pn the telephone of John L. Lewis.
In connection with the RooseveltChurchill

It relates to the America First movement and the Bureau&#39;s
investigation of its activities at the behest of Mr.

the reports that went to the White House in connection
with that investigation? As this was one of the first&#39;

It has been apparent to the writer for several monthsthat certain powerful interests within or near the War Department
have undertaken an active program aimed at the dismemberment of
the Counterintelligence Corps of G-2. It is now the writer&#39;s belief
that this ooinion is iustified because of certain information which hascome to my attention and which is set out below. _
_ Recently at a G-2 social function the writer had a long dis-cussion with Colonel Kibler who is Officer in Charge of the COUHt6P§
intellizence Corns. This discussion was of a very frank nature since the
writer has become very friendly personally with Colonel Kibler. TheColonel stated quite frankly that the reason Counterintelligence Corps
had been wrecked was that Harry Honkins and the Secret Service had ordered
it to be so wrecked. Colonel Kibler stated that through some unknownmeans Harry Ho§§ins learned that the Counterintelligence Corps was in-vestigating Joseph0Lash former Young Communist leader who és now in the
Army and that in this investigation they had run upon Hrs. Roosevelt who
had come to Chicago apparently for the purpose of meeting Lash. Colonel
Kibler stated that he did not know exactly how Hopkins found out about
this but believed it was through some indiscretion of Colonel Furbershaw
who is the Director of Intelligence, Sixth Service Command, stationed in
Chicago. &#39;
Colonel John Bissell has recently been in Hashington on leave
and the writer spent an evening with him at his home. During the course
of the evening Colonel Bissell exhibited a deep bitterness about the way
he had been treated in the Army and after a period of time advised the
writer of the reason why he had been so treated. He stated that he had
learned that he had been recommended for a promotion to Brigadier General
on several occasions and on each occasion this recommendation had been
stooped in the office of Lieutenant General HcNarney, Deputy Chief of
Staff.
e-_ 7 Recently while Bissell was in Washington he made some calls
at the gar Department and learned that he had been blackballed by the
Jihite I-louse. He also learned that because of his record it was quite

It has been apparent to the writer for several monthsthat certain powerful interests within or near the Iar Departmenthave undertaken an active program aimed at the dismemberment qf theCounterintelligence Corps ofG-2. It is now the writer&#39;s belief thatthis opinion is justified because qf certain information which hascome to my attention and which is set out below.
Recently at a G-2 social function the writer had a longdiscussion with Colonel Kibler who-is Qficer in Charge of theCounter-Intelligence Corps. lhis discussion was qf a very franknature since the writer has become very friendly personally withColonel Kibler. The Colonel stated quite frankly that the reasonCounterintelligence Corps has been wrecked was that Harry Hopkinsand the Secret Service had ordered it to be so wrecked. Colonel Kiblerstated that through some unknown means Harry Hopkins learned that theCounterintelligence Corps was investigating Joseph Lash, former YoungCommunist leader who is now in the Army and that in this investigation.they had run upon Mrs. Roosevelt who had come to Chicago apparently forthe purpose of meeting Lash. Colonel Kibler stated that he did not -know exactly how Hopkins found out about this but believed it was throughsome indiscretion of Colonel iurbershaw who is the Director ofIntelligence, Sixth Service Command, stationed in Chicago.
Colonel John Bissell has recently been in Washington on leaveandrthe writer spent an evening with him at his home. During thecourse of the evening Colonel Bissell exhibited a deep bitterness aboutthe way he had been treated in the Army and after a period of timeadvised the writer of the reason why he had been so treated. He statedthat he had learned that he had been recommended_for a promotion toBrigadier General on several occasions and on each occasion thisrecommendation had been stopped in the qfice qf Lieutenant GeneralMcNarney, Deputy Chief qf Stdf.
Recently while Bissell was inat the War Department and learned thatthe White House. He also learned that because of his record it was quitepossible that at the present time, if he had not been blackballed heWashington he made some calls .he had been blackballed by

