six photographs of young black males. These six photographs
were submitted to the FBI Laboratory by referenced Atlanta
airtel, dated 6/9/81. _
For information of the Bureau, above described
items were seized from the residence of suspect Wayne Bertram
Williams, 1817 Penelope Road, Atlanta, Georgia, during
execution of search warrant on 6/3/81.

a rare breed that is not normally encountered. ihas
also advised the Atlanta Office that there are er ogs having
hairs similar to those recovered from the victims but these other
dogs do not shed hair to any great extent. The large number of
hairs recovered in this case indicates to 'that the
animal involved sheds readily.

experienced in matters of this type than orensic microscopists.
It should be noted, however, that actual microscopical comparisons
of the question dog hairs and known samples of the many long-
haired dogs that exist have not been conducted.

and sources of the various fibers of significance in this case.
In these areas the FBI would not be dealing with the major items
of evidence such as the victim's clothing. The chances of
obtaining significant findings would be low and these types of
examinations would be time consuming, but these areas should be
completely covered in a case of this significance.

obtained from the homes of various victims and has found some
fibers indicating that there may have been some prior contact
or relationship between some of the victims and the offender.has also initiated contact with various fiber
manu_acaurers to attempt to determine soecific sources of thefibers common to some of the victims. 9 was not specific
about the amount of clothing that has no een examined or how
close he is to the determination of a source of the questionedfibers. H graciously acknowledged the Bureau's offer
but made 0 in ation that the Bureau's assistance would be

Wayne Bertram Williams was afforded a
preliminary hearing for determination of
probable cause in Fulton County, Georgia, on
6/23/81- for the charge of homicide concerning
victim Nathaniel Cater.
Williams was bound over at Fulton County
for grand jury proceedings, and no bond was
set pending a future bond hearing.
No Agent personnel were required to testify
either for the prosecution or the defense.
Several Atlanta police and laboratory officials

Task Force officers were interviewing
an associate of Williams, onl 6l08l, approximately 7: 0 p.m., w en
telephonically contacted Williams
and advisedhhim of the interv' Williamsand his father proceeded t
residence in a rented Toyota automo 1 e.
Williams spoke privately with _and g
returned to his residence. Approximately
30 minutes later Williams father was observed
driving out of his residence in the Toyota by
himself. One surveillance vehicle followed
to a nearby Amoco gas station. At this time.
suspect Williams was observed exiting the
trunk of the car and entering the drivers
side driving off with both he and his father.
Evasive driving caused the loss of the Toyota
by the surveillance vehicle. Suspect's father
located subsequently at his place of business
"Atlanta Daily World" without vehicle or
suspect Williams. At approximately 9:45 p.m.,
suspect Williams observed picking up his
father at employment supra! and Williams
began evasive driving including speeds over
80 miles per hour MPH!, wrong direction on
oneway streets, and through traffic lights.
Suspect subsequently stopped by Atlanta
police officer for traffic violations
both suspect and his father removed toand
Task
Force Headquarters. After citations
issued for traffic violations, suspect and his
father were released.
Surveillance continues on suspect
Williams.

found 4/12/81 in a vacant lot in Atlanta,
92Georgia, with multiple stab wounds, has not i
been added to the list of murdered and
lmissing children.
Georgia Crime Lab, Atlanta, Georgia, has
indicated that although a final crime lab
report has not been prepared relative to
trace evidence obtained from the victim inc1udes=
green carpet fibers and light violet bedspread
fibers, These fibers appear similar to those 1
found in the home of ATKID suspect Wayne
Bertram Williams. Additionally, Porter's
lblood type and enzymes contained therein
the same as blood-stained evidence which
found in Williams automobile.
Surveillance of Williams is continuing and
Bureau will be kept advised of all additional

through laboratory analysis, what the second digit in the
telephone number appears to be. It is also requested that
examination be conducted to determine if the fifth and seventh
digits, both which appear to be the number '7, were written
over other numbers, as they appear to be much darker in
shade than the other numbers in the telephone number.
The Laboratory is further requested to92Lxpedite [7
this comparison, as active investigation is on-going to
further establish Williams as a suspect.

bridge surveillance being conducted by representatives

the bridge into a quor store parking lot and thereafter, pro-
ceeded back across the James - Jackson Bridge in the direction
of Interstate 285.

