after the next hearig. quested thst we forward to the Bureauas quickly as is recei m portions of the c.1>.i. transcript.
I told him that we would do thie. I also advised him that for the time
being we are not conducting further investigation until we ascertain
the outcome of the C.P.A. hearing on geptember 5th, Ee eeked ii the feet;
developed at that hearing would be available to us and I told.him that
I believe they would. He requested that we forward that information
to the Bureau also as quickly as it is received.

On September 10, 1946 the eurveill cked t 700
Wilshire Boulevard, the building of Attorneys
at about 5:30 or 4 p.m. From this point, SIHEEL, V an s. third I
party, name unknown, but later possibly identified as ere
eurveilled to JULES PARK Dress Shop, which is located on e co ner of
Beverly Drive and Iilshire. VIRGINIA HILL spent approximately 20 minutes
at this establishment and then returned to amour: oar and proceeded to
Hollywood, where SIEGEL, et al, circled the vicinity of the Glbles .
Apartment, located at 8250 Fountain. Later SIEGEL and VIRGINIA HILL
were observed to perk the automobile on Harper near Fountain and to walk
to the intersection, where SIE-'1-EL visibly pointed in an upward direction
to this apartment. .
The following surveillance was conducted on September ll, 1946

observed in front of Jerry Rothchild'a Barber Shop on Beverly Drive right
off Wilshire. While surveilling this Cadillac Convertible, VIRGINIA HILL
and a female associate were observed to drive up and park their Chrysler

ROTHBHILD's barber shop. on this occasionpwho was apparently
either in R01!-IcHILI!'s or on the street in rent o ROTHCHII-D's, proceeded
across the street and visited with VIRGINIA HILL and the other occupant
oi this car. Bhortl thereafter BEN SIEGEL and another man with redhair, believed to l appeared and all conversa-tion for approximate y u es to one-half hour. as then
called to the opposite side of the street by an unknown v ual.
BEN BIEGEL, VIRGINIA HILL and the third party de arted and were surveill-edby Agents to the Mission Village Motel at 5675 5&3 Washington. It was
noted here that BENJAMIN SIEGEL, VIRGINIA HILL and the third party
took'a table and were observed at all times. It was ascertained that a
short time thereafter the third party departed from the table and was not
observed again that evening. SIEGEL and HILL after approximately
one and one-half hours at this place departed in the Chrysler. They
were surveilled back to Hollywood, where they again parked in front
of the apartment which is located at 1325 Gower right of! of Sunset
near the Columbia studio. It was on this occasion that an agent was
able to suz-veil]. this automobile from immediately across the street and
it was determined that three women at one time were seen conversing
with SIKHIL. These women had very light oomplexions and were believed to
be blondes. Further investigation to identity these parties will be
attempted. '

believed that interested parties were en route to VIRGINIA I-IILL's apart-
ment to retire.

at a table in the coffee shop and depar e to her living quarters and it
was her opinion that she had terrific pain from the sprained ankle.

coverage on the room and the discussion at the hotel room was about the
hearing and an argument whether they were building one or two buildings at
the Flamingo Hotel Project. lhey then proceeded to the Whitqgglb Egtel
where the hearing is being held on the mezzanine floor.

At 9:50 s-m. on September 14, 1946 I spoke wit
at the Bureau in the absence of Assistant Director ROSEN. I asked h
if he had reviewed the San Francisco teletype of September 13, 1946 and he
said that he was aware that the sovernent Qd lost the case before the
C.P.A. Commissioner in San Francisco. I I question nowis whether this matter can be re-opened sn |uggosted that
perhaps the doctrine or res adjudicate woul app y, ut I told hinthst
I did not believe this since the proceedings before the Commissioner 576
are not legal proceedings and are subject to review by the courts. " '
I suggested, however, that this matter be discussed with the department.
I pointed out that according to the VARIETY newspaper a case in Seattlehad been handled by the United states Attorney to . order
stopping the construction of a $100,000 theatre ,_$____'asked
what the details oi this were and I said that becauseVARIETY carried a very small article about it. ointed out
that it would probably be very difficult to es s s a case at this
point in view of the fact that the matter had been fully sired before s.
6.1-.5. Gcismissioner. T stated that undoubtedly it would be a difficult
case but that I could see no harm in at least conducting the investigation:
that possible fraud in connection with the Flamingo Hotel is the only
Federal violation that we have except the narcotic matter in llexico,
which is not under our jurisdiction. 1 said that 1 would like the
Bureau's decision as soon as possible because the time element is important
since construction of the hotel is going forward and we may find ourselves
in the position oi eventually going into court on this matter and having
the defendants state that the hotel is practically finished so why
should the goternrsont not try to stop them.

