treated for liver disease and been accompanied by two sons or a son and a son -in-law.
noted that liver disease is a common aliment of Saudis, and many come to the
United States to be evaluated for transplant surgery. further stated that
many Saudi males drink illegally produced ethanol or “moonshine” liquor that is
surreptitiously produced. This consumption of ethanol causes many older Saudi males to
develop cirrhosis of the liver.

Westside Apartments required that tenants provide the names of
all occupants on the lease agreement. Additional occupants or
long term visitors were required to be added on a separate form.
None of the listed individuals were found on any lease r ecords
or on the records for apartments leased by AL THUMAIRY and FAISAL
AL MUHANA.

up the hijackers at Los Angeles International Airport (LAX)?
PRE-POLYGRAPH INTERVIEW
recalled that Abdullah told him he (Abdullah)
received a telephone call f rom someone outside the U.S. Abdullah was
told to pick -up an individual at a local mosque and take him to his home
and provide him with whatever he needed.
At first, Abdullah acted like he did not know anything
about the individual he was to pick -up. pursued the issue further
and Abdullah explained he (Abdullah) was a member of a group and when
a person is told to do something by the head of this group, the person
does it without question. Abdullah then said he was to pick -up the
individual, help hi m with whatever he needed to get him to his next phase
or destination. Abdullah recalled this destination as New York.
Abdullah told something big was going to happen, but he did not
discuss what it was or when it would occur.
Abdullah picked -up the individual at the mosque and let
him live at his place for several days (less than a week). The individual
had access to the computer and whatever else he needed. was under
the impression that Abdullah may have provided the individual with
documents to make him legal. Abdullah did this for people before he
was incarcerated and and Abdullah had discussed how Abdullah could
have helped get legal documents (greencard, social security card
etc.) had they known each other prior to their arre sts. Consequently,
when Abdullah told he provided the individual with everything he
needed, interpreted this to mean documents as well as food, lodging,
and transportation.
SA reviewed with the statement provid ed
to SA , San Diego Division, on 05/18/2004. Several
discrepancies between the statement and pre -polygraph interview
were noted. Specifically, did not recall saying Abdullah was to
pick-up an individual at the airport. m ay have inferred this because
someone coming from overseas to Los Angeles would have to travel by
aircraft. was certain that Abdullah picked -up an individual at
a local mosque. did not recall Abdullah saying the word "hijacker"
and Abdullah did not talk about a possible terrorist act other than to
say something big was going to happen. did not recall Abdullah
telling him there were two people to pick -up. The discussion was only
about one individual.

Details: In 2004, FBI Los Angeles began reviewing PENTTBOM
leads and related investigations. The purpose of the
investigation was to identify 9/11 hijacker's Khaled Al -Mihdar
(AL-MIHDHAR) and Nawaf Al -Hazmi's (AL -HAZMI)(American Airlines
#77 that crashed into the Pentagon) whereabouts in Los Angeles
for a two week period between 01/15/2000 and 02/04/2000, and to
identify individuals in Los Angeles who assisted them.
During the investigation, FBI -LA identified video
surveillance footage from Los Angeles Inter national Airport (LAX)
security cameras for 06/10/2000. The video surveillance footage
shows San Diego Subject MOHDAR ABDULLAH and
AL-HAZMI walking with AL -MIHDHAR at LAX before AL -MIHDHAR's return
trip to Yemen to visit his family. More importantly, this footage
also shows one additional unknown male subject (UNSUB) who appears
to be accompanying ABDULLAH, AL -HAZMI and AL -MIHDHAR through LAX
security. The UNSUB appears to be holding a camera and may have
been conducting reconnaissance of LAX.
Per on approximately
9/29/06, San Diego AUSA advised that he had
received an unsolicited telephone call from a
reporter for the San Die go Union Tribune. During their telephone
conversation, which centered on the upcoming sentencing of an
individual convicted of a terrorism hoax, advised that
she had recently been in e -mail contact with ABDULLAH (currently
believed to be in Yemen .) advised that she had asked
ABDULLAH about the recent NBC news article published on 09/11/06
regarding ABDULLAH's role in helping 9/11 hijackers Nawaf AL -HAZMI
and Khalid AL -MIHDHAR. (Note -

advised that ABDULLAH did not answer any
of her specific questions but related the following points:

