Some activists planned to hold a vigil outside the Ashland Congregational Church around 9 p.m., said Justine Cooper, executive director of Peace House in Ashland. Cooper declined to call the approaching conflict a war. "It takes two to fight a war," Cooper said. "This is an invasion. This is a massacre." Cooper said some people who called Peace House Monday were frightened by statements that made conflict seem inevitable. Peace activists’ moods have fluctuated with each nuance of the crisis, Cooper said. People who oppose military involvement were taken by surprise by President Bush’s Monday statements that the time for diplomacy had passed. Monday was "a changeover day for everybody," she said. "Last Thursday was a changeover day, too. People thought we had more time." On that day, the United Nations rebuffed U.S. efforts to pass a second resolution urging use of force to disarm Iraq. Cooper said Peace House has become the hub for peace activists across Southern Oregon and Northern California, organizing peace activists as far north as Roseburg and as far south as Mount Shasta City.
