom

WADDELL was a member of the Winston Salem BPP for a short time
» prior to his arrest for Armed Robbery in High Point, N. C.
On 1/20/72, WADDELL was convicted of Armed Robbery and sentenced 1
to 15-20 years imprisonment. WADDELL was confined to Central 92
while confined to Central Prison, WADDELL died of a heart attack.
Subsequently, the BPP attempted to make an issue of his death,contending that WADDELL was in excellent health when he entered
prison an that his death was a result of the treatment he
received while in prison.

I As previously indicated, JULIUS WHITE CORNELL, JR.
I is in Oakland, California, aiding with the political camaign
in that city. Three other Winston-Salem BPP members are
also currently in Oakland, California, for training. The
nature of this training is unknown at the present time.
I BPP member RANDOLPH JEN -S remains North
* Carolina State Prison, Raleigh, N. C., following his
conviction on assault charges. JENNINGS is a member of the
so called "High Point 3", three Black Panther Party members
from High Point, N. C., who were convicted on this same
I charge. The other two BPP members have been released on
92 appeal bond. The NinstonSalem Chapter is continuing in
its efforts to raise enough money to cover JENNINGS bond.

Headquarters of the North Carolina chapter of the
Black Panther Party BPP! is located at 1333 North
Patterson Avenue, Winston-Salem, N. C., and is
under the leadership of LARRY DONNELL LITTLE,
Field Lieutenant. Information concerning pads,
community activity, public appearances, BPP
fortifications, finances, and travel of BPP members
set out in this report. The North Carolina
Supreme Court reversed Superior Court judges
ruling on selection of jurors and ruled BPP leaders
stand trial on charges of assault and theft of a
truck load of meat. Two other BPP members released
on appeal bond from North Carolina State Prison,
Raleigh, North Carolina. BPP member JOSEPH E.
WADDELL died of heart attack 6/l3/72, North
Carolina Central Prison, Raleigh, North Carolina.
Information received latter part of 9/72, that
WinstonSa1em, N. C., members possess rifles and
pistols at BPP Headquarters and in houses in close
proximity of BPP Headquarters.

organization started in Oakland, California, in
December, 1966. It advocates the use of guns and

The above headquarters is located in a two story
frame house situated in a predominantly black residential
neighborhood. The house was purchased under a 1ease;purchase
agreement in the name of HAZEL LEE MACK and LEE FAYE MACK
1 with an initial down payment of $500 and monthly rent of
$100 per month to be applied to the purchase price of the
house at the end of 5 years. The total purchase price for

Captain of Defense, is still at Black Panther Party Headquarters
in Oakland, California. Source now reports that CORNELL will
remain in Oakland until sometime next year. Information
previously furnished indicated that CORNELL might return to
Winston-Salem, North Carolina, in the near future; however,

LARRY LITTLE returned from BPP Head uarters,Oakland, California, on June 6, 1972, and immediately
assumed command of the North Carolina BPP chapter. LITTLE
spent approximately six months in Oakland for training.

During March, 1972, the BPP chapter was forced
to close their location at 400A Loflin Street, High Point,
North Carolina, due to lack of funds to pay the back rent.
The two or three members residing in High Point were moved
to BPP Headquarters in Winston-Salem.
Durin September, the BPP moved from itsrpartments at l3%6-A Underwood Avenue and 210 East léth
Street, both Winston-Salem, North Carolina. In place of
these two apartments, the BPP is now renting two apartments
in the name of RUSSELL and MARY McDONALD at All 14th Street,
WinstonSalem, North Carolina, which is one block from BPP
Headquarters.

a. Free breakfast for children program
This program has been operated sporadically since
September, 1971, at BPP Headquarters, 1333 North Patterson
Street, Winston-Salem, North Carolina. The program is
operated under the direction of MARY McDONALD and feeds an
average of 8 to 10 children each day when operating. This
program is used as a basis for soliciting donations from
local merchants and achieving local support from the
community. It ceased operation at the close of school
May, 1972, and has not started again since.
b. Free pest control program
This program has been in effect since January,
1972 and is administered by GRADYFULLER and RUSSELL McDONALD

This progr was launched under the direction
of BPP member BEATRICE FULTON and scheduled its first 1. ,
distribution of free c othing on March 18, 1972. FULTON
and GRADY FULLER have been contacting residents and merchants
soliciting donations of new and used clothes. The program
functions on a limited basis and clothing is distributed
whenever it is obtained.
2. Training Programs
Periodic training sessions and educational classes
are held at BPP Headquarters on Wednesday evenings.
These classes are open to prospective members as
well as regular members and class discussions are usually
directed by one of the officers of the chapter.

to operate each Saturday afternoon and is attended by
approximately eight school age children who receive free