Tape" 2. Search Warrant Results for Mohdar Abdullah's e -mail contact

Details: Los Angeles continues to conduct investigation regarding
the unknown individual seen at Los Angeles International Airport (LAX)
with 9/11 hijackers Khalid AL -MIHDHAR and Nawaf AL -HAZMI (American
Airlines #77 that crashed into the Pentagon) and MOHDAR ABDULLAH
on 06/10/2000. During the investigation, FBI -LA identified video
surveillance footage from Los Angeles International Airport (LAX)
security cameras. The video surveillance footage shows ABDULLAH

measures. To date, FBI -Los Angeles investigation has not
identified the UNSUB.
Per , on 11/12/2008, CTD
and OPA approved an investigative plan
regarding the media release of the 06/10/2000 LAX UNSUB video. The original
release date was to occur the week of 01/13/2009.
On 12/19/2008, CTD and OPA briefed Director Mueller on
captioned case and the media release plan. The following issues were
raised in this briefing: 1) Determining the object in the UNSUB's hands;
2) Whether the UNSUB was with 9/11 Hijackers NAWAF AL -HAZMI and KHALID
AL-MIHDHAR; and 3) Pending Domestic Leads. The understanding of Los
Angeles is that after these issues were addressed, the video
release would be reconsidered.
To address these issues, FBI Los Angeles has
conducted the following investigation since the 12/19/2008
briefing: Forensic Media Analysis of the LAX Video; 2)
E-Mail Search Warrant on MOHDAR ABDULLAH's Yahoo! account; and
3) the completion of pertinent domestic leads.
INVESTIGATION SINCE 12/19/2008 BRIEFING :
ISSUE: OBJECT IN LAX UNSUB'S HANDS
INVESTIGATION FORENSIC MEDIA ANALYSIS
On 03/21/2006, the FBI
( ), advised that
the vertical distance from the floor to the top of the hat of
the questioned individual wearing the blue cap was approximately
5-feet-5-3/4-inches (65.73 6"). Due to insufficient detail in
the video images, no conclusion was reached regarding the object
or objects carried in the questioned individual's hands.
On 01/30/2009, Forensic Media Analysis
Center (FMAC) completed a report entitled "Jun e 2000 Analysis
of Los Angeles Airport Security Video Tape." The report assessed
the objects carried by the UNSUB.
The report stated that "we assess with a high
degree of certainty that one of the items held is a camera. We
base this assessment on how the POI manipulated the objects as
viewed from the available camera angles. The technology for
compact video recorders was available in 1996, therefore, it is
possible that the camera in this video has video capabilities.

individuals surrounding him to assess if they were choreographed.
Once we concluded that there was something not so natural about
the subject's movement, we focused on his slow 360 degree movements
around t he area. Based on careful frame by frame observation,
we determined the POI was carrying a minimum of two items in his
hands. Once through the security check point, the POI retrieved
his items using both hands. The left item (right hand) is
predominately b lack in color, while the right item (left hand)
appears to be a two -toned black and silver object. The two items
are almost the same size, although the left hand object is the
larger of the two. The item on the left may be a pager or a cell
phone. We belie ve the two -toned item on the right is a digital
camera.
The report continues to state about the two -toned
object: "The two -toned object has a beveled edge with rounded
corners and is held "palm up" and tilted slightly upward to an
angle one might use when leveling a camera for a snapshot. The
POI's shoulders are squared and his elbow is steady and tucked
into his side. A circular shape with a dark center and metallic
glare on its edge has characteristics similar to a camera lens.
The POI rocks a bi t, lifts his right arm and taps his index finger
on the object in a quick downward motion. This downward finger
motion resembles the motion one makes to snap a photograph, or
start and stop a video camera. Once the subject's index finger
touches the object , the POI picks up his pace and proceeds through
the metal detector.
The report also estimated the height of the Person
of Interest (POI) (UNSUB) being between 5'4" and 5'7".
ISSUE: WHETHER THE UNSUB WAS WITH 9/11 HIJACKERS NAWAF AL -HAZMI
and KHALID AL -MIHDHAR
INVESTIGATION: SEARCH WARRANT ON ABDULLAH'S E -MAIL ACCOUNT
On 04/13/2009, FBI Los Angeles served a Federal search
warrant on Yahoo! for information regarding MOHDAR ABDULLAH's email
account The objective of the search warrant was to
corroborate former San Diego Union Tribune reporter
statements to a San Diego Assistant United States Attorney (AUSA) in
10/2006 ( ). On 04/20/2009, FBI Los Angeles
received the results from Yahoo! which yielded ABDULLAH's verbatim answer
on 10/02/2006 to questions regarding the UNSUB:
Hi ,Regarding this notorious story that was blown out of
proportions, this tape is only collaborating and consistent with
whatever I have told the authorities and the grand jury in 2001.

