dated Novemb-r 1, 1965, captioned as above, which ref cts in/part that on Anthony Orendain, together with Gilbert Campos
and Bhrshall Mendez, at 5:00 a.m. on October 31, 1966, closed
and locked a steel gate in the center of the International
_ Bridge between Roma, gages and Ciudad Miguel Aleman, Mexico
in an effort to prevent passage of Mexican farm workers into
the United States. This action caused the arrest of the
foregoing individuals by Mexicaiauthorities and they were Jailed
in Ciudad Miguel Aleman, Mexi"o.

Texas, at approximately 10:30 AM. ;
Among those knp othaye participated in the !
demonstration was EUGEN ¢ELSQN, leader in Rio Grande
City of the farm worker ' strike.
There were approximately 100 participants in the
demonstration. The participants heard speakers requesting '
food and money for the strikers in Rio Grande City.

emonstration asted from 10:30 AM until 11:30 AH. He
stated that he was'present throughout the demonstration
- and there were no incidents. He stated that speakers
were requesting money and food for the strikers in Rio
Grande City and that a truck was parked near the Alamo
collecting various items.
Sources who possess a comprehensive knowledge
of the subversive element and organizations in the San Antonio,
Texas, area, advised that they did not observe any
subversives taking part in the demonstration.

On December 15, 1966, a source who has furnished
reliable information in the past advised he had received
information from a source that he considers reliable that
the National Farm Workers Association was planning an auto- I
mobile caravan in behalf of the Valley Workers in the vicinity '
of Rio Grande City, Texas, which was to form on December 17, 5
1966, at Sacred Heart Cathedral, Houston, Texas. This caravan
is scheduled to depart at 7:00 a.m, on Saturday, December 17,
1966, aid proceed from Houston to Victoria, Texas, thence
to Corpus Christi, Texas, and finally to Austin, Texas,
where participants are scheduled to stay overnight.
On December 18, 1966, the caravan is scheduled to
resume travel from Austin to San Antonie, Texas, thence to
' Beeville, Texas, and thereafter to Corpus Christi, Texas.
Luncheon is allegedly scheduled for the group at the Steel
Workers Hall in Corpus Christi on that date.
On December 19, 1966, the caravan is scheduled to
proceed from Corpus Christi to Kingsville, Texas, where
luncheon is scheduled to be provided for the participants
at St. Martins School.
From Kingsvilie, the caravan will proceed to
Heslaco, Texas, and thence to Ric Grande City.
Source stated this caravan was -presumably to focus
attention upon the Valley Worker and to seek aid and support

PAIR PLAY FDR CUBA COIHITTEE_ ~ .¢.
The April 6, 1960, edition of "The New York Tiaea"
newspaper contained a full-page advertisement captioned Ihat
Is Really Happening in Cuba," placed by the Fair Play for Cuba
Coenittee {?POC!. This advertisement announced the fornatien
of the FPCC'in New York City and declared the FPCC intended topronulgateifthe truth about revolutionary Cuba" to neutralize
the disto ed American press.
"The New York Times" edition of January ll, 1961,
reported that at a hearing conducted before the United States
Senate Internal Security Subcommittee on January 10, 1961,
Dr. CHARLES A. SANTOS-BUCH identified himself and ROBERT TARER
as organizers of the FPCC. He also testified he and TABER
obtained funds from the Cuban Government which were applied
toward the cost of the aforementioned advertisement.
On lay 16, 1963, a source advised that during the first
two years of the FPCC's existence there was a struggle betveen
Communist Party CP! and Socialist Iorkers Party SIP! elements
to exert their power within the FPCC and thereby influence FPCC
policy. This source added that during the past year there had
been a successful effort by FPCC leadership to minimize the role
of these and other organizations in the FTCC so that their
influence as of lay, 1963, was negligible.
The SWP has been designated pursuant to Executive
Order 10450.
On lay 20, 1963, a second source advised that VINCENT
"TED" LEE, FPCC National Office Director, was then formulating
FPCC policy and had indicated that he had no intention of per
nitting !PCC policy to be deternined by any other organization,
This source stated that LEE believed that the FPCC should .
advocate resumption of diplomatic relations between Cuba and
the United States and should support the right of Cubans to
manage their revolution without interference from other nations.
LEE did not advocate supporting the Cuban revolution per se._- _

