The Birmingham Office has advised that the U. S.
Attorney,Macon Weaver in Birmingham contacted SAC Raymond
Faisst and advised that U. S. District Judge Clarence W.
Allgood desires a conference today, 12/30/63, concerning the
possibility of giving the current Federal Grand Jury in
Birmingham some sortci summary in February, 1964, concerning
developments in the bombing of the Sixteenth Street Baptist
Church.
I SAC Faisst is meeting with Judge Allgood today and
it should be noted that Judge Allgood is very friendly to the
Bureau; SAC Faisst will obtain particulars concerning the
request of Judge Allgood but will make no commitment without
prior clearance from the Bureau,
'3 In this regard it should be noted that our investigation
of the bombing of the church does not indicate any basis for
Federal Jurisdiction since there is no indication of interstate
transportation of explosives.

the possibility of giving the February, 1964, Federal grand
jury some developments in the bombing of the Sixteenth
Street Baptist Church. Our investigation does not indicate
jany basis for Federal jurisdiction since there is no
indication of interstate transportation of explosives and
SAC Faisst was instructed to obtain particulars concerning f
Judge Allgood's request but to make no commitment without y
prior clearance from the Bureau. _ -
.5 Birmingham has now advised that U. S. District u
Judgq;Allgood who originally had desired conference on this ,5
matter 12/30/63, has advised he is now unexpectedly tied up ;,#i
on some other matters and indicated he would probably take
the matter up again sometime after the first cf the year,
possibly in the latter part of January prior to the time the
grand jury reconvenes to hear matters of this type.

Records of Superior Court or Fulton County,
Georgia, show that this Klan organization was granted
a corporate charter on February 21, 1961, at Atlanta,
Georgia, under the name United Klans, Knights of the
Kn Klux Klan of America, Inc.
A source advised on February 27, 1961, that
United Klans was formed as a result of a split in U. S.
Klans, Knights of the Kn Klux Klan, Inc. According to
the source, the split resulted from a leadership dispute
and United Klans has the same aims and objectives as the
parent group. These are the promotion of Americanism,
white supremacy, and segregation or the races. f:
The first source and a second source advised
in July, 1961, that United Klans, Knights of the K Klux
Klan of America, Ino., merged with Alabama Knights,
Knights of the Ku Klux Klan. The merged organization
established headquarters in Suite 401, the Alston Build-
ing, Tuscaloosa, Alabama. The organization is directed
by Robert Shelton, Imperial Wizard, and is the dominant
Klan group in the South with units in several southern
states.
On August l, 1961, the second source advised
that the organization formerly known as United Klans,
Knights of the Kn Klux Klan of America, Inc., would be
known in the future as United Klans of America, Inc.,
Knights of the Kn Klux Klan. The second source said
the name was changed by.a resolution adopted at the
National Klonvocation held July 8, 1961, at Indian Spring

Prattville, Alabama, on October 22, 1961, a majority of
the Klaverns of the U. S. Klaus, Knights of the Kn Klux

g On November 26, 1957, a source advised that the
United White Party BUB! was organized at a convention held
in Knoxville, Tennessee, on November 19, 195?, an article
in the November 26, 1957, issue of the ?Greenvil1e Piedmont,"
a newspaper of Greenville, South Carolina, reported that a
"Kn Klux Klan spokesman of Greenville reported the recent
formation of a new political party to be known as the United
white Party." According to the article, the party was formed
at s recently held meeting in Knoxville, Tennessee, at which
many Klansmen were represented. The UWP was reported as being
opposed to all "race nixing organizations and individuals."
The July, 1958, issue of "The Thunderbolt,"
self-described as the "official Racial Nationalist Organ
of the National states nights Party" NSBP! reported that
rank and file "States Righters" had merged with the UWP
under "the banner of the National States Rights Party,"
with national offices at Post Office Box 261, Jeffersonville,
Indiana.
In November, 1958, a source advised that the NSRP
is composed of past members of the Ku Klux Klan and notorious
anti-Semites.
Issue No. 19, dated June, 1960, "The Thunderbolt"
announced the address of the headquarters of the NSRP had
been changed from Jeffersonville, Indiana, to Post Office
Box 783, Birmingham, Alabama.
On June 17, 1960, a source advised that EDWARD
R. FIELDS, the Information Director of the NSRP, is the
individual who "runs the NSRP."
"The Thunderbolt" continues to publish articles
attacking Negroes and persons of the Jewish faith.

The FBI's jurisdiction to investigate bombings comes from the
Civil Rights Act oi 1960 which became effective on May B, 1960. It is broad
in scope, but the Department oi Justice has stated that Congress clearly
1 indicated there was no intention in the statute to usurp investigative and .
. prosecutive authority in bombing matters from state and heal authorities. The
I Department has Instructed that the FBI should not initiate investigations into
such cases without special Departmental authorization.
The facts of each bombing incident are presented immediately to
1 I ' the Department, and the FBI enters a case when requested by the Department
5 to do so. Due to the nature oi the September 15th bombing at Birmingham in
- which four children were killed, the FBI began an immediate investigation and
advised the Department oi the action being taken. The complete resources of
this Bureau are still being utilized to solve this case. Although the FBI does not
Z actively investigate all bombing cases, it does cooperate in every way possible
with state and local authorities. The iuil iacilities of the FBI Laboratory and
Identification Division are available to render any assistance.
Acting within the law, the FBI has recorded a number oi
accomplishments in the civil rights field. For example, FBI investigations
have enabled the Department of iustice to file more forth suits in five states
e = to end racial discrimination in voting. FBI Agents solved the case involving the! " burning oi a Greyhound bus transporting "Freedom Riders" through Alabama inA Ir 1001. Six persons have been convicted ior their pm in this crime. An rs:

What has been done to protect the people in the Birmingham area
from further bombings of their churches if they ever have to ask for their
rights again.
There was not one but six lives lost in one bombing. No body
knows what the children might have been if they had growen up perhaps another
Mirian Andersen or a feminine George Washington Carver- thats not important
The important thing is I dont think the law has tried to stop the people who
did it not to see someone punished - but to stop it and T cant understand why?
