SYNOPSIS: Abscam is a solely Bureau funded,controlled
undercover operation targeted against major political ccrrupters,

Senator Williams give his personal-assurances to Habib that-
Habib would be granted either political asylum and/or permanent
resident status in the United Statesi~ Habib intends to offer