The November 23, 1963, edition oi "The New York Times"
reported that Senator THOMAS J. DODD of Connecticut had called
FPCC "the chief public relations instrument of the Castro network
in the United States. It is to be noted that Senator DODD was
a ieiber of=the Senate Internal Security Subcoimittee which twiceconducted :parings on the IPCC. v
The December 27, 1963, edition of "The New York Iorld
Telegram and Sun" newspaper stated that the pro-CASTRO FPCC was
seeking to go out of business and that its prime activity during
its lifetime had been sponsorship of proCASTRO street rallies
and mass picket lines, and the direction of an active propaganda
mill highlighting illegal travel-to-Cuba campaigns. its compara-
tively brie! span of life was attributed to mounting anti-CASTRO
American public opinion, the 1962 Congressional hearings which
disclosed FPCC financing by CASTRO's United Nations Delegation,
and ultimately, the had publicity which the FPCC received from
disclosure of activities on its behalf by suspected presidential
assassin LEE H. OSIALD.
On February 6, 1964, the previously mentioned second
source advised that V. T. LEE had recently remarked that the
FPCC was dead and that there were no plans to organize another
similar organization.
On April 13, 1964, a third source advised that there
had not been any FPCC activity in many months and that the FPCC
had been dissolved.

'£A source advised in October, 1960, that the Chicago
Chapter of the Fair Play for Cuba Committee FPCC! was formed
during the summer of 1960 at Chicago, Illinois, under the
direct guidance and leadership of RICHARD CRILEY, a member of
the State Committee, Communist Party CP! of Illinois.
A second source in August, 1960, furnished a leaflet
entitled, "What ls Really Happening in Cuba?" distributed by
the PPCC in Chicago. The aims and purposes of the FPCC as set
forth in this leaflet include the following: "To disseminate
the truth, to combat untruth; to publish and distribute factual
information which the United States mass media'suppresses. In
general, to contribute to foundations for peace. friendship,
and understanding between ourselves and the Cuban people." The
leaflet reflects the FPCC plans to accomplish these aims: "By
mailing of informational bulletins; organizing public meetings
and forums; urnviding speakers, movies, and slides for meetings
of interested organizations, placing ads in newspapers; to visit
' Cuba and see for themselves what conditions really are."
A third source advised on Harch °. 1991. that there
has been no activity of the FPCC in Chicago since iate iovember,
1963, and for all intents and purposes the organization is
defunct.
The mailing address for the FPCC. Chicago Chapter. is
Post Office Box 4474, Chicago 80, Illinois.

had applied for, and granted, a parade permit to parade in
the City of Delano on March 25, 1967. Officials of UTWOC plan
a march from the Filipino Hall on Glenwood Street, Delano, to
the corner of Garces Highway and Mbttler Road, Delano, which
will supposedly consist of from 800 to 1000 persons and which
parade is in commemoration of the UFWOC march from Delano to
Sacramento, California one year ago. The parade is to begin
at 3:30 p.m. and end at :30 p.m.tee
Prior to the march on March 25, 1967, there will be
a luncheon, singing, and a theater skit, and after the march a
party is planned for the evening.
F advised that he expects far less than
800 to 10 persons participating in the above-mentioned activ
and although there could be some mild demonstrations, he expec
no particular problems.
Copies of this memorandum are being furnished to
Region II, 115th MI, U. S. Army, Pasadena, California; OSI,
Norton Air Force Base; Naval Investigative Service, San Diego;
U. S. Secret Service, Los Angeles; and the U. S. Attorney,
Los Angeles.

The March 26, 1967, edition of The San Antonio
Light, a daily San Antonio, Texas, newspaper, carried an
article captioned Student Caravan Takes Aid to Farm
Workers" which states that a 25-car caravan originating
in Austin, Texas, had traveled to Rio Grande City on
March 25, 1967, carrying food, medicine, and clothing to
striking farm workers in the Rio Grande City area.
According to the article, this caravan was_joined
at Corpus Christi, Texas, by approximately 100 individuals
from the Houston-Corpus Christi areas.
The article stated the purpose of the caravan
was to serve as a morale booster for the striking farm
workers.