He also had a long discussion with Colonel e~Ibrney who succeeded Bissell as Chief, Counterintelligence Group, G-2.Forney advised Bissell that the reason he had been blackballed and thereason that he would never advance any further in the Army and wouldprobably never be sent out qf the&#39;country with troops was because hehad been connected with the Jbe;Lash-Eleanor Roosevelt investigationin Chicago. &#39;

iorney stated to Bissell that the facts of this investigation
had been disclosed to the White House through some unknown means and
that shortly after Bissell left, a call was received by General
Strong and Cblonel ibrney to proceed to the Ihite House with the &#39;
complete records of this matter at approximately 10:00 p.m. at night.
Ihen they reached the White House they were received by the President,
General Watson and Harry Hopkins and were ordered to produce the
entire records in this case. Colonel Fbrney stated to Golonel Bissell
that this was extremely embarrassing in as much as the material
contained a recording of the entire proceedings between Lash and
.Urs. Roosevelt which had been obtained through a microphone which
had been planted in the hotel room. This recording indicated quite
clearly that Mrs. Roosevelt and Lash engaged in sexual intercourse
during their stay in the hotel room. Fbrney advised Bissell that
after this record was played Mrs. Roosevelt was called into the
conference and was confronted with the information and this resulted
in a terrific fight between the President and Mrs. Roosevelt. At
approximately 5:00 a.m. the nert morning the President called for
General Arnold, Chief of the Army Air Corps, and upon his arrival
at the conference ordered him to have Lash outside the United States
and on his way to a combat post within ten hours.
After the conference was over it was learned that the President
had ordered that anybody who knew anything about this case should be
immediately relieved of his duties and sent to the South Pacific for
action against the Japs until they were killed. Ibrney advised -
Bissell that everyone who is known to have any knowledge at all of
this matter is on the permanent black list at the White House.
Bissell stated that the only thing that kept these men jvom being -
sent to the South Pacific was that it was learned that there were
too many of them to be treated in this.manner. Colonel Bissell
stated that the only reason that more was not done to him was that
General Watson apparently came to his defense and assured the
President that Bissell would not talk about this matter indiscriminatel

contained no information on the subject. However, a pink memorandum

. With reference to the Hrs. Roosevelt incident, we ofpkummse never investigated this. It was investigated by UIU priorto 1943. We do have a photostat of the G-2 file.

reflected what transpired in the hotel room.
This information was given to George Burton by ColonelKibler and Colonel Jack Bissell. It is recorded in a blue memorandumdated December 31, Z949. 
The blue memorandum and a photostat of the G-2 file aremaintained by Piss Sandy but have never been in the Files Section,
It is not believed that anyone in the Bureau has knowledgeof this except Burton, Hr. Ladd, E. A. Tamm, me, and the stenographerwhose initials are FIL and whose identity we are now trying to
establish. &#39;
It is therefore believed thorouahlv safe for Mr. Tracyto tell Senator Hatkins the FBI never investigated the Roosevelt-Lash incident. There is nothing from official sources on this inthe FBI files. . -
Both Mr. Ladd and I do recall there have been newspaper
articles linking Lash to Hrs. Roosevelt.
In 1949, Frank Waldrop of the Times Herald told me theywere on the trail of certain recordings that allegedly would showan illicit relationship between Lash and Mrs. Roosevelt. At thattime I made a thorough check of all our files and there was nothingin the main files. The pink memorandum has never been circulated inthe Bureau and is not known to anyone outside of Miss Lure in myoffice, Mr. Tolson, Miss Sandy, and you. Er. Ladd was informed ofmy check this morning although he vaguely recalls when I was checkingon this a year age. 1 Z

Hr. Tracy will be advised along the lines of ourdiscussion this morning. He will also tell hatkins that Anderson&#39;swife works in Ident but does not have access to the main_fi1es. Ithink, as a tactic, Tracy should get across to Watkins and Watkinsshould carry the point to Anderson that he had checked at the FBIand FBI files do not contain any such information. It is obviousthat Anderson probably has learned of the file from G2 sources andfrom the rumors which have been circulated in Washington.