This trip was made in 2000 when Khalid was supposedly leaving
to Yemen to see his newly born child, it was my last contact with
him. I could not make the face of the third person whether he
was Khalid or their friend who was residing in LA. They introduced
me to him when we were here as a person they had known before
coming to San Diego. I don't remember having any contact with
this guy since then, please do me a favor send me a public message
and to senator Tom Kean in particular, I have never been reluctant
to cooperate with the authorities to unravel the truth and my
so called immigration charges came as a reward of this complete
cooperation and a fake proffer agreement by the US Government.
Los Angeles notes the following three points ABDULLAH
stated regarding the UNSUB that associates him with 9/11 hijackers
AL-HAZMI and AL -MIHDHAR: . . 1) their friend who was residing in
LA. 2) They introduced me to him when we were here as a pers on
they had known before coming to San Diego. 3) I don't remember
having any contact with this guy since then. . .

2 Details: On 11/06/2002, NYO participated in a meeting at FBIHQ
with the Penttbomb team and the above mentioned divisions. At this time,
it was determined that New York would continue to investigate Omar
Al-Bayoumi and open a investigation into Al -Bayoumi. - NYO
has reassessed the investigation into Omar Al -Bayoumi and has determined
the following:
Per conversation between SSA and AUSA
any prosecution of Omar Al -Bayoumi as it relates to the September 11
hijackers will be pro secuted out of the Eastern District of Virginia.
NYO will not pursue any investigative avenues into the relationship
between Al -Bayoumi and the Flight 77 hijackers.
As per SSA statements that the Director
believes that Al -Bayoumi is be ing worked by the Penttbomb Team at
Headquarters, New York concurs that the Penttbomb Team should have the
responsibility of investigating Al -Bayoumi from Headquarters.
As a result of the 11/06/2002 meetings,
- NYO have reviewed all of Omar Al-Bayoumi’s phone information to
date and have determined that there are no outstanding leads at this
time as it relates to Omar Al -Bayoumi and his phone contacts. An
exhaustive search of Al -Bayoumi’s numbers against all
and nu mbers collected as a result of Penttbomb investigation has
determined that there are no significant contacts with any of these
numbers that have not already been fully investigated. NYO
will conduct no further telephonic investig ation as it relates
to Al-Bayoumi and the hijackers.

During the investigation of the 09/11/01
terrorist attacks, it was determined two of the
highjackers Nawaf Al -Hazmi and Khalid Al - Mihdhar lived with OMAR
AL-BAYOUMI. Their apartment was located at 6333 Mount Ada Road,
Apartmen t , San Diego, California.
According to Parkwood Apartment rental records,
Al-Mihdhar and Al -Hazmi eventually moved into their own
apartment and AL -BAYOUMI co-signed their lease and sometimes paid
their rent. AL -BAYOUMI and his family moved
into their apartment approximately 09/01/99,
and moved out on 06/23/01. According to
Parkwood rental records AL -BAYOUMI specified his
occupation as a student and he received
financial support from his family.
AL-BAYOUMI informed he was leaving the Un ited
States and left no forwarding address.
Sources believe OMAR AL -BAYOUMI works
for the Saudi Arabian Intelligence Service and
reports on dissident Saudis in the United States. In his
apartment AL -BAYOUMI hosted social events and videotape d them as
well. AL -BAYOUMI would meet with Saudi
Arabian military officers visiting San Diego
and training with the United States Navy.
In July 2001, Osama Bassnan moved into
the Parkwood Apartments. It was then the
United States Postal Service re ceived a
change of address submitted by Manal Bagadar
(wife of OMAR AL -BAYOUMI) requesting their mail
be forwarded to Bassnan. It is believed
Osama Bassnan is also a Saudi Arabian
Intelligence Service Agent and is replacing
OMAR AL-BAYOUMI for the Saudi Arabian
Government.

Details: As a result of the investigation being conducted at San
Diego it has been deter mined that Omar Ahmed Al -Bayoumi played an important
role in helping terrorists, Nawaf Al -Hazmi and Khalid Al -Mihdhar assimilate
into San Diego. Al -Bayoumi allowed them to stay at his apartment at the
Parkwood Apartment Complex, prior to obtaining their a partment at the
same complex approximately two weeks after they entered into the United
States through Los Angeles, California. Since the terrorists did not
have credit history or bank accounts Al -Bayoumi was listed as the guarantor
and co-signer on their apartment, and on at least one occasion paid for
their rent. Additionally, he helped set up a bank account for Al -Mihdhar.

