. INTERVIEW PROGRAM
The members of the Action Squad of the Eastview Klavern
have all been contacted on numerous occasions. Most ofthem have been interviewed with benefit of polygraph and92»!f //
at the present time most of them are reluctant to submit
to further personal contacts for the purpose of discussing
the bombing cases. It appears there is very little to
gain by pursuing a direct interview program in the absence
of new evidence wherewith to confront these people. Inter-
views are esently used only with individuals such as
who has always been cordial when contacted

when we have occasion to check his activities he is sometimes
contacted in person in order to establish his whereabouts,
the nature of his current employment, and to determine whether
there are any physical changes of significance in the vicinity
of his home or garage.
A substantial portion of the present investigative
program relates directly to the thoroughness of our informant
coverage oi the principal subjects and the various chapters
of the Klan. Continuing success is being experienced in the

different means of checking on the accuracy of the material
this informant is producing and in every instance he has been
found to be reliable.

There are a number of other individuals under con-
sideration who have promise for more development as valuable
sources. The Informant Program is being stressed to he ultimate
with the view to encircling key Klan people with coverage which
is likely to provide us advice as to future activities and may
also reveal details concerning some of the cases presently
under investigation.

Motel Bombing on 5/ll/63,

Our investigation has pointed to the probability that
a few oldtime Klansmen have been engaged in all of the racial
violence which has occurred in Birmingham over a period of
more than fifteen years. In connection with some of the earlier
cases, sources indicate that the activity was fully tolerated,
if not abetted, by the local enforcement authorities. There
was really only minimal risk of detection involved in the use
of force and violence in bombings. Discussion of this type
of activity was more casual than it is at present. With this
factual situation in mind, we have begun to look back into
earlier bombings since the Alabama statute of limitation does
not toll responsibility'for

If we are able to take positive action on any
substantive situation, even these old ones, it is believed
that we will be provided with the leverage to plumb much
more deeply into our current crimes. There is a very strong
possibility, if we are able to develop substantial information
about old eases, that pressure will be brought to bear on the
Klan leaders to surrender the bombers of the Baptist Church.

reason to believe that members of the Negro community may
be in a position to furnish background and perhaps evidence
concerning some of the earlier racial crimes committed by
members of the KKK.

CONCLUSIONS
Based on my review of this investigation to date,
I feel that a massive project has been dispatched. The
quality of the supervision and investigation reflected in
the Birmingham files is excellent. The present staff is
well versed in the history of these cases. They have
excellent grasp of the facts and they know our objectives.
The staff is enthusiastic. As is reflected in the foregoing
data, I feel that we have a very positive potential, on the
basis of our investigative approach to this matter, to make
our subjects answer substantively for at least some of the
crimes of violence for which they have been responsible, and
any prosecutive opening in this matter could very well lead
to the successful resolution of the bombing of the Baptist
Church.

to the Director's attention by Rosen to Belmont memorandum
dated June 9, 1964, captioned "Racial Situation, State of
Mississippi, Summer or 1964, Civil Rights; Racial Matters,"
Mr, Sullivan was informed that PCI should not be used for
racial informants and the correct designation is racial
informant. -

in Knoxville, Tennessee, pn November 10, 1957. An article I
in the November 26, 1957, issue of the "Greenville Piedmont,"
a newspaper of Greenville, South Carolina, repdrted that a
"Kn Klux Klan spokesman of Greenville reported the recent H
formation of a new political party to be known as the United
White Party." According to the article, the party was formed
at a recently held meeting in Knoxville, Tennessee, at which
many Klansmen were represented. The UWP was reported as being
opposed to all "race mixing organizations and individuals." a
The July, 1958, issue of "The Thunderbolt," self-
described as the "official Racial Nationalist Organ of the
National States Rights Party" NSRP! reported that rank and
file "States Righters" had merged with the UWP under
"the banner of the National states Rights Party," with
national offices at Post Office Box 261, Jeffersonville,
Indiana.
In November, 1958, a source advised that the NSRP
is composed of past members of the Ku Klu: Klan and
notorious anti-Semites. -
Issue Nb. 19, dated June, 1969, "The Thunderbolt"
announced the address of the headquarters of the NSRP had
been changed from Jeffersonville, Indiana, to Foot office
Box 783, Birmingham,.Alabama.
On June 17, 1960, a source advised that EDWARD
R. FIELDS, the Information Director of the NSRP, is the
individual who "runs the NSRP."
"The Thunderbolt" continues to publish articles

