Air Lines, Hartsfield International Airport, Atlanta, Georgia,@gF*
advised that he recalls during January, 1979, there.had 65¢,
been considerable concern over some missing luggage, as
well as a saddle which had been shipped by the Libyan -
Ambassador SHALLOUF. He stated that there had apparently
been a mix-up or delay of some nature in the luggage being
transferred from British Airways at Gatwick Airport onto
Delta Air Lines. -
advised that the luggage including the - A
saddle "Surfaced" some three or four weeks after the 57¢;
' first notification of it being missing the early part 01
January, 1979. Advised that he was contacted by the Delta
Air Freight Service in Atlanta inquiring as to whether or
not they were a A

q, stated that during January of 1979, he was contactedby Georgia State Senator HUDGINS who was in the company of 'an Ambassador SHALLOUF from Libya at HIA concerning luggagethey had missing during their overseas flight. He recallsthat HUDGINS subsequently took him to one side and informedhim that they needed to locate the luggage quickly as thatin one of the boxes was a "handmade silver laden saddle"that SHALLOUF was bringing back to "Mr. CARTER"_and that it
was engraved and had his name on it. HUDGINS further added
that SHAL as bringing it as a gift for "him" from hiscountry. w stated that he infonned HUDGINS thatthey gave the same expedite service to all their passengers
thatfhe subsequently had anotheremployee completed-the necessary informationto fill ou t e mishandled baggage record form.

He stated that when the saddle was eventually
located by air freight service, he is quite sure that it
was turned over to United States Customs. He advised that
to his knowledge there was no handling of the saddle atHIA and that it would have come through Dulles in Washington,
D.C. He added that he does not know if the saddle even came

discussions among the group that made the trip pertaining
to the aircraft. Hudgins stated that the only other
time he recalls that this matter ever came up again was
sometime after they had retur ed to the United States and he cannot recall whether this was before the Libyan
Delegation paid their visit to Atlanta or after!. On
an occasion he had to travel to Americus, Georgia, from
his home in.Co1umbus, Georgia, to pick up a car and while
there as he usually does, stopped off at the Best Western
Motel on the outskirts of Américus, where he encountered
Billy Carter, Randy Coleman, Tom Jordan, Murry, who
runs the motel, and an individual by the name of Chipcus
Phonetic! whom Hudgins said he bnly knew as beingis
someone in Americus, Georgia, who he believes was a '
registered alien that ran a liquor business and an import]
export business in Americus. He advised that he was
seated with this group and they were all discussing
business in general when he or someone in the.group inquired
as to whether anything was ever going to come of thisLibyan deal or has anything come 0f_it;yet; Hudgins * .
stated that he is quite sure that it was Jordan who at i
that time stated that "If we could get those aircraft we
could" and to his recollection that was the end of the _
discussion pertaining to that matter. y
Hudgins added that as he had stated before that
it has been his purpose in going to Libya to see if
possibly there could be any business dealings and for
that matter he recalls that Leonard Long, who owns the
Darlington Apartments in Atlanta, Georgia, was making a
Strong effort to sell those apartments to the Libyans.
Hudgins stated that inasmuch as he himself is in the
real estate business, he would have even expected part of
the commission for that, inasmuch as he is a businessman.He added that to his knowledge nothing has evezécome ofthat and that he himself has had no business d _lings

Gambrell stated that with regards to any document
pertaining to a Libyan-Arab-Georgia Friendship Society" he ~~
recalls that either the day before or the day of the reception >-
for the Libyans Georgia State Senator Floyd Hudgins of Columbus,'
Georgia, and an individual whose name he does not recall but was" ,
apparently connected with the Libyan Delegation appeared at his -
office and informed him that they wished to form some type of
an association which was not made clear to him but which he . -
understood was to have been symbolic of friendship between Libya
and a group of individuals in Georgia. Gambrell stated that
he informed Hudgins and his associate that not being familiar
enough with what exactly they had in mind and not knowing whom ~

drawn up on an attorney client basis but again was merely
given to them as a courtesy to assist them in what he under-
stood was to be the furtherance of the cultural exchange and
good will between the group in Georgia and the Libyan Dele'
gation.
Gambrell stated that he has not seen nor heard any-
thing about that particular matter since that time and does
not know whether any such type of organization or society
was actually formed or who or if the particular statement he
gave Hudgins was signed. He added that Carter to his recol-
lection never discussed the matter with him after that period
of time. '
Gambrell again stated that he at no time ever drew
up any corporation papers or any other such documents pertaining
to Carter or other Georgians and the Libyan Delegation. He
did state that if by chance there had been a copy kept of the
paragraph which he gave to-Hudgins in his office he would be
more than willing to furnish same to the Federal Bureau of

BILLY CARTER requesting him WISE! to advise the President of

through him BILLY CARTER! from American citizens.
WISE continued that he had no independent recollection of
having received a phone call from BILLY CARTER in August or 1
September, 1978, during which CARTER requested_information on _