While Al -Bayoumi resided in the United States he attended
numerous schools and in December 1997 he graduated from Alliant
International University (AIU), formerly United States International
University, San Diego, California, with a Master's Degree in International
Business Administration. In May 1998, Al -Bayoumi applied for an Executive
Doctorate In Management Program at the We atherhead School of Management,
Case Western Reserve University (CWRU) in Cleveland, Ohio, which was
subsequently declined. Through numerous interviews and by obtaining
school records and resumes, it has been determined that Al -Bayoumi stated
that he has been employed by the Civil Aviation Administration of Saudi
Arabia (CAA) for at least 20 years and is also associated with Dallah/Avco
Trans Arabia Company (DATA) as the Assistant to the Director of Finance,
in the Contracts and Finance Control Division, P CA, Airways Engineering.
Additionally, a letter dated May 16, 1998, from Al -Bayoumi to Case Western
Reserve University, disclosed that in 1995 (and it is understood through
the present) that Al -Bayoumi is Assistant Director of CFC at DATA.
As a resul t of reviewing the documents from AIU, a letter
from Incorporated,
Newport Beach, California, dated January 22,
1997 was noted. The letter stated that was sponsoring Al -Bayoumi
from January 1997 through the year 2000, by providing $4,000 a month
to support his educational program in the San Diego area. This information
was incorporated on an Immigration and Naturalization (INS) Form I -20,
Certificate of Eligibility for No nimmigrant (F -1) Student Status - For
Academic and Language Students. A subsequent lead was sent to the Los
Angeles Division to interview (See Los Angeles FD -302s dated
September 22, and October 1, 2001 sent under separate cover from the
Los Angel es Division).
During the September 22, 2001 interview, initially
advised the Federal Bureau of Investigation (FBI) agents that he had
a contract, from 1995 through 1997, with the CAA to provide Dallah/Avco
of Saudia Arabia, who a llegedly has the operations maintenance contract
with CAA, with parts used to equip control towers at airports, from radars
to navigation, transistors, diodes, etc. alleges that he was asked
by someone at CAA to provide a $4,000 a month sponsorship to Al-Bayoumi
while he was going to school. declined, but advised that he would
provide a letter stating that he was furnishing $4,000, however would
not provide the money. As a direct result of that statement and the I -20
signed by Al -Bayoumi, on September 27, 2001, INS was able to file a Criminal
Complaint, in the Southern District of California, and obtain a federal
arrest warrant, charging Al -Bayoumi with Title 18, U.S.C. Section 1546,
Visa Fraud.

Montreal credit card was found during the search of Abdullah's residence.
The checkbook revealed the bank address of 1381 Woodroffe Avenue,
telephone number Nepean, ON.K 2G 1V7. The bank's transit

the search of the re sidence. The receipt revealed a deposit of $4959.97
into the account of Al Mohdar Al Mohdar, Ottawa,
ON, The deposit was from Algonquin College, where Abdullah
attended under the name of Al Mohdar Al Mohdar, student number .
Abdullah admitted he arrived in the United States through
Philadelphia on a tourist visa after presenting the United States
Consulate in Ottawa, Canada a Yemeni passport. He previously claimed
to have entered the United States on 12/7/98 thr ough New York as a Somalian
refugee.
Abdullah admitted he lived in Ottawa from August 1998 until
December 1998 with a host family while attending Algonquin College.
The host family was provided by Algonquin College. Abdullah also claimed
he maintains tel ephonic contact with an individual named
(phonetic).
Abdullah admitted to having close personal relationships with
American Airline Flight #77 hijackers Nawaf Alhazmi and Khalid Almidhar.
He has also met suspected hijacker Hani Hanjour. A bdullah has also
been closely associated with numerous other subjects of San Diego

