According to an OSP release, investigators identified Lance T. Storm, 34, of Eugene, as a person of interest in the case. He was interviewed and, according to the release, "was very forthcoming and eager to discuss the letters he mailed." He was later released. OSP said Storm told investigators the communications were not intended to cause alarm and he denied including any harmful substances in the mailings. Numerous government offices, primarily sheriff's offices, received suspicious letters on Monday, creating concern they may have been contaminated with hazardous materials. The Jackson County Sheriff's Office was evacuated for three hours Monday afternoon after being notified of the concern and finding a letter matching the description of other letters. Grant County Sheriff Glenn Palmer told reporters he felt a numbness in his lips and burning in his arms after opening one of the letters, prompting him to go to the hospital as a precaution. He was released hours later. Hazardous material teams responded to the locations where the letters were found, along with investigators from multiple law enforcement agencies. Preliminary testing from the hazardous material teams did not detect any harmful substances. Counties in which the letters were received included Grant, Harney, Umatilla, Klamath, Lake, Grant, Jackson, Wasco, Marion, Polk, Lane, Sherman, Tillamook, Gilliam, Columbia, Linn, Jefferson, Wheeler, Union, Douglas, Baker, Yamhill, Wallowa and Coos. According to the OSP following the interview, Storm "did not appear to present any violent or dangerous behavior and was not perceived as a threat to the community." Reports on the investigation will be forwarded to several district attorney offices for consideration of charges. OSP was assisted in the investigation by the FBI, U.S. Postal Service, the Oregon State Fire Marshal's Office and law enforcement agencies from counties where the letters were received.