At the time the vehicle was stopped, observed in the
vehicle were: ! a large plastic bag of what appeared to be
women's clothing in the back of the station wagon; ! hairs
which appeared to be dog hairs on the floor of the back; ! a
brown paper bag on the floor of the front seat containing men's
clothing consisting of dark colored trousers, black shoes, a
pair of white jockey shorts, and a tank top; and ! a two-foot
white, nylon cord in the back of the station wagon. The
configuration of the station wagon was that the back seat was
down creating additional space.
During interview pursuant to the stop, Williams stated
he was attempting to locate an address of a woman who wanted to
speak to him about a job and that he was to meet this woman in
the morning of 5/22/Bl. Williams further stated that after cross-
ing the James Jackson Bridge he traveled past the liquor store
to a "Starvin Marvin store where he tried unsuccessfully to con-tact this woman. APD recruit gadvised Williams did not pro-
ceed to store mentioned supra u urned around at the liquor
store 100 feet south of the bridge, recrossed the bridge and
headed north toward Interstate 285. Williams denied throwing
anything out of the car while on the bridge and stated that he
had been hunting for empty box cartons at the liquor store. Williams
further stated that there were two other vehic1es.on the bridge at
the time he was crossing over the bridge. Williams provided the
name of the woman he was to meet as Cheryl Johnson, telephone num-
ber 934-7766. Subsequent investigation determined a recorded mes-
sage at the number indicating a change to telephone number 768-2710,
which is listed for "Merle Norman Cosmetics," with no one answering
the telephone knowing of a Cheryl Johnson.
On 5/24/81 at approximately 12:00 noon, the body of
Nathaniel Cater was found on the bank of the Chattahoochee River
approximately two miles downstream from the James - Jackson Bridge.
The medical examiner determined cause of death was asphyxiation
with the body having been in the water several days.

The attached chart provides a listing of victims on
which hairs and fibers were found which are consistant in micro-
scopic appearance to those comprising the green nylon fibers of
the carpet in Williams bedroom, the light violet fibers comprising
the bedspread of Williams, and the dog hairs of a German Sheppard-
type mixed-breed dog chained in the rear of the Williams residence.
A source for the light yellow carpet fibers of microscopic appearancewas not found in the search of i11iams' automobile or residence.The analyses were conducted by g Microanalyst for -47¢
the Georgia State Crime Laboratory.
A synopsis of information on attached chart concerning
fibers and hair found on the clothing and/or the bodies of the
victims listed thereon, which are consistent in microscopic appearance
to those fibers and hairs found in Williams residence and vehicle,
is as follows: Green Carpet Fibers - 10; Small Lt. Violet Fibers
Blanket! - 13; Lt. Yellow Carpet Fibers - 5; and Dog Hairs 6.
This listing includes only that information contained
in the above-mentioned affidavits of the Attorney General of the
State of Georgia, which were formulated during the period of 5/27

By attached telet e the Atlanta Divisionadvised that & Black male,
aged 15, who was reported missing on 4/21/81
was subsequently found on 4/22/81. Fibers on
his clothing matched some of the fibers
pre l reported in the ATKID matter.allegedly was with two other
in 1v1 ua s who stole a van, and he reportedly
slept in the vehicle of one of these two other
individuals.On 6/15/8l,_was afforded a polygraph
examination regarding his association with
Wayne Bertram Williams. The preliminary
analysis of this polygraph reflectednondeceptive results on the part of?
An AUSA for the Northern District 0 eorgia
advised that a restraining order was to be
filed by Mary Welcome, attorney for Williams,
requesting that the media and law enforcement
be prohibited from making public certain facts
regarding Williams. A motion was filed 6/15/81
to have the hearing on the restraining motion,
which is set for 6/16/81, be closed to everyone
but Williams and the attorneys for the
government.
Associates and friends of Williams are
currently being contacted and interviewed and a
surveillance of Williams is being maintained.

i By attached teletype, the Atlanta Division
advises that it has reviewed a 6/14/81
Y"New York Times" article entitled, "Officialstin Atlanta Suggest FBI Mishandled Key Lead in l
Slayings". Numerous factual errors are
contained in the article as well as incorrect
inferences and conclusions. These factual
errors, incorrect inferences, and conclusions
are thereafter refuted.
The article apparently makes two arguments,
first that the Williams investigation was
mishandled and because the FBI refused to allow
Task Force participation, the FBI is solely
.responsible. "-
It is the opinion of the SAC, Atlanta, that
each critical decision made by Special Agent
*personne1 was proper in view of the facts known
at the time of the decision. Also, every facet
.of the bridge surveillances and Williams
investigation has been made known to and
Y implemented in coordination with the Atlanta l
Task Force.It is additionaly noted that the "New York Y
Times" article appears to be a purposeful "leak"
, to discredit evidence recovered by the FBI
relative to Williams and to justify non~prose-