Facility for approximately two years. According to BLACK, ABDULLAH and
fellow inmate SAMIR ABDOUN had independently stated that ABDULLAH had
learned of the intentions of two of the 09/11/2001 hijackers (known to
be NAWAF AL -HAZMI and KHALID AL -MIHDHAR) after becoming associated with
them in San Diego.
Based on BLACK 's statements, inmate
was also interviewed (reference ). had also
been detained at the Detention Facility during the same time period.
According to ABDULLAH stated that he had been contacted and told
that the two hijackers were arriving in the United States to conduct
a terrorist attack. ABDULLAH reportedly informed that he had been
instructed to pick up the hijackers in Los Angeles; ABDULLAH then drove
them to San Diego.
Also based on BLACK 's statements,
was interviewed (reference ). is
currently incarcerated at the Atlanta, Georgia, Federal Prison, but had
been at the CCA Immigration Detention Facility, San Diego, in 2003.
recalled hearing ABDULLAH stating to BLACK that he (ABDULLAH)
had given the two hijackers a ride from San Diego to Los Angeles [Note:
Investigation has determined that on 06/09/2000, ABDULLAH drove AL -HAZMI
and AL-MIHDHAR to Los Angeles where they spent the ni ght before AL -MIHDHAR
departed the United States the next day from Los Angeles International
Airport]. did not recall any other discussions with either
ABDULLAH or BLACK regarding the hijackers or terrorism -related matters.
The interview of therefore did not corroborate any of the
information provided by either BLACK or .
In order to determine the validity of information provided
by BLACK and , the PENTTBOM Team is providing additional information
and is also requesting that additional investigation be conducted by
FBI San Diego.
While both BLACK and independently advised that
ABDULLAH had prior knowledge of the 09/11/2001 terrorist attacks, the
details of their individual accounts appear to have considerable
differences; specifically, the accounts of BLACK and differ in
regards to the initial meeting between ABDULLAH and the hijackers and
in regards to the time at which ABDULLAH learned of the terrorist plot.
Initial Meeting Between ABDULLAH and the Hijacker s
According to BLACK, ABDULLAH had explained that he
initially had met the hijackers at a mosque in San Diego in 2000. According
to , however, ABDULLAH stated that he was contacted and given
instructions to pick up the hijackers at Los Angeles International Airport

(LAX) (ABDULLAH did not say how he had been contacted or by whom). ABDULLAH
told that he had picked up the hijackers in Los Angeles (not known
if from LAX) and drove them to his apartment in San Diego.
Previou s investigation determined that AL -HAZMI and
AL-MIHDHAR arrived in the United States at LAX on 01/15/2000. On
approximately 02/01/2000, AL -HAZMI and AL -MIHDHAR met OMAR AL -BAYOUMI
and ISAMU DYSON at the Mediterranean Gourmet Restaurant in Los Angeles.
By 02/04/2000, AL -HAZMI and AL -MIHDHAR had traveled to San Diego (means
of transportation unknown) and signed an apartment lease at the Parkwood
Apartments with the assistance of AL -BAYOUMI. To date, investigation
has not found any contact between ABDULLAH and AL-HAZMI and/or AL -MIHDHAR
prior to their arrival in San Diego in 02/2000.
Time at Which Abdullah Learned of the Terrorist Plot
According to BLACK, ABDULLAH became aware of the
hijackers' intention to carry out an attack after close daily contac t
with them. ABDULLAH told BLACK that he first learned of the plot during
dinner at a restaurant in San Diego with the two hijackers and a fourth
unidentified individual. BLACK further advised that the hijackers had
invited ABDULLAH to join them on the a irplane and participate in the
attack. BLACK advised that ABDULLAH knew that the attack would consist
of an airplane flying into a building, but ABDULLAH did not know which
building. In a follow -up interview, BLACK stated that ABDULLAH made
the statement that he (ABDULLAH) knew there was going to be an attack
on the United States three weeks before the attacks occurred. According

hijackers were coming to the United States to conduct the attack. Again,
advised that ABDULLAH did not provide any further information about
this advance c ontact.
Approximate Date of Dinner And The Unidentified Individual
BLACK advised that during the same dinner, the hijackers
wanted ABDULLAH to take over the remainder of th eir apartment lease.
ABDULLAH advised BLACK that OMAR BAKARBASHAT had moved into the apartment.
Investigation has determined that AL -HAZMI and AL -MIHDHAR appear to
have vacated their apartment at the Parkwood Apartments in 05/2000, prior
to the expiratio n of the lease. Additionally, when interviewed by the
FBI, BAKARBASHAT advised that he had entered into an agreement with
AL-HAZMI and AL -MIHDHAR to reside in their apartment for approximately
one month until the end of the lease, during which time he pai d them
half of the rent.

