< Tomorrow, the anniversary of Abraham Lincoln's
birthday, several thousand American men are going to
attempt to emancipate themselves from peacetime con-
scription by publicly ridding themselves of their draft
-' credentials, either by mailing them to the President
or burning them in public bonfires. This sounds like a
foolish, crackpot scheme but its not. It is much worse
_ than that--it is a form of civil disobedience. That's
something rather oldfashioned but in times like these,8
"' when America's government is diverting the major portion
of its expenditures to armaments and our military leaders
are trying to fasten permanent peacetime conscription on
the nation, then, as Thoreau said,'It is not too soon for
an honest man to rebel."
These men are certainly honest and sincere, and they
are rebelling, not only against what they consider a
violation of personal liberty, but against the slow and
deadly drift towards World War III which an international
. armament_race and universal conscription make almost
inevitable.

cipate themselves from peacetime cbnscription by publicly
ridding themselves of their draft credentials, either by mail-
ing them to the President or burning them in public bonfires.
This sounds like a foolish, crackpot scheme but it's not. It
is-much worse than that--it is a form of civil disobedienc»
That's something rather old-fashioned but in times like these,
when America's government is diverting the major portion of its
/expenditures to armaments and our military leaders are trying
to fasten permanent peacetime conscription on the nation, then,
as Thoreau said, "It is not too soon for an honest man to rebelJ'

BIIIARD PAUL ABBEY was born January 29, 1927, at Indiana,Pennsylvania. Be graduated from the Indiana High School at Indiana,Pennsylvania, and he attended the University of New Mexico fromJanuary, 19118, until June, 1951, at which time he received an _A.B. Degree. From September, 1951, until June, 1952, he attendedthe University of Edinburgh in Scotland on a Fulbright Fellowship.
Concerning his previous unploynent it was indicated thatfrom June 25, 191414, until July 19, 19141;, he was mployed as a cannerylaborer for the California Packing Coapany at Oakdale, California.From June 22, 1915, men February 13, 191.7, he served in the u.s.Army and reported that from April, 191:6, until December, 19146, hewas a clerk-typist with the 88th Division of the U.S. buy at Gorizia,Italy. Fmn November 15, 191,8, until Hay 16, 19149, he was employedas an assembler for the General Electric Company at Erie,Pennsylvania. During July, 1952, he was employed as a clerk-typistby the Geological Survey where he is so employed at the presenttime and he resides at M26 -~2lst Street, 8.14., in Hashington, D.C.

England, Scotland, France and Gemany to attend the University of
Edinburgh on a Fulbright Scholarship. He stated in his passport
application dated August 8, 1951, at Albuquerque, New Hence, that "
he intended to depart from the port of New York by ship about
Decmber 15, 1951. This passport was not valid for travel to
Japan, Okinawa, Czechoslovakia or Bulgaria.

ABBEY for two years.
The files of the Passport Division also reflect that
by letter dated May ll, 1951, the Department of State awardedABBEY a U.S. Government grant authorized under Public Law 58!;,
79th Congress, the Fulbright Act. This letter reflected that
the appointeehad been selected for this award by the Board of
Foreign Scholarships on the basis oi the recommendation oi the
New Mexico Committee on State Fulbright Scholarships, and this
grant was effective under the 1951 annual program. This awardalso revealed that ABBE-'!'s permanent nailing address was Tijeras,
New Mexico, and that he was to study English literature at the
University of Edinburgh for a period oi nine lonths. The Foundationor Commission was listed as the 0.5. Educational Commission, 55 Upper
Brook Street, London, I.I., England. .
This grant approved round trip transportation and "

By letter dated Hay 214, l9Sl,the appointee requested the