Braunfels to create interest in the march to Austin, Texas,
starting September 1, 196?, to dramatize the need to raise
the standard of living of the workers in Rio Grande Valley
of Texas. Approximately one hundred persons attended the
rally.
Shortlv after 7 a.m. on September 1, 1967, the
marchers left New Brauntels en route to Austin. The march
consisted of some twelve persons. '

é The Hay 12, 1967, edition of the Valle EveninMonitor, a daily newspaper published at HcAIIen, Texas,carried an artical pertaining to Mexican Green Card Holders,
who have been working in the esntelepe harvest st Rio
Grande City, Texas, and who on the previous day had refused
to enter the United States because of a picket line on the
Mexican side of the border composed of members of the
Confederation of Mexican Workers CTN!. Some 100 of these
workers entered the U. S. to work after the picket line
dispersed.
The article quoted UFWOC spokesman as having
said they had telegraphed President LYNDON B. JOHNSON
to request investigation of the Texas Rangers, as Rangers
had "shoved" several union members and were strike breakers.

carries an article which states that State Representative
Laure Cruz of Houston, Texas, on May 15, 1967, had introduced
a resolution in the Texas House of Representatives asking
Texas Governor John Connally to remove the Texas Rangers from
the Rio Grands City area because of "intimidation and
harassment." The sane newspaper carries another article
which states Ernest Cortes, Jr., Boycott Coordinator of the
UFWOC, had issued a statement protesting the arrest of the
22 pickets, saying the presence of the Texas Rangers in Rio
Grande City is "a crude attempt at union busting."

and urge Iinetti to begin negotiations with HFIA.
The source concluded saying that while NFWA
anticipated sending at least five people to the
Chicago area to work on the Perelli linetti boycott
which was to be a selective buying type of picket,
there was no immediate plans to put this into effect.
The aheve iniermation is being furnished the
New York Division in view of sources statement that a
boycott of linetti would probably be put in effect in
the New York area.
- Since the NFWA in Chicago has not conducted
a demonstration since January 21, 1967, this matter is
being placed in a closed status and will be reopened
upon future demonstrations by the Chicago NFWA.

The June 2, 1967 edition of the Valley Evening
Honitor, daily newspaper published in nchllen, Texas, carries
an article on page 1 captioned, Bernal Says Connally Will
Be Asked to Remove Texas Rangers".
The article states in part that one Ben Rodriguez
and Magdalene Dimas of United Farm Workers Organizing
Committee UFWDC! were arrested Thursday night, June 1,
1967. Dimes was arrested on charges of carrying a deadly
weapon and disturbing the peace at La Casita Farms in Rio
Grande City, Texas, and Rodriguez on charge of helping
Dimas resist arrest.
The article states that according to Justice of
the Peace Brigido S. Lopez, Rio Grande City, Dimas suffered
a small cut near one ear and Rodriguez a small cut on
one finger. Both were treated at a Rio Grande City Hospital
on instructions of Justice of the Peace Lopez.
The article further states State Senator Joe
Bernal, San Antonio, Texas, in a press conference in HcAllen,
Texas, on June 2, 1967, said he was going to ask Texas
Governor John Connally to remove the Texas Rangers from
Starr County on the basis that the rangers are present
at the request of the produce growers and not the people,
that the Rangers are making unpstified arrests, that a
union member was recently jailed without being charged,
and that Rangers used violence on June 1, 1967, while
arresting two union members.

officers administer" and that Dimas suffered a brain con-
cussion, a gash behind the ear, and "tremendous swelling
near the brain". e
The same article states Texas Ranger Captain
A, L. Allee in an interview with a Harlingen, Iexas, radio
station, June 2, 1967, had said he, accompanied two StarrCounty Deputy Sheriffs, arrested Dimas and Be2!ggriguez -
because he feared violence if they were left t large.
Allee said Dimes and Rodriguez were traced to a ', house where they were found seated at a table with their g
hands underneath it. He ordered them to put their hands up; -
they refused to do so; and he and the deputies "used what
force was necessary" to arrest them. _
The same newspaper carries an article on page one ;
which quoted Colonel Homer Garrison, Director, Texas Depart- -
ment of Public Safety, as saying charges of Rangers brutality ~
are "totally false and unfounded". ile noted "The charge of j
police brutality is the common defense and cry of a professional r
criminal and agitator" and referring to statements by critics - Q
of the Texas Rangers said If they obey the law, no Texas Ranger '
ever has or ever will molest them". _ ' "

states Colonel Homer Garrison, director of the
Texas Department of-Public Safety, had received
petitions containing about 1,800 names, 130 letters, -