approximately two years. According to BLACK, ABDULLAH and his fellow
inmate SAMIR ABDOUN had independently stated that ABDULLAH had learned
of the intentions of tw o of the 09/11/2001 hijackers (known to be NAWAF
AL-HAZMI and KHALID AL -MIHDHAR) after becoming associated with them in
San Diego.
Based on BLACK's statements, inmate
was also interviewed (reference ). had also
been detained at the Detention Facility during the same time period.
According to , ABDULLAH stated that he had been contacted and told
that the two hijackers were arriving in the United States to conduct
a terrorist attack. ABDULLAH reporte dly informed that he had been
instructed to pick up the hijackers in Los Angeles; ABDULLAH then drove
them to San Diego.
On 05/14/2004, BLACK voluntarily submitted to a polygraph
examination (reference ). The examination
included two relevant questions: (1) Is your story false, that MOHDAR
ABDULLAH told you he was connected with the 9/11 hijackers?; and (2)
Are you misleading the FBI about MOHDAR ABDULLAH telling you he was involved
with the 9/11 hijackers? BLACK answere d "no" to both relevant questions;
the results of the polygraph examination were deemed inconclusive. As
investigation has determined that ABDULLAH was in fact associated with
AL-HAZMI and AL -MIHDHAR, the relevant questions of the polygraph
examination ar e not specific in addressing the issue of ABDULLAH's prior
knowledge of the 09/11/2001 terrorist attacks.
Due to the fact that BLACK has since been released from
the Detention Facility and believed to currently be residing in the Los
Angeles Division , the PENTTBOM Team has requested Los Angeles locate
BLACK and conduct another polygraph examination (reference
). This examination should specifically address BLACK's prior
statement that ABDULLAH had prior knowledge of the 09/11/ 2001 terrorist
attacks. The PENTTBOM team has specifically asked that the following
questions be addressed:
1.) Did MOHDAR ABDULLAH tell you that he knew before
09/11/2001 that there was going to be a terrorist attack on the United
States?
2.) Did MOHDAR ABDULLAH tell you that he knew the attack would
consist of an airplane flying into a building?
3.) Did MOHDAR ABDULLAH tell you that the hijackers had
invited him to join them on the airplane and participate in the terrorist
attack.

Details: Alrababah was originally identified through WFO DMV searches
relative to addresses used by PENTTBOM hijack subjects to fraudulently
obtain Virginia identification cards and driver's licenses. DMV searches
and analysis determined that one Omar Tawfiq Alfau ru's address found
on his Va. non -driver's ID was , Falls Church, Va.;
the same address used by four of the hijackers, including Hani Hanjour.
Alrababah was determined to have been the signatory on Virginia DMV
documents used to fraudule ntly certify that Alfauru was a Virginia
resident at that address. Alrababah was also determined to have assisted
as many as fifty illegal aliens obtain false Virginia driver's licenses
and/or IDs.,
Va. DMV investigators advised that Alrababah was well -known
to them to be involved in the illegal business of transporting illegal
aliens from New Jersey and other states to Virginia for the purpose of
fraudulently obtaining IDs for a fee.
Alrababah eventually voluntarily presented himself to FBI
agents in New Haven Division, and during a series of lengthy interviews
admitted to having an association with PENTTBOM subjects Hani Hanjour
and Nawaf Alhazmi, to in clude explaining the Va. DMV process to them.

outgoing and gregarious person who is known to many people in San
Diego's Islamic community. has been a guest at Albayoumi's home
for dinner and described the home as an apartment in a building south
of Balboa Avenue near a Burger King restaurant approximately one half
mile west of the mosque near the 805 freeway in San Diego, California.
Albayoumi is about 43 years old and has a wife and four children. Two
of the children are male and two are female. indicated that
Albayoumi was supposedly employed by a consulting firm in La Jolla,
California, but could not identify the firm, the nature of the
consulting done or the exact location of its offices.
was frequently asked by Albayoumi to do favors for
Albayoumi. These would include translation of English language
documents and assistance of Albayoumi with other tasks that required an
in-depth knowledge of the English language. thought that it was
unlikely that Albayoumi was an Imam, and that Albayoumi appeared to be
deceptive in conversations that had with him. Because of this
perceived deception, did not trust Albayoumi, who further
described as lacking in formal education and lacking in intellectual
capability.
Albayoumi never missed a prayer service at the mosque, and
frequented the Al Madinah mosque in El Cajon, California, where

help make repairs to the facility's roof. It is understanding
that Albayoumi was asked to leave this position at the Al Madinah
mosque because of irregularities discovered in regard to his collection
and distribution of funds.
explained that Albayoumi was, at one time, well known at
the mosque near Balboa Avenue and the 805 freeway in San Diego,
California, and was frequently surrounded by males in their twenties
who knew and respected him there. Albayoumi's popularity began to wane
after time passed and his work at the Al Madinah mosque ceased.
Albayoumi also made claims that he would assist visiting Islamic
students, but his assistance never seemed to materialize, and once
again, he lost stature in the Islamic community. Eight months ago,
Albayoumi told that he planned to move to the United Kingdom.

