Details: In 2004, in order to determine if FBI -San Diego
subject MOHDAR ABDULLAH's immigration cell mates'
allegations that ABDULLAH had advance knowledge of 9/11, FBI -LA
began reviewing ABDULLAH's connections in Los Angeles, because
1) it was known that he had driven 9/11 hijacker's Khaled
AL-MIHDHAR and Nawaf AL -HAZMI (American Airlines #77 that crashed
into the Pentagon) to Los Angeles on 06/09/2000 and 2) AL -MIHDHAR's
and ALHAZMI's whereabouts in Los Angeles for a two week period
between 01/15/2000 and 02/04/2000 were still unknown. The purpose
of the investigation was to ident ify and to identify individuals
connected to ABDULLAH may have assisted AL -MIHDHAR and AL -HAZMI
in Los Angeles. The investigation was documented in
, PENTTBOM LEADS AND RELATED INVESTIGATION;

During the investiga tion, FBI -LA identified video
surveillance footage from Los Angeles International Airport (LAX)
security cameras for 06/10/2000. The video surveillance footage
is believed to show ABDULLAH and AL -HAZMI walking with AL -MIHDHAR
at LAX before AL -MIHDHAR's re turn trip to Yemen to visit his
family. More importantly, this footage also shows one additional
unknown male subject (UNSUB) who appears to be accompanying
ABDULLAH, AL -HAZMI and AL -MIHDHAR through LAX security. The
UNSUB appears to be holding a camera a nd may have been conducting
reconnaissance of LAX. To date, FBI -LA investigation has not
identified the UNSUB.

IMPORTANT DATES
05/2004 - While in ICE custody in San Dieg o, MOHDAR
ABDULLAH reportedly told cell mates that he had advance knowledge
of the 9/11 attacks and that he assisted the hijackers in Los
Angeles.
05/21/2004 - ABDULLAH was deported to Yemen .
06/2004 - Based on the recent reporting of ABDULLAH's
cell mates that he had advance knowledge of 9/11, FBI -LA began
reviewing prior interviews of ABDULLAH to corroborate ABDULLAH's
information and to identify ABDULLAH's associates in Los Angeles.
The prior interviews of ABDULLAH revealed that he drove
AL-MIHDHAR and AL -HAZMI from San Diego to L.A. in June 2000.
During the PENTTBOM investigation, FBI -LA obtained hotel
registration information at Deano's Motel in Culver City, CA that
reflected ABDULLAH 's vehicle information for 06/09/2000.
During June and July 2004, FBI -LA agents and TFOs
reviewed video tapes from various terminals at LAX trying to
corroborate ABDULLAH's statement that he had drove the hijackers
to LAX.
On 07/26/2004, the 06/ 10/2000 video tape depicting
ABDULLAH, AL -HAZMI, AL -MIHDHAR and the UNSUB was located. The
tape shows an individual entering the security check point with
the hijackers while holding what appears to be a video camera.
The UNSUB appears to be recording th e security check point area
at LAX.
07/27/2004 - FBI-LA (under ) submitted
a request to the FBI lab to have the LAX video enhanced.
07/28/2004 - FBI-LA and FBI -SD, in conjunction with
PENTTBOM, establish a "working group" meeting in order to
coordinate leads with the ABDULLAH investigation.
09/30/2004 - The FBI Lab provided inconclusive
results as to what the individual had in his hands.

