Police also found a shotgun and a handgun in the home of Jeffrey James Kime-Pelt, 29, of 310 S.W. Bridge St., and recovered a .30-30 rifle taken from Kime-Pelt by his landlord for safekeeping, said Lt. Todd Moran of the Grants Pass Department of Public Safety. Shortly after 8 a.m. Thursday, police said, Kime-Pelt brandished a shotgun, cocked the gun, and made threatening comments from his front porch to construction workers in the lot next door, at the corner of Bridge and Fourth streets. They called 911. "He had been harassing the construction crew the last few days," Moran said. "It got to the point, when firearms came into play, they didn't feel safe." Police made verbal contact with Kime-Pelt, who retreated inside his home. Because of the erratic behavior and presence of a firearm, a SWAT team was called in. Coincidentally the SWAT team was training at the old abandoned Washington Campus of Three Rivers Medical Center about a mile away. Several blocks of Bridge and Fourth streets were barricaded, disrupting traffic for nearly two hours before Kime-Pelt was persuaded to come out, around 9:50 a.m. He was booked into the Josephine County Jail on various charges, including menacing and several counts of felon in possession of a firearm. Thursday's incident wasn't the first time Kime-Pelt exhibited erratic behavior. On Wednesday afternoon he visited Gates Furniture at 700 S.W. Sixth St., where staff said he used a fake name and tried to buy furniture. He was highly agitated, according to police dispatch logs, rambled about the Declaration of Independence and proclaimed his right to be armed. No guns were found, and Kime-Pelt was warned for trespass and left. On Tuesday his landlord told police of his concern for Kime-Pelt's mental health. Kime-Pelt got out his hunting rifle in front of the landlord, and also made threats against nearby Booth Insurance. Moran said the exact drug charges against Kime-Pelt haven't been determined. Butane honey oil is used to extract the psychoactive ingredient THC from marijuana for a much stronger effect. Moran said Kime-Pelt had just received a sophisticated piece of equipment to produce butane honey oil.