to go ahead with s nvestigation is to stop the hotel, it possible,

On September 17, 19b6, the writer checked Local Draft Board #2hB,
1917 Westwood Boulevard, and examined the file of SIEGEL, their serial no.
2855, Order no. 2b2?-A, in his occupational questionnaire, dated August 8,
19h2. He gave the duties of his present job as "Sporting Ventures--ngering."
He stated that he was self-employed and in that blank entitled "Address of
Place of Work," SIEGEL put "None~-ecntinuously traveling to various sports
events. Under the title of "Job for which you will oe best fitted," he
put down "Administrative Official" and in that blank, stating "Duties of
job for which you are best fitted, he wrote in "Supervision--Personnel."
As the "Job for which you are next best fitted, the subjeot wrote "None."
He showed his education as eight years of grammar school, married, two
children under eighteen years of age, and had three dependents including the
above two children and supported two other people.
On March 10, 19b2, SIEGEL wrote to the Board, asking permission
to go to Hexico City March 15, 19L2 "for about fifteen days for personal
business." On March 25, 19b2. SIEC-EL wrote the draft board that ,
"I, BENJAMIN SIEGEL, of 250 Delfern Drive, West L08 Rngeles,
returned to Les Angeles, Sunday, March 22nd, from Mexiconesll ll92.:1'l3yn " .
ihe Board sent the subject an order to report for pre-induction physical
examination on February 5, l9hh, ordering him to report at Westwood and
Santa Monica Boulevards at Y:0O A.M-, February 15, IQLL. On Eeroh 10, l9hh
e letter was directed to the state Director of Selective Service in the
Plaza Building, Sacramento lh, stating es follows: '
"Above-named registrant was sent an order to report for pre-
induetion physical examination on Februeqy 15, 19th. it
the time that it was sent he was in New York and he did not
receive it in time to take the 6ZBm1BtiOn|
"Registrant became 58 on the 28th day of February, 19hL. in
' view of the fact that he was not yet §5 when he was classified
I*A and also that he is employed as an investment broker, the
Board respotfully requests that a waiter of the age limit be
granted in his ease in order that he may be sent an order to

In response to this letter, the State Director of Selective
Service at Sacramento directed a reply, dated March 15, l9b.h, which states
as follows:
"we acknowledge receipt of your letter of March 10th, request-
ing waiver for induction of the abcve~named registrant.
"We have been advised by the National Headquarters that unless
the Local Board is of the opinion that a registrant deliberately
fails to report for induction, we should not request waiver for
a man who has reached his 58th birthday.
"If the Local Board is Of the opinion that the registrant had
a plausible reason for not having received his order to report
for induction, it should not request waiver for induction as
it would not be considered 9. flagrant case.
If, on the other hand, the Local Board is of the opinion that
the registrant has intended to evade service pending his 38th
birthday, then the Local Board may request waiver.

changing his address from 250 Delfern Drive to 721 North Doheny Drive. Cn
his Selective Service Questionnaire, dated September 15, l9h1. SIEGEL showed
his occupation as "Betting Commissioner" and his duties Receive and make
wagers in connection with sporting events and the like." He showed his
annual average income as $50,000; stated that he was married at New York
City January 7, 1928. His dependents were listed as the following:

was noted, "1 do the following; kind of work; In oonsumeting deals stated
above, I usually obtain an interest in return for my work. I am required
to make trips to appraise and investigate all matters connected with such
enterprises and to negotiate term.s."' His eve:-age earnings were shown to be