RECOMMENDATIONS
FBI-LA recommends three courses of action in order to
identify the UNSUB depicted in the 06/10/2000 LAX Video. ABDULLAH is
the only individual in the investigation to date who can p otentially
identify the UNSUB. It is recommended a meeting take place with the
leadership of CTD, Office of Public Affairs, appropriate officials,
ADIC and SAC Los Angeles, SAC San Diego, LEGATs and members
of PENTTBOM, and respective ca se agents to discuss the options identified
below. Since the meeting in was over two months ago, it is requested
the suggested meeting occur before 05/25/2007.
1. US Government request to authorities to gain
access to ABDULL AH. This is the best, most direct option, to question
ABDULLAH about who the UNSUB is in the LAX Video. At this point in the
investigation, ABDULLAH is the only person who can identify the UNSUB.
However, the 9/11 Commission attempted to gain access to AB DULLAH in
but was denied. It is important to note that the 9/11 Commission
wrote their report before the LAX Video was discovered. It is unknown
if a high -level coordinated effort by FBIHQ and to pressure the
Government will result in gai ning access to ABDULLAH. A full briefing
on the LAX Video to the Authorities may assist in the importance
of this effort.
2. Coordinate with the SAC in San Diego to work an
operation with the San Diego Union Tribune reporter to gain more
information from her email contact with ABDULLAH . This option may
gain the information needed to determine the identity of the
UNSUB in the LAX Video but carries the obvious exposure to a
potential leak. However, a piece of information about the UNSUB

The investigation of the San Diego subjects commenced within
hours of Flight 77 crashing into the Pentagon, when a car was found parked
at the hourly lot in Dulles International Airport on 9/11/2001 that was
registered to NAWAF AL -HAZMI, one of the passengers on Flight 77. It was quickly
determined that the vehicle was registered by AL -HAZMI at
in Lemon Gr ove, a suburb of San Diego, California. Investigation by
San Diego FO found the building was owned by ABDUSSATTAR SHAIKH, who was renting
a room therein to OMER SALMAIN SALEH BAKARBASHAT (aka OMAR BAKARBASHAT), DOB
SSAN BAKARBASH AT, a foreign student from Yemen who
had dropped out of college and was out -of-status, admitted to associating with
AL-HAZMI and AL -MIHDHAR and was arrested as a and later deported
for immigration fraud. BAKARBASHAT further identified MIH DAR MOHA
AL-MIHDAR ZAID (aka MOHDAR MOHAMED ABDOULAH, aka MOHDAR ABDULLAH), DOB
as a close associate of AL -MIHDHAR and AL -HAZMI. ABDULLAH in turn admitted
meeting the hijackers at a San Diego mosque in early 2000, where OMAR AL -BAYOUMI
tasked ABDULLAH with acclimating them to the U.S. At the time, ABDULLAH was
residing at , La Mesa, another San Diego suburb, with
several others.
The hijackers were housed, through AL -BAYOUMI, at the Parkwood
Apartments, 6401 Mt. Ada Rd, , San Diego, CA 97111, just off Balboa
Avenue, in an apartment in the same complex where AL -BAYOUMI had been residing
with his wife and three children (in at 6333 Mount Ada Rd) since September
1999. AL -BAYOUMI was a Saudi national who entered the U.S. in 1993 on
, attending school in San Diego. He acted as manager/facilities supervisor
for the MASJID AL -MADINA AL -MUNAWAR MOSQUE, 511 Magnolia Ave. South, El Cajon,
California (aka the Kurdish Community I slamic Center, or KCIA), but claimed
on his rental paperwork at Parkwood to be a student supported by his family
( ).
As noted above, at AL -BAYOUMI's request, MOHDAR ABDULLAH helped
AL-HAZMI obtain a driver's license, a car, a Social Security number and
enrollment in a Florida flight training school and arranged local instruction
in English. ABDULLAH also accompanied AL -HAZMI on June 10, 2000 as he drove
KHALID AL -MIHDHAR to the Los Angeles International Airport (LAX) to catch a
flight to Muscat, Oman via Frankfurt, Germany, to visit his wife and new -born
daughter. AL -HAZMI then moved out of the Parkwood Apartments into the
afore-mentioned building owned by SHAIKH, which SHAIKH
claims the hijackers found via an ad he had placed at the Islamic Center of
San Diego ( ). AL-HAZMI and ABDULLAH continued
to maintain close contact, visiting each other, dining and even wo rking together
washing cars at a Texaco gas station at La Mesa, CA 91941.
BAKARBASHAT also worked at the same gas station. Soon after the arrival of
the eventual Flight 77 hijacker/ pilot, HANI HANJOUR, on 12/8/2000, AL -HAZMI
introduced H ANJOUR to ABDULLAH and the hijackers departed for La Mesa, Arizona
days after HANJOUR's San Diego arrival.