BILLY CARTER to any official in the United States Department of

to Lockheed aircraft and C-130's in particular, he .
recalls that this matter did come up while he was on the
Libyan trip during 1978 with Billy Carter and others.
He stated that this occurred during a cocktail party in
the yard of the American Legation or Embassy in Libya
and that there was a small group standing together himself
included along with Billy Carter and Carter's friend '
Randy Coleman. An individual whose name he does not recall
although is quite sure was a Libyan Official was standing
talking to them when he made a remark which Hudgins felt .
was directed to Billy to the effect that "If you'really,
wanted to help Georgia" or thq economy in Georgia or ,_something to that effect, "Then you can get our?airplanes_,delivered that we have bought and paid for that are ~ _sitting on the runway at Lockheed Aircraft1inqMarigtta,g§{¢
Georgia." Hudgins stated that he then asked the individual
why they meaning the Libyans! could not get the airplanesand the individual replied something to the effect that§§,the United States had an arms embargo and that the aircraftcould possibly be considered arms gd not cargo transports.Hudgins stated that the conversati continued briefly g
along that line-when the individual then made the remark*
that "We" or "Our government" whichever it was, would
be willing to pay a commission to get those planes deliveredHudgins stated that to his recollection there was no
response to that by any of his group and that he Hudgins!
at that time then turned and left the group because as
he stated he knew this was a "no no" that they were discussingand he wanted nothing toldo with it.

part of July, 1978, during a well publicized softball game
in Plains, Georgia, he met with Georgia State Senator Floyd
Hudgins, Tom Jordan, Mario Leanza and Gabriel Shalouf, the
Libyan Ambassador to Italy at Carter's filling station in _
Plains. The meeting was arranged by Randy Coleman, a friend
and former employee of Carter's with Senator Hudgins. Carter"
said he knew Hudgins slightly and did not particularly like-
him, but as Hudgins was pressing for the meeting, he finally
agreed. It was his impression that the purpose of the meeting _
as to discuss Libyan trade. Carter said that he;was deeply involved in the.softball game when the group arrived.¢ Thereafter,,

to accept the invitation and due to the press of business
he thanked the group, said he would think about the invitation
and excused himself to prepare for a trip to Louisville,
Kentucky where he had a speaking engagement. Carter stated
-" that in extending the invitation, no restrictions were placed
__ on him or the group or who would be invited on the trip.
Nothing was said regarding Jewish participation. He knew,
however, that he was being invited only because he is the
_ President's brother, although, he did not know what, if' anything, was expected of him.

Carter stated in reference to accusations which
have appeared in the press, that he is anti-Semitic, that
at the time of the meeting, he knew very little about Libya
and its problems. However, he has for several years prior
to his gontact with the Libyans, felt that the.Zionist o
have been able to dominate the news media and in fact he "
does regard himself as an anti-Zionist. He stated, however,
that he Eves not mean to say he is antiJewish. He referred
to the kidnapping, trial and execution of Adolph Eichmann
by Israeli agents as an example of Zionist acts of illegality
which in his opinion made the Zionists about
the Nazis whom they wished to prosecute. He
that his mother, Lillian Carter, has a first

. Carter stated that in August, 1978, Senator Hudgins
and Tom Jordan placed a number of telephone calls to Carter =
which were handled by;Randy Colemanxand the purpose of- ,r-r-

Libya. At the time of the calls, Carter hadnot decided
to accept the invitations; however, in view of the fact
that it was to be an all expense paid trip, he did accept
the invitation. On the day of departure from Americus,I
Georgia, his son drove him to Columbus, Georgia, from Columbus -v;
he rode with Coleman and State Senator Henry Russell in 1
Senator Hudgins' car which Hudgins drove to Atlanta. In
Atlanta, they took a flight to New York with Ambassador
Shalouf, Mario Leanza and Tom Jordan. Don Carter, whom
he advised was no relation to him, of the University of '
Georgia, Department of Foreign Affairs was invited on the
trip, but had to cancel out and Carter invited Randy Coleman
to go in his place. Don Carter, according to Billy Carter,
was an authority on Libya and had provided Billy with a
large volume of information about Libya from the_Department
of Public Affairs at the University of Georgia. In addition,

Atlanta accompanied the group. In New York they met Mr.Long's son who joined the party and thereafter they flew_from New York to Rome, Italy. They spent 2 days in Romewhere they stayed at the Rome Hilton. In Rome they took _the usual tours of the Vatican and the Coloseum and had <3dinner with Shalouf at the hotel. On the second evening,they had dinner at Ambassador Shalouf's home.
The following day they made the short flight ~to Tripoli where a reception was given in their honor byShahati and Thomas Eagleton, the American Charge d'Affaires.They brought with them a fairly large supply of whiskey, "ahtough Carter firmly denied the allegation that severalprostitutes also accompanied the group. While in Tripoli,the group stayed at the Beach Hotel. That night they had tidinner with the Libyan Minister of Agriculture at a;hote1,7§Possibly the Grand. » ' 1; "- ~ £.¢'

