ducting intelligence investigations, "Subject is former wife of
a San Francisco Bay journalist and lecturer. Both subject and /
former husband wrote articles for the Communist paper People's
World. At present it is believed that GREENBERG is a Communist
Party member and a member of a cell in this area."

Navy Inspector's Office, 1206 S- tee Street, Ins Angcles, Californiahas advised that EASTMAN JACOBS?Qmentioned above, has had con-
tinuous clearance since April, l9u9 to restricted areas at the
HAMTC, Point Mugu, California, in connection with various con-
tracts let out to JACOBS. In an application for clearance re-quested by NAMTC dated December 13,'19h8, JACOBS had listed Ahimself and one EDWARD WEST as partners in the Eastdiest if
Engineering Company, Post Office Box 27, Solromar, California. =
He was born on July 19, 1902, and had attended the University of
California at Berkeley from l92O to l92h. He was formerly om-
ploycd by the NACA, Washington, o. c., during 192a to 19am.
Since 19hh he has been self-employed as an aeronautical con-
sulting engineer. His references were listed as follows:

BILLS stated further that three known contracts have
been let out to JACOBS, being Numbers Nl23S-63316, Nl23S-69h22,
and Nl23S-75623. They are believed, accordin to BILLS, to re-
late to the construction of Exhaust Manifolds, which are them-
selves unclassified, although their final appl cation and use
at NANTC might be considered "confidential." t is believed I /
further that JACOBS deals with C. E. ALEXQNDER t Point Mugu,
in connection with the items h§_Enufactures an furnishes tothat installation. BILLS also advised that the Lgtest "confidentiaf
clearance request from Point Mugu for JACOBS was ated November
16, 1951, which was issued and would be effective from November
25, 1951 to January 31, 1952. BILLS added, however, that these
requests are routine and of a continuing nature.
Lieutenant DOUGLAS G. AITKEN, Security Officer, United
States Navy Purchasing Office, 1206 Suntee Street, L05 Angeles,
California, has advised that EASTMAN JACOBS, operating as the
East-West Engineering Company, has bid on, received, and eom- /
pleted the following contracts for the hereinafter described
items to be used in connection with research at EAMTC, Point
Mugu, California;
1. Contract Nl23S-63316 - Granted June 2h, l9h9
in the amount of $lh,750.00, covering labor
and material to manufacture one burner unit
for producing steam air-driving fluid for
ejector on induction air blast facility.
2. Contract N123S-69h22 - Granted September 20,
1950 in the amount of $1,200.00, covering
the design and construction of thirty-two
units $300.00 each!, consisting of a "water-
jacketed exhaust manifold made of copper or
other metal which provides a high coefficient
of heat transfer."
3. Contract 1238-75623 - Granted May 17, 1951in the amount of $9,600.00 for "labor and ///
materials to fabricate copper water-jacketed
manifolds for Packard Merlin aircraft engines
in accordance with given specifications"
Identical with previous contract. It was
also noted that the above contract was signed
by JACOBS as "owncr."!.

8, 1951 in the amount of $900.00,to cover the
manufacture of three of the above identical
manifolds,