A set of color photographs depicting twenty-nine separate
individuals was displayed to the . looked at each of
the photographs within the booklet and stated that he was confident
that he recognized three of those depicted.
The first photograph stated that he recognized was
that of Subject 1. Although he did not recall his name for certain; he
stated that it was definitely one of the two Saudi men he had dealt
with during the sale of the Corolla. This photograph was that of Nawaf
ALHAZMI.
identified the photograph of Subject 3 as being the
friend of Subject 1 and was the individual that purchased the Corolla
sedan from him. He further recalled that Subject 3 was the one he had
known by the name "KHALID". This photograph was that of Khalid
ALMIHDHAR.
repeated his earlier statement that he sold the
Corolla to KHALID for approximately $2300 to $2400 cash. When asked if
he knew of any banks where the two men might have held accounts;

not recalled), a frequent worshiper at his mosque (the Islamic Center
of San Diego, aka the Abu Bakr Mosque.) This photograph was that of
OMAR AHMED ALBAYOUMI.
added that he knew this Saudi as both "OMAR" and
"ABU EMAD". He explained that the word "ABU" means "father of..." in
Arabic and that it is customary in the Islamic culture for a man to
take on the additional name title following the birth of a first son.
The name ABU EMAD indicated that OMAR was the father of a son named
EMAD.
indicated the belief that OMAR was a Saudi who was
an employee of the Saudi government although he did not have any idea
in what capacity he was employed. He also thought that OMAR was in the
United States to study English although he did not remember how he had
come to believe this as fact.
The only personal information he knew was that OMAR was
married and had three children. OMAR had two sons (approximately ten
and six years of age) and a daughter (who he thought was ten or eleven
years old.)
stated that OMAR moved from the United States
approximately a year ago to return to Saudi Arabia. He advised that
OMAR was back in San Diego for a visit about six months ago. When
asked how long OMAR was in San Diego, stated that he could not
remember how many times he had seen OMAR at the mosque during this
visit nor did he have any way of determining how long he was in San
Diego.
stated a belief that OMAR knew the two Saudi men
that had bought the Corolla from him but did not know the nature and
extent of their association. He indicated that people from the same
country often socialize more with each other than they do with others.
He stated that as an example of that, it is somewhat more difficult for
Arabs to understand his Arabic inasmuch he and his fellow Moroccans
speak a dialect different from that spoken by most other Arabic
speakers. Because of this, the mixing between the two groups is
somewhat less likely in view of this slight difference.

Al Yassi has told that he is no longer in contact with
Al Attas. stated that his last contact with Al Attas was
in 2003 when he received an email from him. The email had an
attachment which was a photo of Al Attas in Saudi Arabian dress
attire. In the email, Al Attas wrote that he was currently
residing in Riyadh, Saudi Arabia. has attempt to contact
Al Attas at his email address however, the email messages have
been returned as "undeliverable."
Recently, spoke with , a reporter with
the Los Angeles Times. contacted to obtain information
on an article he is writing concerning the attacks on September
11, 2001. According to , received a telephone call
from Al Attas on September 10, 2001. During that call, Al Attas
advised that he was in New York, New York. had no
first hand information confirming that Al Attas was in the United
States in September 2001. Also, learned form that
Al Attas' brother Housien Al Attas lived with Zacarias Moussaoui.

Almihdhar and Nawaf Alhazmi wer e hijackers aboard American Airlines Flight
77. Mohdar Abdullah was a friend of Almihdhar and Alhazmi.) On June 10,
2000, Khalid Almihdhar departed the United States from Los Angeles,
traveling through Frankfurt to Oman. A fourth person can be observed
in the video at the security checkpoint. It is unclear whether or not
this person (the UNSUB) is associated with Almihdhar, Alhazmi, and
Abdullah. The UNSUB can be observed carrying something in his left hand.
It is unclear what this item (or items) may be, a lthough there has been
speculation that the item may be a video camera.

diverted to upper management of PCA by manipulating invoices from
subcontractors like Dallah AVCO Trans Arab (a joint venture formed betw een

invoices would be covered or marked on the books as local procurement,
i.e. services from the local economy which could not be traced.