Records of Superior Court of Fulton County, Georgia
show that this Klan organization was granted a corporate
charter on February 21, 1961, at Atlanta, Georgia, under
the name United Klans, Knights of the Ku Klux Klan of
America, Inc.
A source advised on February 27, 1961, that United
Klans was formed as a result of a split in U. S. Klaus,
Knights of the Ku Klux Klan, Inc. According to the source,
the split resulted from a leadership dispute and United Klans
has the same aims and objectives as the parent group. These
are the promotion of Amaricanism, white supremacy and
segregation of the races.
The first source and a second source advised in
July, 1961, that United Klaus, Knights of the Ku Klux
Klan of America, Inc., merged with Alabama Knights, Knights
of the Ku Klux Klan. The merged organization established
headquarters in Suite 401, The Alston Building, Tuscaloosa,
Alabama. The organization is directed by Robert Shelton,
Imperial Wizard, and is the dominant Klan group in the
South with units in several southern states.
On August 14, 1961, the second source advised that
the organization formerly known as United Klaus, Knights
of the Ku Klux Klan of America, Inc., would be known in
the future as United Klans of America, Inc., Knights of
the Kn Klux Klan. The second source said the name was
changed by a resolution adopted at the National Klonvocation
held July 8, 1961, at Indian Springs, Georgia.
Second source advised that at a meeting at
Frattville, Alabama, on ctober 22, 1961, a majorit? of the
Klaverns, of the U. S. Klans, Knights of the Ku Klux Klan
merged with the United Klans of America, Inc., Knights of
the Ku Klux Klan.

Close liaison has been maintained with Jefferson County
Sheriff's Office and Birmingham Police Department, both of which
are cooperative and vitally interested in the solution of this
case. .
Frequent eentacts have been maintained with informants
in this case and the information furnished by them that is con-
sidered pertinent is being set forth on the administrative pages
of this report.
iumerous spot surveillances have been conducted on the
suspects in this case. No pertinent information has been de-
veloped during these surveillances.
Investigation conducted relative to any of the bombings
which have occurred in Birmingham is being reported in this case.
Considerable Agent time has been spent during reporting
period conducting neighborhood surveys relative to each of the
suspects, These surveys have been extensive and thorough, look-
ing toward the identification of potential informants who can
furnish information relative to the activities of these individuals,
as well as information that will be useful in surveillances of
these persons.

At 8:30 PJI. , SAC Ingram, Birmingham, called to advisethatxéigzimorning in Birmingham there was a radio broadcaster;Le1an_ _J'lds_who made reference to a photograph of a telephone"dévic ' which was found on phone of woman in Birmingham. Childs
claimed device cost $750-$1,000 to make and that he heard $100,000
worth of these "devices" were made for use in same manner.
Mentioned Bohby Kennedy has tried to get wire tapping legalized,
but was unsuccessful so told audience to "draw your own conclusion."

electronics in wire tapping, setting out all sorts of methods believed to be used
such as infrared,closed circuit TV, miniature transmitters, etc. The editorial
also quoted a recent "Time" magazine article relating to "bugging. " As a part of
the over-all general editorial article, there was included, according to Mr. Ingram,
a reference to the fact that the newspaper, "The Advert.ise1;" had chanced to learn
of two telephone bugs recently found in Alabama. It related that telephone experts
had found one of them clamped to a telephone wire in the basement of a residence.
pointed out that the installation undoubtedly was made by entering the residence by
means of a key and that the bug was capable of transmitting conversations to a
receiver. The manufacturer of the device was unknown. A photograph captioned-
"Type of Wire Tap Device Discovered in Birmingham Basement" was included
with the article. This photograph was said by the SAC to be our device. However,
no accusation or inference was made in the article as to the identity of persons whomade the installation.It
Mr. Ingram further stated that it appeared that the woman in whose home F
this installation was found might very possibly be an informant of state authorities
in that her namewas carefully omitted in the article and that the state authorities
seem to be somewhat agitated about the find.