FBI Chicago (FBI CG)is looking at illegal drivers
licenses, for records of those carrying HAZMAT certifications.
FBI CG was notified by Delta Airlines that, during
a security sweep of a Delta aircraft in Frankfurt, Germany, a blade was discovered sewn into the headrest of a seat. Additionally, FBI CG was advised that a knife was located hidden under a seat in a Delta aircraft in Bombay, India. FBI CG is continuing liaison with Delta Airlines regarding these incidents, and to determine any similar incidents. Investigation continuing. Dallas Investigative Efforts:

one flight from Munich to Istanbul (Lufthansa) on 12/22/2000. FBI Dallas (FBI DL) is trying to identify as many flights as possible.

Miami has interviewed and polygraphed person who
reported on meeting MOHAMMED ATTA (AA Flt. #11) in 04/2000. She passed the polygraph. There is uncertainty on the date of the meeting, as ATTA reportedly entered the country in June. There is no paperwork regarding ATTA’s inquiry regarding loan to buy crop duster, because he did not fill out a loan application. There was also no surveillance camera. Individual who purchased crop duster had some associates present with him. Identified one(ph), who has commercial license and Federal
Aviation Administration (FAA) card. Miami has identified the Cessna bought by (ph). Aircraft has been located. Miami is working with FBI Jacksonville (FBI JK) on a list of crop dusters in Florida.
FBI Miami (FBI MM) received an anonymous call report
regarding an individual who works at the Miami Airport. On 12/13/2000, this individual was dressed as a pilot, although he is a maintenance worker. FBI MM has learned this individual is possibly, ...(ph). possesses a
certificate and has an airport pass. Investigation has determined that he was missing from work during 09/10-14/2001, and was at work 09/17-19/2001. FBI MM attempted to interview him, but could not locate him. According to FBI MM, comes up as a reference in a case regarding a Manila airline. Newark Investigative Efforts:

FBI Newark (FBI NK) has identified HANI HANJOUR and
NAWAF ALHAZMI (both AA Flt. #77) as the UNSUBS on the Dime savings Bank video in Totowa, NJ. The two were attempting to open an account and obtain a debit card.
FBI NK has identified KHALID ALMIDHAR (AA Flt. #77)
and SAEED ALGHAMDI (UA Flt. #93) as staying at the Holiday Inn in Totowa, NJ during 09/01/2001 to 09/02/2001. FBI NK continues to analyze the significance of this lead.
FBI NK has witnesses who placed ZIAD JARRAH (UA Flt.
#93) and MARWAN ALSHEEHI (UA Flt. #175) at MAS JID AL-SALAAM mosque in Jersey City. Similarly others such as and
were also seen at the mosque. A recent development identified
that also attended the mosque and had trained at the
Teterboro Airport where HANI HANJOUR (AA Flt. #77) and SAEED ALGHAMDI (UA Flt. #93) were seen. NASR will be served an arrest warrant for theft by the New Jersey State Police and interviewed.
FBI NK continues to track known financial records
from Dime Savings Bank, First Union, Hudson United Bank and Bank of New York for activities which may identify others yet not known to this investigation.
Newark continues its PEN on the home telephone and
cell phone of and is going to make a decision in 24
hours whether they will go further on the pen register. Subpoenas are outstanding for subscriber information. ’s E-mail records have not produced any substantive material at this time.
FBI NK identified all airport facilities associated
with agricultural and pesticide applications and pilots licensed to operate these aircrafts. FBI NK obtained cooperation from aircraft operators to disable their crafts so that they can not be used. As previously reported, OMAR AL-BAYOUMI is
currently in custody in England. One of the telephone numbers found in AL-BAYOUMI's possessions, following his apprehension, was a telephone number which comes back to MODHAR ABDULLAH. On 09/21/2001, ABDULLAH was arrested on a Material Witness Warrant. On 09/22/2001, searches were conducted of his residence and vehicle. A notebook, found in his vehicle, contained personal writings concerning terrorist attacks similar to those which took place on 09/11/2001. Investigation continuing.
MODHAR ABDULLAH was arrested on 09/21/2001 on a
Material Witness Warrant. On 09/22/2001 searches were conducted of his residence and vehicle. A notebook, found in his vehicle, contained personal writings concerning terrorist attacks similar to those which took place on 09/11/2001. The notebook is being sent back to the Lab at FBIHQ for analysis. San Diego has also requested the to review the notebook.
A box-cutter was found under seat of an AA Flight
#160 which flew from San Diego to JFK on 09/10/2001. The same plane flew back from JFK to San Diego on 09/10/2001 carrying Flight #127. On 09/11/2001 the same plane was scheduled to fly from San Diego to JFK carrying Flight #160, but it never left San Diego due to the airport closings. The plane was grounded in San Diego until 09/13/2001 when it flew to LAX without passengers. On 09/14/2001 it flew, without passengers, from LAX to AA's maintenance facility in Ft. Worth where it remains. On 09/17/2001 maintenance found the box-cutter under seat On 09/10/2001, seat Flight #160
(SD to JFK), was occupied by , one of the 13 Saudi
Arabian pilots previously reported on by San Diego. arrest warrant for a naturalized U.S. citizen
originally from who was previously interviewed and
polygraphed in relation to his name and phone number being found in NAWAF ALHAZMI's (AA Flt. #77) vehicle. On 09/23/2001 was arrested by the FBI for violating Title 18, USC 513 (Passing Forged Securities). could not provide an explanation as to why his phone number and name were written on a road
map of Washington, DC, found during a search of NAWAF AL HAMZI’s 1988 Toyota on 09/12/2001. said he had no Middle Eastern friends and speculated that the map and other personal papers may have been left in a vehicle that he donated to the Salvation Army in approximately 12/1999. His initial appearance is this afternoon. WFO conducted a consensual search of vehicle and attempted to interview wife, though a considerable language barrier existed. Nothing of significance was generated from either the search or interview.
Pen registers are being established on 's cell
phone and home phone. As of noon on 9/24 they were not up. WFO telephone
toll analysis has established a link through a common called number between AULAQI and OMAR AHED AL'BAYOUMI, the Saudi citizen arrested by the British in connection to the events on 09/11/2001. AL'BAYOUMI was associated with NAWAF ALHAZMI and KHALID ALMIDHAR (AA Flt. #77) through an apartment in San Diego for which he co-signed the lease.

2 During an interview of SOLIMAN in 10/2001, he advised that
he obtained his private pilot’s license at Caldwell Flight Academy,
located at t he Essex County Airport, NJ in 1997. His instructor was AHMED
ELASHMOUNY. ELASHMOUNY has several references in indices regarding a
case out of New York. This case involved the first WTC attack. Specific
information regarding the reference is kept in Ne w York. There were also
references to the current PENTTBOMB investigation.
SOLIMAN has not had contact with ELASHMOUNY since he finished
his private pilot’ s license in 1997. SOLIMAN believed that ELASHMOUNY
spent some time in jail for credit card fraud and believes he is living
in New York. SOLIMAN advised that ELASHMOUNY had been a flight attendant
instructor for Egypt Air prior to being a flight instructor .
After he obtained his private pilot’s license, SOLIMAN traveled
to Airman Flight School, Norman, Oklahoma, for his other ratings,
specifically his Instrument, Commercial, and Multi -Engine. SOLIMAN
recently finished his Certified Flight Instru ctor certification (CFI)
in the spring/summer of 2001 at Teterboro Airport, NJ.
rrived in the United States (U.S.), he first
lived at Paterson, NJ, with SOLIMAN
advised that the house was owned by the family. Which consists
of a group of brothers,
by Newark. This family has potential ties to
the hijackers and may be involved in document and credit card fraud.
While res iding in Paterson, SOLIMAN opened P.O. Box # Paterson, NJ,
and still utilizes the PO Box.
SOLIMAN advised that he obtained his undergraduate degree in
Egypt in photography and had worked for Egyptian TV prior to coming to
the U.S. He still d oes some freelance work for them. SOLIMAN served in
the Egyptian Military in 1995, and was assigned as a Peacekeeper in Bosnia.
He denies any foreign travel to or having contacts in Europe, Afghanistan,
Saudi Arabia, United Arab Emirates or Pakistan. SOLIM AN stated that his
only foreign travel was when he came to U.S. in 1997, with approximately
$14,000 for flight training. Upon completion of his training, SOLIMAN
went back to Egypt to obtain his Egyptian pilot’s license and returned
to the U.S. in 12/1999.
SOLIMAN’s parents and two brothers still reside in Egypt. One
brother drives tanks for the Egyptian Army, the other is an Agricultural
Engineer. SOLIMAN is whom he met in New York,
she is currently in
Throughout the interview, SOLIMAN did not appear to hide any
information and voluntarily provided information already known to the
FBI. He did not identify any of the photographs of the terrorists, nor
did he know of any planned att acks.