1. July 22, 1972, demonstration, Capital grounds,
Raleigh, North Carolina. _-
On July 22, 1972, between 75 and 100 black persons
commenced a march from the campus of Shaw University,
Raleigh, North Carolina, a predominantly black school. The
march began at approximately 10 A.M., and in accordance with
their parade permit to demonstrate, the demonstrators marched
from Shaw University to the North Carolina State Capitol
Building, a distance of five blocks. A speakers platform
with a microphone had been previously set up on the capitol

The BPP held a rally at the Kimberly Housing
Project in Winston-Salem, Nort Carolina, at approximately
5 PM on July 30, 1972. There were approximately 2,600
people in attendance at the rally and the BPP gave away
about 1,000 bags of groceries which had been previously
solicited from local merchants. During the course of the
rally BPP members gave free sickle cell anemia tests to
approximately 800 people and approximately 500 persons
were registered to vote.

During the rally it was announced that those
persons in attendance could obtain free children's tennis
shoes at BPP headquarters 1333 North Patterson Avenue,Winston-Salem, North Carolina, under the BPP's free
clothing program.

None of the above speakers made any commentsregarding confrontations with the Eolice and followedthe opening line of LARRY LITTLE a out working within
the political system. There were no weapons in evidence
among the BPP members present and the gathering was very
peaceful. The crowd dispersed at approximately
8 PM after the supply of free food had been exhausted.

Superior Court Jud e JAMES M. LONG, ForsythCounty Superior Court, granteg motions of defense attorneys
and quashed outstanding indictments against BPP leaders
LARRY LITTLE, JULIUS CORNELL and GRADY FULLER. Judge
LONG's ruling resulted from defense's claim that jury lists
for Forsyth County jury members were improperly drawn as
they did not contain either eighteenyear olds or an
appropriate percentage of blacks. -
Judge LONG's ruling barred scheduled trial o
LITTLE, JULIUS CORNELL, and GRADY FULLER, who had been
indicted on charges steming from the theft of a meat truck
and the subsequent shootout with police officers at BPP
Headquarters at the time of their arrests. GRADY FULLER
was indicted on two counts of assault on police officers
and one count of theft of the truck load of meat. LARRY LITTLE
and JULIUS CORNELL were each charged with being an accessory
after the fact of the meat theft. _
On April 17, 1972, Solicitor FRANK J. YEAGER,
Winston-Salem, North C rolina, advised that as a result of
his appeal the North Carolina Supreme Court reversed Su eriorCourt Judge LONG's ruling and ruled that the North Carolina
statutory plan for selection and drawing of jurors is
constitutional and provides a jury system free of discrimina-
tion. Mr. YEAGER stated barring further appeal, LARRY LITTLE,
JULIUS CORNELL and GRADY FULLER would again be scheduled
for trial on the previous charges. Mr. YEAGER pointed out,
however, he anticipates defense attorneys for the three
BPP members will appeal ruling to the United States Supreme
Court. New trial date for the three BPP members has not
been fixed as yet.
During September, 1972, a second member of the
"High Point 3Q three members of the BPP from High Point,
North Carolina, who were convicted on assault charges, was
released on appeal bond from North Carolina State Prison,

May 27, 1950, Forsyth County, North Carolina, FBI Number
Q25-683 H, died June 13, 1972 in Central Prison. Dr.
R. PAGE HUDSON, Chief Medical Examiner for the State of
North Carolina, advised that NADDELL apparently died of
severe heart disease. WADDELL's body was moved from
Central Prison to Wake Memorial Hospital in Raleigh, North
Carolina, where an autopsy was performed. Dr. JAMES R.
EDWARDS, M. D., Pathologist, performed an autopsy on
June lh, 1972, and established cause of death in preliminary
findings as severe heart disease.
WADDELL was a member of the North Carolina
Chapter of the Black Panther Party for a short time prior
to his arrest for armed robbery in High Point, North
Carolina. On January 20, 1971, NADDELL was convicted of
armed robbery and sentenced to 15-20 years imprisonment.
NADDELL was confined to Central Prison, Raleigh, North

LARRY LITTLE, head of the Winston-Salem Chapter
of the Black Panther Party, attempted to make HADDELL's
death an issue in the black comunity. BPP members claimed
NADDELL was in excellent health and that the prison's
claim that NADDELL died of a heart attack was very questionable.
LARRY LITT E contac ed American Civil Liberties Unionattorneys OSEPH HZTIEGER of Fayetteville, North Carolina,and JERRY AUL of rham, North Carolina, to inquire into
this inciuent with prison authorities. Both TIEGER and
PAUL have represented BPP members in the past. LITTLE talked
about heading a delegation of BPP members and proceedingto Raleigh, North Carolina, to demand a hearing with the
warden o Central Prison regarding the circustances of
NADDELL's death.