On May 29, 2000, Mohdar Abdullah, no biographical information
provided, made air travel reservations through Rivera Travel, 5220 Clark
Avenue Suite 110, Lakewood, CA, 90712, telephone 562 -461-0303. Abdullah
had reservations on the following fligh ts:
Abdullah was scheduled to travel from San Diego to New York (JFK)
on July 16, 2000, at 8:05 AM, on American Airlines flight 160. From New
York, Abdullah was scheduled to fly to Amman, Jordan, on Royal Jordanian
Airline, flight 262, departin g on July 16 at 1000P. Abdullah was scheduled
to continue to fly from Amman, Jordan, to the Sanaa Yemen Republic on Royal
Jordanian flight 708, on July 17, at 11:45 PM.
Abdullah was scheduled to depart the Sanaa Yemen Republic for
Amman, Jorda n, on August 28, 2000, on Royal Jordanian Airline, flight 709,
departing 5:00 AM. Abdullah was scheduled to continue traveling to New York
(JFK) on August 28 from Amman, Jordan, at 12:30 PM on Royal Jordanian Airline
flight 261. From New York (JFK), Abdul lah was scheduled to fly to San Diego
on American Airlines flight 281, departing New York at 8:30 AM.

For background purposes, San Diego investigation has
determined that had met and associated with Nawaf
Al-Hazmi. Al -Hazmi was listed on the passenger manifest for AA flight
#77 and is believed to be one of the five hijackers on boar d that flight.
Subsequent interviews of by San Diego have confirmed
's association with Al -Hazmi. advised that he was
introduced to Al -Hazmi by Mohdar Abdullah at a mosque in Lemon Grove,
California. Abdullah has also been c losely linked to Al -Hazmi. In
addition, 's name and telephone number was found in a Toyota
at Dulles National Airport in Washington, D.C. The vehicle was registered
to Al-Hazmi.
After examining the latent fingerprint evidence, San Diego
is requesting that the evidence be returned to the San Diego Division
with a copy of the Laboratory findings/report.

Sales Associate, Radio Shack, 4525 La Jolla Village Drive, San Diego,
California,92122, telephone number was contacted at his place
of employment. After advising of the identity of the interviewing
agent and the nature of the interview, voluntarily provided the
following:
Between the period of July 2001 and August 2001, two middle eastern
males entered the above mentione d Radio Shack to purchase rechargeable
batteries. recognized the two men as the same individuals who are
being held on material witness warrants in captioned investigation. The
photographs of the material witnesses appeared in the local newspaper.
Interviewing agent showed the photos of Mohdar Abdullah,
Omar Bakarbashat, , Nawaf Alhazmi and Khalid Almihdhar, which
could not identify as the individuals who entered his store.
assisted the males when they entered the Radio Shack in
purchasing all in stock triple A, (AAA), Nickel Metal Hydride, (NMH),
batteries. The batteries sold to the individuals are packaged in a four
pack, serial number 23 -530, at a price of $17.99 dollars for each pack.
The males bought app roximately eight or nine of the four packs each visit.
The males would become upset and rude with when Radio Shack could
not provide additional packs. They made all purchases in cash using large
denomination U.S. currency.
The males did not furn ish with a name or telephone number
to notify them when Radio Shack received future shipments of rechargeable
AAA batteries. The males did not tell what they used the batteries
for or why they needed such a large amount of batteries. ma de a guess
that the individuals were using the batteries in the popular Radio Shack
personal hand held radios. The battery size is also used in pagers. The
AAA size batteries are not the common size battery used in most of Radio
Shack products or other e lectronic devices.

On September 21, 2001, Special Agent (SA) , SA
, and SA were processing MOHDAR MOHAMED ABDULLAH
at the San Diego FBI field office subsequent to his being detained as a
material witness. During the processing ABD ULLAH made several spontaneous
statements to the agents. ABDULLAH stated that he had hatred in his heart
for the U.S. government for the way the government was doing his people.
He also stated that the U.S. brought "this" on themselves. ABDULLAH also
asked agents how they felt about the President targeting all of his
(ABDULLAH's) people.
ABDULLAH was subsequently transported to the Federal Bureau of
Prisons and remanded into their custody.