Shortly after his return to Georgia, an articleappeared in Jack Anderson's column which he felt was veryunfair to himself and the Libyan people and which relatedT to the aircraft. Thereafter he placed a telephone callto Phil Wise whom he characterized as a-right hand manto the President and whose office opened onto the ovaloffice. The purpose of this call to Wise was to requestinformation on the Libyan aircraft purchases. Accordingto Carter, Wise told him he would have someone return thecall and shortly thereafter he received a telephone callfrom an official whose name he cannot now recall, however,- he does recall that the official was from the Department
of State. ' _
Carter stated that in Libya each American wasgiven a white envelope containing Libyan currency._ Carter i' said he received 200 dinars or about $260 which presumably- ' was to be used for.incidenta1 purchases. ,On the last day,he asked Randy Co1eman'to donate~the'mon¬y?t0=the American M1-School in Tripoli for the purchase of a new copy of theKoran. He further stated that he was presented with a giftof a horse saddle which was leather and covered with a heavy 'cloth containing silver threads woven into its fabric.~ g L xxHe stated that when the saddle arrived in Atlanta, he paid

Subsequently, Carter learned that a Libyan delegationwas due to arrive in the U.S. in January, 1979 on a fourcity tour including Houston, Texas, San Francisco, California,New York City, New York and a city in Louisiana, the name~ of which he cannot now recall. Carter understood the purposeof the trip was to establish a trade mission in the U.S.and he felt it would be appropriate to invite the Libyandelegation to Atlanta, Georgia. On advice of his counsel,David Gambrell of Americus, Georgia, Carter wrote a letterrequesting authority from the State Department to invite ._aj;the delegation to Atlanta. invitation was granted and the invitation was extended.
Carter stated that the delegation of about 30 members arrived
during the week of January 8, 1979. When the Libyan delegation
was in Georgia, some members including Mr. Shahati stayed Y
at Carter's residence. In this connection, the Billy.Carter
family was presented with several gifts including four gold
bracelets for his daughters, a large silver and bronze serving
tray for his wife and a scimitar for his son .' 1
Carter stated he had no knowledge of a "gold"
saddle reportedly intended for President Carter.
Carter further stated that he asked Randy Coleman
and his son-in-law, Mark Fuller, to assist with setting
up the reception for the Libyans in Atlanta. He said the _$6,000 to $7,000 advance money for this project came out i
of his own pocket and that he was not reimbursed for this .
expense, although he has tried to get the money from Hudgins
and Jordan.

stated he and others signed a membership document for the
Libyan-Arab-Georgia Friendship Society although he cannot x
now recall if this is the correct name of the society. '
Carter maintained that the signing was only a formality
as the organization was never established. He said he was
very embarrassed by the lack of interest and outright rejecti
of the visiting group by the Mayor of Atlanta who had earlier
agreed to present Shahati with a key to the city, but
later backed out and the Lieutenant Governor who had agreed
to have the group appear before a special session of the.
State Senate, but who later adjourned the Senate, making
the appearance impossible. '
Carter was then asked if he, directly or through
any other person, attempted to influence the disposition »
of the aircraft purchased by the Libyans, but for which -5

He responded by first asking if the question was intended
to include contacts which he may have had with his mother,
Lillian Carter, or his brother, President Carter. .He was
told that they were included. He then completed his reply
by stating that he refused to answer the question becausehe felt what he may have said to his mother or brother-wasnot the Government's business. The question was'then-restated;
excluding his mother and brother from-"any other person",
however, he still refused to answer the question stating
that although he does not admit making any such contacts
directly or through anyone else, he still believes whether
he did or not is not the Government's business.

He left from Atlanta on the 25th of August, 1979 and stayed
about one month. Five people accompanied Randy Coleman
and himself. They were Jimmy Murry, owner of the Best Western
. Motel in Americus, Georgia and his wife; Clarence Gibbons,
a CBS Cameraman working out of Atlanta and his wife; and
Norman Mallard, a Western Electric official in Atlanta,,
Georgia. In addition, his son, Buddy Carter and his wife
V also went on the trip. They flew by Sabena Airlines from
_New York to Brussels to Rome and from Rome they took Libyan
Airlines to Bengasi, Libya. The other visitors stayed about
l0 days, his wife stayed 2 weeks and Billy stayed about
one month. He had hoped to see Quaddafi, but was told he
was with his troops in the desert. '
Carter attended the parade commemorating the 10th
anniversary of Quaddafi's rule. During his stay, he had -
discussions with Shahati on 7 or 8 occasions, but always . 4
in the presence of another person. There were no discussions