On June 20, 1972, information was received that
as of that date, 210 East Fourteenth Street, Winston-Salem,
North Carolina, was occupied by a member of the BPP Chapter
at Winston-Salem. As of that date this residence contained
no fortifications or protective devices.
On June 12 and 26, 1972, information was
received that BPP Headquarters located at 1333 NorthPatterson Avenue, had no fortifications or Erotective '
devices at this address. No weapons were 0 served in BPP
Headquarters and no material was Observed that could be,
capable of being utilized-to manufacture explosive devices
or incendiary devices. A member of the BPP Chapter acts
as the Officer of the Day and stays in BPP Headquarters
at all times; however, this duty officer is unarmed. Also,
there was no indication of any escape tunnels being present
in any of the above three locations.

at BPP Headquarters, 1333 North Patterson Avenue, Winston-Salem
North Carolina. Other weapons are stored in houses in
close proximity to BPP Headquarters. The intent of BPP is
unknown as no discussions have been held regarding any
specific assignments which would require the use of weapons.
The BPP recently received correspondence from
the National Headquarters at Oakland, California, which
instructed the local party to defend the Headquarters
at all costs. The local party was admonished for allowing
police officers to search the Headquarters last year and
directed the locals never to allow this to happen again.
Discussions have recently been held at the BPP
Headquarters at NinstonSalem regarding the possibility of
instituting a firearms training program; however, there wasno indication that this program would be established in the
near future as no concrete proposals were made nor was there
any indication that additional discussions would be held in
this regard.

Resident Agency is located and where the FBI cars are parked.
This unknown member of the BPP also wishes to observe the
FBI Agents who work at the Winston-Salem Resident Agency.
The purpose of this planned observation is unknown.
LARRY LITTLE, leader of the BPP in Winston-Salem,
North Carolina, is of the opinion that in order for the
party to be successful it must have the support of the black
community. A show of force and firepower would not help
them improve their image at this time. '

I. FINANCES
The principal source of income for the North
Carolina BPP chapter is through the sale of the Black
Panther weekly newspaper published by the BPP. The chapter
receives approximately 4-10,000 copies of the BPP newspaper
each month which are sent by air freight from the printer
in New York City.
The newspaper sells for 25 cents each and half
of the proceeds from newspaper sales is forwarded to BPP
Headquarters in Oakland, California.
The BPP also supplements its income by soliciting
donations for the various programs as well as for bond
money and legal defense money for its various members who
have been prosecuted or are awaiting prosecution.
The BPP operates on a cash basis and a cash box
is maintained at BPP Headquarters under the control of
LARRY LITTLE.
Members of the BPP are unemployed and devote
their full time to their BPP activities which includes
extensive travel throughout North Carolina selling the BPP
newspapers.

since its inception. There have been no known defections
from this chapter to the ELDRIDGE CLEAVER faction of the

The 4,000 copies of the BPP newspaper represent
a continuing decrease in the number of BPP newspapers ordered
or received by the chapter. Sources report that more than half
of these newspapers were sold during the last weekend.of 9/72
in various cities throughout the State of North Carolina, with
almost twenty different individuals doing the selling. The
success achieved during this weekend is attributed to the fact
that the BPP paid everyone's expenses.
' During 9/72, a second member of the "High Point 3,"
three members of the BPP from High Point, N. C., who were convi
on assault charges, was released on appeal bond from North
Carolina State Prison, Raleigh, N. C. LARRY MEDLEY joined
BRADFORD LILLEY in obtaining his temporary freedom by posting
bond pending appeal of the charges against him. RANDOLPH
JENNINGS is the third member who remains in North Carolina Stat
Prison.
The month of 9/72 saw very little public activity on
the part of the Winston-Salem, N. C., BPP Chapter. A Survival
Day Program was planned for the weekend of 9/23-24/72, but this
program did not materialize. Insufficient funds was the reason
for the program not being held. However, sources report that
the BPP is planning another Survival Day Program for some time
during the middle of 12/72, possibly l2/17/72, to be held at
Winston-Salem, N. C. The Party is anticipating giving away
5,000 bags of groceries and has given consideration to getting
ANGELA DAVIS pas a speaker for that day, however, it has been
determined that the chapter could not afford to pay DAVIS the
exorbitant fee she supposedly is asking.

continues to follow HUEY P. NEWTON.

The following is a summary of BPP activities in the
Charlotte Division:
During the month of September, 1972, activities ofthe Winston-Salem, North Carolina, BPP Chapter were relativelyquiet. Another Survival Day Program was p anned for the
weekend of September 23-24, 1972, at_Winston-Salem, but thisprogram-did not materialize as the BPP members did not receivethe necessary community support to carry through with theprogram. A general loack of interest in the b ack comunity -
coupled with insufficient donations of food and money were the
reasons for the failure of the September Survival Day Program.
