"There have been no commercial design guidelines of the historic districts," said Suzanne Myers, senior planner for the city, adding that the purpose of the guidelines is so downtown developers have a list of typical historical elements for new construction. Red brick of the late 1800s, classical columns of the early 1900s and streamlined forms of the late 1940s are among many elements listed in the draft being reviewed during a Medford City Council study session at noon today in Room 151, Lausmann Annex, 200 S. Ivy St., Medford. If adopted, the new guidelines will apply to about one-third of The Commons, a multiblock urban redevelopment project that is a public/private partnership between the city, the Medford Urban Renewal Agency and Lithia Motors. Eric Iversen, Lithia's project manager, said he knew the city was developing guidelines but hasn't seen the draft yet. He said the Lithia headquarters building has already been approved, so it won't affect that project, but it will affect construction between Fourth and Sixth streets. He said it could be helpful in developing The Commons. "Good ordinances can be tailored to fit new development, and new development is cognizant of existing development without copying it," he said. The downtown historic district is roughly bound by Riverside Avenue, Oakdale Avenue, Eighth Street and Fourth Street, and contains more than 35 blocks and approximately 200 buildings or sites. George Kramer, the historic preservation consultant who wrote the draft document, said the guidelines aren't rules but suggestions to help property owners, architects and developers in designing projects while maintaining downtown's traditional character. Kramer said the guidelines are based on the Secretary of the Interior's Standards for Rehabilitation as adopted by the National Park Service. A public hearing to receive comments on the document is tentatively scheduled for the June 3 meeting of the commission. Reach reporter Meg Landers at 776-4481 or e-mail [email protected].