ties to terrorism were identified, however toll records were requested,
and were still pending.
Although SOLIMAN denied foreign contacts and travel, and denied
prior knowledge of terrorists or their activities, a review of toll records
from his residence possibly shows a connection between SOLIMAN and
past/present International Terrorism Investigations. It should be noted
that SOLIMAN’s roomate, yet to be identified, als o has access to the
telephone in the residence.
TELEPHONE ANALYSIS:
Telephone analysis of , subscribed to MOHAMED S.
SOLIMAN, of , Lodi, NJ., revealed numerous calls to Egypt,
Saudi Arabia, United Kingdom, Germany, Fr ance, and Italy. Furthermore,
a large number of calls have been placed to numerous locations throughout
the U.S., to include Oklahoma, California, Massachusetts, West Virginia,
Washington D.C., Virginia, and Niagra Falls, New York. In addition,
telephone a nalysis revealed calls to the United Arab Emirates Mission
in New York. Many of the phone numbers called have links to
The following telephone calls are of interest and possibly
link SOLIMAN to ongoing terrorist activities:
On 8/6/2001, at 3:46 P.M., SOLIMAN placed a ten minute call
to number 703 -671-4290. Subscribed to YOUNG CHOI, 6095 Belleview Dr,
Falls Church, VA. Telephone analysis of this number shows calls to Rakka
and Damascus, Syria; Afif, Saudi Arabia; All Points, Great Britain; and
multiple calls to Islamic education centers located throughout the U.S.
Through appropriate FBI databa se searches, it was revealed
that this number is associated with EYAD MAHMOUD MOHAMMED ALRABABAH,
DOB and These
individuals, located in New Jersey, are being investigated by the Newark
office under the PENT TBOMB investigation. It appears that several of
the hijackers, specifically HANI HANJOUR and NAWAF ALHAZMI may have stayed
at the Virginia address with ALRABABAH. ALRABABAH also provided the
hijackers transportation to Connecticut, and Patterson, New Jerse y, and
assisted them in obtaining identification. ALRABABAH and
have pending.
Telephone numbers obtained during a consent search of
ALRABABAH’s address book were reviewed. The numbers,

, a case which involved RESSAM, a member of a USAMA BIN
LADEN cell located in Montreal, Canada. RESSAM attempted to enter into
the United States from Canada with large amounts of explosives, and was
arrested by U S Customs.
SOLIMAN made eleven calls to telephone number ,
located in Morgantown, WV. These calls occurred from 07/29/2001 through
09/23/2001. Most of the calls occurred in September on 09/06/2001;
09/07/2001; 09/08/2001; 09/10/2001, and 09/23/2001.
SOLIMAN made three calls to number . This number
is subscribed to GENZYME INCORPORATED, CAMBRIDGE, Massachusetts. GENZYME
is a biotechnical company which studies rare diseases and genetic
disorders. The company does research with many organisms that are on
the National Watch List. Cambridge, MA is the location of the companies
import/export division. The company is owned by MEDIX BIOTECH INC.
