With the assistance of ODOT, the Rogue Valley Transportation District and the Rogue Valley Metropolitan Planning Organization, this study was guided by two advisory groups, the Steering Com mittee and the Technical Advisory Com mittee. Th e Steering Com mittee had elected officials from all jurisdictions along the rail corridor, including the C ity of Medford and Jackson County . The Technical Advisory Com mittee was com prised of planners a nd public works staff from those sam e jurisdictions. Two ODOT Rail Division consultants researched the rail sy stem and produced study inform ation for review by these two groups. In June of 2001, a fi nal study report was presented to m embers of both advisory groups. Southeast Medford Plan The City of Medford received a grant from the Tran sportation and Growth Managem ent Program (TGM) – a joint effort of the Oregon Departm ent of Tran sportation (ODOT) and the Oregon Departm ent of Land Conservation and Developm ent (DLCD) – to refine a plan that will guide m ulti-m odal developm ent in the Southeast area of the City . An update to the City ’s Southeast Plan, this plan is intended to create a livable community of approxim ately 10,000 residents that enc ourages walking and cy cling to nearby destinations and shorter autom obile trips. One of the key objectives of this plan is to provide direction toward m eeting the RTP Alternative Measures for increasing the amount of m ixed use developm ent in the city with accom panying pedestrian, bicy cle and transit amenities to encourage greater use of these travel m odes. The report display s a proposed street grid along with a detailed list of im provem ents necessary to maintain m obility on the surrounding transportation network. City Center Design Concept ‘99 The project is intended to assist the Medford Ur ban Renewal Agency in updating the planning and conceptual design com ponent of the downtown revita lization program . Because several developm ents are anticipated for the downtown core, the m ain task consisted of working with project stakeholders to identify sites and recom mend general design characteris tics for projects. The report established several principles to guide the location, design, and im plementation of future downtown projects, including: • Historic character, • Smart/transit-oriented developm ent principles, and • Pedestrian em phasis Dow ntow n 2050 Plan The Downtown 2050 Plan was developed by the Medf ord Urban Renewal Agency (MURA) to provide vision and a series of design standards and guidelines for developm ent within downtown Medford. The purpose of the standards and guidelines is to ensure that the unique historic and pedestrian character of the downtown core is preserved and enhanced. Th e policy fram ework for the 2050 Plan includes six topical areas that are described in m ore detail in Chapter 4: • Regional Position • Com munity Character • Housing • Transportation • Historic Preservation • Partnerships In the spring of 2003 the Medford City Council a pproved the Downtown 2050 Plan including a policy fram ework, design standards and guidelin e ordinances for downtown along with a Comprehensive Plan amendm ent to include a special plan designation for Do wntown.
