The third and final reading has been deferred until the next regular meeting. The date of the election was changed from September 14 to 28, necessitated by the delay in securing information from the various bonding houses of the country. There is yet some question as to the validity of the sale and for this reason an effort will be made to have bonding experts visit the city. A resolution submitting an amendment to the city charter providing for and making the paving debt general obligations of the city passed its first reading. The proposition of motorizing the old city house wagon was talked of, but no definite action taken. The Burdick plat submitted by the city engineer was accepted. HOOPER ELUDES, ALL TRACE GONE No trace has been found of John Austin Hooper, the bandit who escaped from the Josephine county jail, Sunday noon. Authorities believe he has gone to northern California, his old stomping grounds. Editorial: HARNESS THE AEROPLANE It is admitted that we are backward in aviation — not in accomplishment on the part of our inventors and our skilled aviators, but in that large development of aviation which makes for the mastery of the air in war. In both army and navy, great activity in aviation will result from the experience of the war in Europe. This is a matter of course. We shall train aviators — but shall we use them? Is there anything which aviators can do of a useful character? Cannot something be done more dignified and respectable than looping the loop before crowds of gasping sightseers? There is a field for them in the carrying of the mails. There are many localities which might be served by aerial mail lines with great advantage. Would it pay? As a matter of money, it might and it might not; but it would train men for air service if the country should ever need them. In view of the enormous value of the air-men to the armies of Europe, is not that worth while spending money for?
