DOJ To Look Into Wrongful Arrest of Portland Man By Jake Higgins Feb 21, 2020 04:16 PM A A A settlement was recently reached between the City of West Linn and a Portland man after he became the victim of a wrongful arrest, but the $600,000 settlement is not the end of this story. The DOJ confirmed on Wednesday it is opening an investigation into whether West Linn police broke any laws in the process. The Department of Justice confirmed Wednesday it is investigating accusations the West Linn police department broke the law while pursuing a theft case against Michael Fesser that recently was settled with $600,000 going to Fesser.
